Narrative:
On Saturday October 14, 2013 the victim of this incident reported that his vehicle was removed from his residence by a known acquaintance, James T. Young Jr., without his permission. On the same day at approximately 1:20 pm the victim notified the Dover Police Department that he saw Young driving his vehicle in the area of the west of Silver Lake and attempted to stop him resulting in Young striking him with the car and fleeing. Officers from the Dover Police Department responded to the area and immediately found Young in the victim’s vehicle on North Queen St at Cecil St and attempted to stop him. Young refused to stop and fled from officers resulting in a brief car pursuit that ended when Young failed to yield at the intersection of Lakewood Place and Walker Rd and struck a car traveling through that intersection. Both vehicles involved in the collision rolled over resulting in injuries to both Young and the two occupants (Male 63, Female 57) of the other vehicle.
After the collision Young was taken into custody by officers of the Dover Police Department without further incident. When taken into custody Young was found to be in possession of drug paraphernalia and was under the influence of drugs/alcohol. The other victim’s involved in the accident and Young were transported to Kent General Hospital and were treated and released.

Narrative:
On Monday December 14, 2013 Dover Police responded to a complaint of a burglary at Universal Liquors and Integrity PC, located in McKee Crossing, 1005 College Rd, Dover. The investigation revealed that at approximately 5:30 am, an unknown black male suspect forced his way through the front door of Integrity PC, realizing that it was not Universal Liquors, the business he was trying to burglarize he immediately left. The suspect then went to Universal Liquors, forced his way through the front window of the business and once inside removed 3 bottles of liquor and an undisclosed amount of money then fled the store through the same window he entered and ran in a westbound direction. Location: McDonald’s Parking Lot (879 North Dupont Highway)
Narrative:
On Monday, December 9, 2013, at 2:38pm, the Dover Police Department received a 911 call stating that a 58 year old male victim was the victim of a robbery that occurred in the parking lot of McDonald’s located at 879 North Dupont Highway. The victim, an employee of the business, was walking out to his vehicle when approached by Ramon Ruffin (DOB: 5-29-1967). Ruffin pointed a handgun at the victim and demanded his wallet. The victim was struck in the head with the handgun by Ruffin and a struggle ensued. The victim was struck in the head and face area numerous times with the handgun during the struggle. As the robbery was occurring, a 57 year old male victim was entering the parking lot and witnessed the altercation between Ruffin and the original victim. Ruffin then pointed the handgun at the second victim as the offender was entering a white mini van. The second victim was able to obtain the license plate information of Ruffin’s vehicle and immediately notified Dover Police. A short time later, Dover Police Patrol officers observed the vehicle in the area of North Dupont Highway and Scarborough Road. Once officers attempted to stop the vehicle, Ruffin fled, leading police on a vehicle chase in which the suspect struck two other vehicles. The chase ended when Ruffin struck a pole in the parking lot of Delaware Technical and Community College. After the collision at the school, Ruffin fled on foot but was apprehended by Dover officers. A search of the vehicle by detectives produced a loaded .45 caliber handgun. The hand gun was discovered to be stolen from Richmond, Virginia. The Delaware Technical and Community College was on lock-down status for approximately 15 minutes, when the all-clear was given. The robbery victim suffered numerous broken bones and lacerations to the head and face area as a result of being struck several times with the handgun by Ruffin, but is expected to recover from his injuries with further treatment.

Narrative:
On Sunday, December 8th, the Dover Police Department’s Criminal Investigations Unit was called to the Bayhealth Medical Center for a child abuse case. Further investigation by Dover Police Detectives revealed that Jamel Mciver caused multiple contusions and swelling to the facial area of his two-month old son. The child is currently being treated for his injuries. Jamel Mciver was arrested a short time later and committed to James T. Vaughn Correctional Center in Smyrna, DE, in default of $51,000 secured bond.

Owen is 5’8″, 172 pounds, brown hair, and green eyes and is listed as a Tier 2 (Moderate risk) offender.
