Arrest Made in U.S. Gas Convenience Store Robbery 3-31-2014
Incident #: 50-14-6490/7504 Date/Time: March 18, 2014/March 30, 2014
Location: U.S.GAS (505 Bay Road, Dover, DE)/100 Block S. New Street
Narrative: An arrest has been made in the March 18th armed robbery of U.S. Gas, located at 505 Bay Road, Dover. Maurice Parker was charged with the robbery after being taken into custody by police for separate charges. On March 30th at approximately 1449 hours, patrol officers observed Parker sitting on a porch in the 100 block of South New Street. Officers ran a computer check on Parker and discovered that he had an active capias for Failure to Pay on a prior shoplifting charge. Officers took Parker into custody without incident for the capias. During a subsequent search of Maurice Parker, police discovered a loaded Strum, Ruger, and Company .22 Caliber Revolver concealed in Parker’s waistband. A computer check into Parker’s criminal history revealed that he is a person prohibited from carrying a firearm due to a previous felony conviction. Officers contacted the Dover Police Criminal Investigations Unit upon noticing that Parker fit the description of the suspect in the U.S. Gas armed robbery. During the interview conducted by Dover Police Detectives, Parker admitted that he was the suspect in the March 18th robbery of U.S. Gas.

Two Men Charged With Gun Possession After Attempted Vehicle Break-In 3-27-14
Incident #: 50-14-7216 Date/Time: Wednesday, March 26 at 9:26pm
Location: 500-600 Block of South State Street, Dover, DE
Narrative: At approximately 9:26pm on Wednesday night, officers responded to the Christ Episcopal Church located in the 500 block of South State Street for a report of two subjects pulling on random car door handles in an attempt to gain entry. As officers arrived, several witnesses advised that the subjects had fled towards the Bayhealth Kent General Hospital parking lot. As officers checked the parking lot, they observed a subject later identified as Davonta Brown, flee from behind a trash dumpster in the parking lot. Officers gave chase, apprehending Brown moments later. While the officers chased Brown, another subject later identified as Kenneth Fisher, also fled from behind the same dumpster as Brown. Both Brown and Fisher were taken into custody without further incident. As the officers chased Brown, they observed him throw an object under a tree in the area. Further investigation by the officers led to the discovery of a loaded H&R Model 676 .22 caliber revolver. The revolver also had an altered serial number. A check into Brown and Fisher’s criminal history revealed that both parties are prohibited from possessing a firearm due to previous felony convictions.

Man Arrested for Vehicle Break-In 3-26-14
Incident #: 50-14-7130 Date/Time: Wednesday, March 26 at 3:30 am
Location: Frankfurt Bakery Parking Lot (323 South Governors Ave, Dover)
Narrative:
Officers responded to the parking lot of the Frankfurt Bakery in downtown Dover early Wednesday morning for a reported criminal mischief complaint. Upon arrival, officers contacted the female victim who advised that her vehicle was broken into and numerous items had been stolen from inside the vehicle. The suspect used an unknown object to shatter a passenger side window to gain entry to the vehicle. Once inside the suspect took a GPS system along with several other items. While on scene, Dover officers observed a set of footprints in the fresh snowfall and began to follow them. After a brief period, the officers discovered several items reported missing from the vehicle just north of the bakery, in an alley. Officers continued to follow the fresh footprints and received a description of the suspect from the Dover Police Department Dispatch Center, who utilized the downtown surveillance cameras to obtain a description of a black male wearing a black coat and grey hooded sweatshirt. After following the trail of footprints, the officers were led to a residence on South Governors Avenue. A resident of the apartment allowed Dover officers inside, where they observed James Hall lying on the floor, wearing the clothing that was described by the Dover Dispatch Center. A search of Hall led to the discovery of the stolen GPS system. Hall was taken into custody and charged with Theft under $1500.00, Criminal Mischief Under $1000.00, and Criminal Trespass (3rd Degree). Hall was committed to James T. Vaughn Correctional Center on $810.00 secured bond.

