Halloween Safety Tips

With the upcoming Halloween events around the City of Dover, the Dover Police Department would like to remind parents, children, and motorists to remain alert and keep safety a top priority during this Halloween season.  While we will have extra officers on the streets and in our neighborhoods on Halloween Night, it is important to take note of the safety tips we have provided.

Trick or Treat Date/Times:

  • Thursday, October 31st 6:00PM-8:00PM

Motorist Safety Tips:

  • Motorists are asked to drive with an abundance of caution and travel at a reduced speed in residential areas.
  • Many children and adults will be walking through residential areas and depending on the availability of sidewalks, may be near or on the roadway.
  • Be aware of children inadvertently darting across the street in the path of vehicles.

Trick or Treating Safety Tips:

  • Children should NEVER go Trick or Treating alone.  They should be with a parent/guardian, or a group of friends at all times.
  • Stay off of main roadways.
  • Costumes should fit properly, with no loose/hanging items.
  • Consider face paint instead of masks as they can obstruct a child’s vision.
  • Trick or Treaters should carry a flashlight at all times.
  • Utilize glow sticks and/or reflective tape/material attached to costumes and bags for added visibility.
  • Before crossing the street, always look in both directions twice to make sure no vehicles are coming.
  • Inspect all candy to ensure it is not tampered with, prior to consuming it.

Burglary at Target – Incident # 50-13-29617

Location: Target, 148 John Hunn Brown Road, Dover

Narrative:  At approximately 12:58 AM on October 25th, an unknown suspect unlawfully entered the Target Department Store located at 148 John Hunn Brown Road by unknown means.  Once inside, the suspect damaged several glass cases containing numerous Apple brand electronic devices and stole several items from the case.  The suspect then fled out a rear fire escape door.  While officers checked the immediate area, a silver Mercury Sable matching the suspect vehicle description, was observed in an alley way.  When the suspect observed the officer approaching, the vehicle fled in reverse, stopping in a yard, then fleeing the vehicle on foot.  Officers were unable to locate the suspect, but recovered several of the stolen items.  Anyone with information is asked to contact the Dover Police Department at (302)-736-7111.  Callers may remain anonymous.  Tips can also be submitted to law enforcement through tip lines maintained by Delaware Crime Stoppers at 1-800-TIP-3333 or online at www.tipsubmit.com.

Dover Police Investigating Fatal Motor Vehicle Accident

Date/Time:  October 22, 2013 at 10:20 PM

Location:  South DuPont Hwy (US Rt 13)/Roosevelt Avenue

Narrative:  The Dover Police Department is currently investigating a fatal motor vehicle accident that occurred at approximately 10:20 PM on Tuesday, October 22nd.  The black Cadillac was traveling s/b on South DuPont Highway, approaching Roosevelt Avenue, when it veered into the northbound lanes, striking numerous roadside objects, causing the vehicle to flip, and eventually stopping on Roosevelt Avenue.  The driver, Darius Gibbs (30) sustained fatal injuries as a result of the accident.  The Dover Police Department is still investigating the cause of the accident.  It is unknown at this time if alcohol was a factor.

Arrests Made for College Rd and Walker Rd Robberies

Narrative:  On Friday October 18, 2013 at 7:41 pm officers from the Dover Police Department responded to the area of the 300 Block of College Road for a robbery.  Officers contacted the victim who was assualted and stated that his personal property was taken by three black male teenagers.  The victim was transported to Kent General Hospital and was admitted for his injuries which consisted of a brain bleed and multiple facial fractures.  On the same date at 8:19 pm officers from the Dover Police Department were called to the area of Walker Road and Ann Avenue where a second victim was contacted who was assaulted and stated that he had his property taken.  The second victim was transported to Kent General Hospital where he was treated for a fractured right arm and was released.

As a result of the investigation conducted into theses robberies it was determined that Carlos Green, 16, Jhashawn Landry, 17, and Khalil Seward, 15 were responsible for both robberies and assualts.

Narrative:   On Monday October 21, 2013 Dover Police officers were contacted by a male victim in the Capital Green housing development who stated that he was robbed and had his property taken.  The victim stated that he was approached by 6 to 7 subjects pointed guns at him then proceeded to assaulted him and took his cell phone and Nintendo DS Game Boy.  The victim was treated at Kent General Hospital for a small laceration on his head and was released.  The investigation is still ongoing and anyone with information is asked to contact Detective Anthony DiGirolomo at 302-736-7111.

On Friday October 18, 2013 the Dover Police responded to the 100 Block of Spruance Road for a complaint of a person being shot.  Officers contacted the victim who was found to have sustained a gunshot wound to the right knee.  The victim provided officers very little information and was transported to Kent General Hospital where he was treated and released.  The investigation is still ongoing and anyone with information is asked to contact Detective Anthony DiGirolomo at 302-736-7111.
