UPDATE: Gold Alert Lifted for Missing Dover Woman 10-6-17

UPDATE:
The Dover Police Department has lifted the Gold Alert for Chilaporn Sripongsai.  Officers were able to contact her and determine she was safe and in good condition.

Narrative:

The Dover Police Department has issued a Gold Alert for 20-year-old Chilaporn Sripongsai.  Sripongsai was last heard from at approximately 4:30 p.m. on Tuesday, October 2nd, 2017.  Sripongsai does have a condition that can affect her health and safety.  Her destination, vehicle, and clothing are all unknown at this time.  The picture below was submitted to the Dover Police Department from Sriponsai’s social media accounts.  If you have any information of Chilaporn Sripongsai’s whereabouts, please contact the Dover Police Department at 302-736-7111.

Two Arrested on Drug Charges Following Investigation 10-5-17

Narrative:

The Dover Police Department Street Crimes Unit and Delaware Probation and Parole arrested a Dover man and woman on drug charges following an investigation.  Shawn Hicks (37) was being investigated for selling crack cocaine when he was contacted by officers outside of his residence at 97 Par Haven Drive and discovered 19-year-old Shanaia Wright inside of the apartment.  Delaware Probation and Parole conducted an Administrative Search Warrant of the residence and discovered 21.4 grams of crack cocaine, 1.1 grams of marijuana, and drug paraphernalia.

Shawn Hicks was committed to JTVCC in default of $26,501 secured bond on the following charges:
-Possession with Intent to Deliver Crack Cocaine
-Possession of Crack Cocaine
-Conspiracy 2nd Degree
-Possession of Marijuana

Man Dies While in Dover Police Custody 10-4-17

Narrative:

The Dover Police Department is currently investigating the death of a 24-year-old man after he was was arrested by officers for a shoplifting incident.  John T. Manning III (24), was taken into custody shortly after 11:30 a.m. on Wednesday, September 20th, 2017 in reference to a shoplifting case at Sam’s Club, located at 1572 N. DuPont Highway without incident.  The arresting officer transported Manning to the Dover Police Department holding facility until he could be processed and arraigned on the pending charges.  At approximately 2:03 p.m., Manning was found unresponsive and not breathing.  Officer’s immediately rendered aid by performing CPR and notifying EMS officials.  Manning was transported by medics to Bayhealth Kent General where he was later pronounced deceased.  At the time, the cause of death is unknown as detectives await the Medical Examiner’s report.

Traffic Stop Leads to Drugs/Weapons Charges for Dover Man 10-3-17

Narrative:

The Dover Police Department arrested 27-year-old Philip Wooten on drug and weapons offenses following a traffic stop on Monday morning.  At approximately 10:51 a.m., officers from the Dover Police Street Crimes Unit and Delaware Probation and Parole stopped Wooten in the area of Division Street and S. West Street for an expired vehicle registration.  During the stop, officers conducted an “open air sniff” of the vehicle’s exterior using a department canine.  The Dover Police canine alerted to the vehicle and officers discovered 10.8 grams of fentanyl, 1.5 grams of powder cocaine, and 30 tablets of MDMA.  Delaware Probation and Parole then executed an Administrative Search Warrant on Wooten’s apartment at 87 Par Haven Drive.  During this search, officers located 9mm and .45 caliber ammunition in the residence.  Wooten is a person prohibited from possession firearms or ammunition due to prior felony convictions.

Wooten was committed to JTVCC in default of 81,025 secured bond on the following charges:
-Possession of Cocaine
-Possession with Intent to Deliver Fentanyl
-Possession with Intent to Deliver MDMA
-Possession of Ammunition by Person Prohibited (2x)
-Possession of Controlled Substance w/ Agg. Factor
-Drug Paraphernalia

UPDATE: Arrest Made in Royal Farms Robbery 10-3-2017

UPDATE:
The Dover Police Department arrested Roce Barlow (76) for the robbery that occurred at Royal Farms on Saturday morning.  Barlow was identified by detectives after reviewing video surveillance, and was later contacted by police during a loitering complaint in the downtown Dover area.  Barlow was arrested without incident and committed to JTVCC in default of $10,000 secured bond on a single count of First Degree Robbery.

Narrative:

The Dover Police Department is investigating an armed robbery that occurred early Saturday morning.  The robbery occurred at Royal Farms located at 293 S. Saulsbury Road.  A black male suspect entered the business and displayed a handgun, demanding cash.  The suspect fled the store in an undisclosed amount of cash in a black Toyota Camry with a female driver.  The male suspect was described as wearing a dark shirt, ball cap, plaid pajama pants, and slippers.
