Dover Police Remind Public of Loud Music Laws 3-20-2014

As the spring season approaches and warmer temperatures arrive, the City of Dover Police Department will begin to receive a high number calls for excessively loud music/noise coming from vehicles and loud parties.  The department is reminding the public that audible music and bass outside of 50 feet is illegal and can result in fines ranging from $50-$107.  If a person is renting a residence and receives 2 or more noise violations within a 12 month period, they are subject to mandatory eviction as well.  Members of the Community Policing/Quality of Life Unit will proactively enforce these violations, especially in the downtown college, residential, and shopping districts in an effort to educate the public and improve the quality of life for the citizens in those areas.  We ask that while you enjoy the season, be mindful of others on the road and the neighbors surrounding you.

Delaware State Law:

  • Title 21, Section 4306 (c) No person operating or occupying a motor vehicle on any street, highway, alley, or parking lot shall operate or permit the operation of any music amplification system, including, but not limited to, any radio, tape player, compact disc player, or any other electrical device used for the amplification of music in or on the motor vehicle so that the sound is plainly audible at a distance of 50 or more feet from the vehicle. For the purpose of this subsection, “plainly audible” means any sound which clearly can be heard by unaided hearing faculties, however, words or phrases need not be discernible and bass reverberation alone shall be sufficient to so constitute.

Dover Police Seeking Man for Failure to Re-Register 3-19-2014

Narrative:
David Caldwell, a Tier 3 Sex offender, previously registered with the State Bureau of Identification and provided an address of 53 South New Street, in Dover.  During a routine compliance check, the Dover Police Department Sex Offender Enforcement Unit contacted a resident at this address and discovered that Caldwell was no longer residing at this location.  Caldwell is a white male, 6’1″, 165 pounds with brown eyes and brown hair. He is currently wanted for  Failure to Re-Register as a Sex Offender (Title 11-4120, Class G Felony)

Suspect Arrested for Rape at Dover Hotel 3-19-2014

Location: Comfort Suites, 1654 North DuPont Highway, Dover, DE

Narrative:
On Sunday, March 16th at approximately midnight, officers from the Dover Police Department responded to a 9-1-1 call at the Comfort Suites, located at 1654 North DuPont Highway, Dover.  Upon arrival, the officers contacted a female victim who advised she was staying at the hotel and was forced to have sexual encounters with Karl P. Hoennicke on two occasions in the hotel room where they were staying at.  According to the victim, the suspect threatened her with her life while physically forcing the woman to have sexual encounters with the suspect.  The victim was evaluated and treated for minor injuries at Bayhealth-Kent General Hospital shortly after the incident.  Hoennicke was later taken into custody and charged with 2 counts of 2nd Degree Rape.  Karl Hoennicke is currently being held on $40,000 secured bond at the James T. Vaughn Correctional Center.  The suspect is originally from the Kent County area.  The investigation is still ongoing at this time.

Armed Robbery at U.S. Gas Station 3-19-2014

Incident #: 50-14-6490     Date/Time: Tuesday, March 18 at 8:12pm

Location: U.S. Gas, 505 Bay Road, Dover (Corner of Bay Road/S. Little Creek Road)

Narrative:
The Dover Police Department Criminal Investigations Unit is investigating an evening robbery of the U.S. Gas Station located on the corner of Bay Road and South Little Creek Road.  The robbery took place at approximately 8:12PM on Tuesday, March 18th.  According to the victim, an unknown black male entered the business and displayed a firearm, demanding the clerk to give the suspect money.  The clerk complied and the suspect fled the business with an undisclosed amount of currency.  The suspect is described as a light skinned black male, approximately 6’00” in height and weighing approximately 170 pounds.  The below image is a suspect in the robbery.  Anyone with any information should contact the Dover Police Department at 302-736-7111.  You may also submit an anonymous tip with Delaware Crime Stoppers by phone at: 1-800-847-3333 or online at:  http://delaware.crimestoppersweb.com.