Dover Police Department Announces Major Paul Bernat as Chief of Police

On Tuesday, March 25th, the City of Dover Police Department announced that Major Paul M. Bernat would become the department’s 13th Chief of Police, filling the position most recently held by Chief James E. Hosfelt, Jr., who is retiring on April 4th.
The son of an Air Force family, Bernat moved to the State of Delaware in 1976 and has resided in the Dover area for the past 38 years. Major Bernat is a 1985 graduate of Caesar Rodney High School and received his Associate’s Degree in Criminal Justice from Delaware Technical Community College in 1992. Bernat continued his education at Wilmington University, earning his Bachelor of Science, Criminal Justice Degree in 2002. `He would later be selected to attend the prestigious FBI National Academy in Quantico, VA where he graduated in 2009 as a member of the 236th FBI Academy Class.
Major Bernat began his law enforcement career in March of 1988 with the Bethany Beach Police Department. After graduation from the Delaware State Police Academy and serving the Town of Bethany Beach for sixteen months, Bernat joined the City of Dover Police Department in July of 1989 where he spent the first ten years of his career as a Patrol Officer, seven of them as a K-9 Officer. In July of 1997, Bernat earned the rank of Corporal and continued to serve in the Patrol unit as a section leader until October of 1999, when he was transferred to the Special Enforcement Unit as a member of the Motorcycle Division. Major Bernat continued his climb through the ranks, earning his Sergeant stripes in September of 2001, becoming the Special Unit Enforcement Supervisor. During his time in this position, he oversaw the Community Policing Unit, Motorcycle Unit, Parking Enforcement Unit, and Animal Control for the City of Dover.
Major Bernat earned his first Staff Officer rank in March of 2005 when he became a Lieutenant and the Special Enforcement Unit (SEU) Commander. In addition to his duties as the SEU Commander, Bernat assumed the responsibility of Emergency preparedness for the City of Dover until 2008, when he was transferred to the position of Patrol Unit Commander, holding the same rank. In November of 2009, Bernat was promoted to the rank of Captain and was assigned to the Operations Commander position. Bernat earned his current rank of Major in April of 2010, where he has served for the last four years. Major Bernat reached the pinnacle of his law enforcement career when it was announced that he was chosen to be the 13th Chief of the Dover Police Department. Bernat will be sworn in as the Chief of Police on Friday, April 4th by Dover Mayor Carleton E. Carey, Sr.
Bernat resides in Camden, Delaware with his wife of 25 years, Tina and his daughters Rachel (21) and Rebekah (16).

Sex Offenders Wanted for Failing to Comply With Reporting Requirements

Narrative: On Friday, March 21st, the Dover Police Department Sex Offender Enforcement Unit was advised by the State Bureau of Identification that Gerard Landry, a Tier 2 Sex Offender, did not re-verify his address in the months of February and August, as required. Landry signed an agreement on July 31, 2013 advising him of the dates he was to re-verify his information and failed to comply with the agreement. Landry is currently wanted for Failure to Re-Verify Address, Title 11-4120 of the Delaware Code. Anyone with any information should contact the Dover Police Department at 302-736-7111. Narrative: Matthew Campbell, a registered Tier 2 Sex offender, registered with the State Bureau of Identification (SBI), as living at 53 South New Street, Dover, DE. Officers, checked the residence and discovered that Campbell was no longer residing at this location. Campbell also failed to report to SBI and re-verify his information in February of 2014, which he was required to do. Campbell is wanted for Failure to Re-register as a sex offender and Failure to re-verify address.

Man Robbed on Mitscher Road 3-21-2014

Location: 100 block of Mitscher Rd Dover, De
Narrative:
On 3/21/14 at approximately 5:09 pm the victim was walking home after withdrawing money from a Dover Federal Credit Union ATM in the area. The victim stated he was walking in the 100 block of Mitscher Rd when he was approached by 2 black male suspects and they demanded money. The 2 black male suspects then began to assault the victim and removed an undisclosed amount of money and his cell phone. The suspects then fled in a small passenger vehicle either white or silver in color. The suspects were described as 5’10” to 6′ average build wearing black and gray clothing.
