Narrative:

The Dover Police Department is investigating a shooting incident that occurred on Wednesday night.  At approximately 10:01PM, a male and female victim were driving in the area of River Road and Water Street when a burgundy SUV with dark tinted windows pulled along side.  Shots were fired out of the SUV at the victims’ vehicle, striking the driver side door three times.  Neither occupant of the vehicle suffered injuries from the incident.

Two Arrested in Commercial Lawnmower Theft 9-1-16

Narrative:

Two men were arrested after stealing a utility trailer from a local residence and then attempting to steal lawnmowers from Pugh’s Service at 728 Leipsic Road in Dover.  Officers responded to Pugh’s on Tuesday morning at 5:07AM after a caller reported that two men may be trying to steal lawn mowers from the business.  Officers arrived and found a black Ford Expedition with a trailer located in the Comfort  Inn and Suites parking lot, next to Pugh’s.  Officers contacted David Nicholas (44) and Paul Rowan (46) inside the vehicle.  The trailer had a lawnmower valued at $9,800, aluminum ramps, and bolt cutters. Officers discovered that two holes were cut in the chain fence surrounding Pugh’s property and a chain was also damaged that secured gates to the sales lot.  Officers also located another mower valued at $7,999 outside of the fenced in lot that the suspects were intending to put on the trailer as well.  Officers then learned through further investigation that the trailer that the suspects were using had been stolen from an address on West Denney’s Road between August 29th and August 30th.  Both suspects were arrested without incident.  Nicholas was found to be in possession of a bag containing trace amounts of cocaine as well.

Three Arrested on Drug Charges, 1,355 Bags of Heroin Seized 9-1-16

Location:   Kent Budget Motel, 383 N. DuPont Highway, Dover, DE

Narrative:

The Dover Police Department, working with Delaware Probation and Parole, arrested three people on drug charges following an administrative search.  Officers were attempting to contact and conduct the search on Willie Hale (44) in a room at the Kent Budget Motel.  When they approached, Ricky Clark (42) ran into the room from officers.  Officers entered the room as Clark was flushing marijuana down the toilet.  Alysa Tosson (32) was also inside the motel room and found to be in possession of .2 grams of marijuana, 3 ecstasy pills, 1 Molly Pill, and  6 Tramadol pills.  A subsequent search of the room led to the discovery of 1355 bags of heroin (20.325 grams) of heroin that was packaged for sale.  Hale was not present in the room at the time, but later reported to the Dover Police Department where he was taken into custody without incident.

Willie Hale was committed to JTVCC in default of $122,100 cash bond on the following charges:

Alysa Tosson was committed to Baylor Women’s Correctional Center in default of $122,300 cash bond on the following charges:  tosson

-Possession with Intent to Deliver Heroin
