Narrative: Rasoul Hanner, a Tier 2 Registered Sex Offender, registered that he was living at the Dover Interfaith Mission located at 684 Forest Street, Dover, DE 19904. On January 28, 2014, the Dover Police Sex Offenders Unit were notified by a shelter employee that Hanner had not resided there since January 3rd. Warrants have been obtained for Rasoul Hanner for Failure to Re-Register.

Location: Spence’s Auction, 550 South New Street, Dover
Narrative: On January 4th at 10:26AM, the Dover Police Department responded to Spence’s Auction, in the eating/food area for a report of a man exposing himself. Police contacted a 15 year old female victim who is employed at the location. According to the victim, she was cleaning tables when she observed the man with his genitals exposed and masturbating. When contacted by an adult, the suspect fled the area. After further investigation and an arrest by the Delaware State Police for a similar case, the Dover Police Department and the victim identified Garland Citizen (DOB: 3-14-43) as the suspect in the Spence’s Case. Citizen was already incarcerated at James T. Vaughn Correctional Center for the case handled by the Delaware State Police. Garland Citizen was arraigned and will continue to be held at the Correctional Center.
