Location: Vera Way , Dover, DE
Narrative:
The Dover Police Department is investigating an incident in which shots were fired in a Dover neighborhood. At approximately 2:13 am, officers responded to the area of Vera Way for shots fired. Upon arrival, officers discovered two spent shell casings in the area. The Dover Police Department Criminal Investigations Unit is investigating the matter at this time.

Dover is packed with activities on Saturday, October 17th including the Monster Mash Marathon, Delaware State University Homecoming Parade, and the 1st ever OktDoverFest. Please use caution when traveling in these areas and use alternative routes when available due to road closures and expected delays.
Summary:
The Dover Police Department responded to twelve shoplifting calls between Noon on October 9th and Noon on October 16th. Two of those calls were determined to be Fraudulent Return attempts/Theft by False Pretense, bringing the total number of shoplifting cases to ten for the week. This is a decrease of eight calls from last week’s post. Of those ten shoplifting complaints, a merchant declined prosecution in one, two are still under investigation, and arrests were made in 7 cases. A total of 8 adults and one juvenile were arrested in those seven cases which were cleared by arrests. As the holiday season quickly approaches, the department hopes to continue to see a decrease or low volume of shoplifters for the remainder of the season.

Location: 428 North DuPont Hwy (Dover Inn Motel) , Dover, DE
Narrative:
On Thursday October 16, 2014 members of the City of Dover Operation Safe Streets Unit, Dover Police Patrol Unit, and Officers from the Dover Police Special Enforcement Unit contacted defendant Tyron Williams (20) and defendant Robert Tyler (24) at the Dover Inn Motel. Investigation revealed both defendants were residing at the motel and were both wanted by numerous courts on outstanding warrants. Upon contacted with defendant Tyron Williams 20.4 grams of crack cocaine, 8.5 grams of marijuana, and $981.00 in United States Currency was located in his possession. Defendant Robert Tyler was searched upon arrest and 16.9 grams of marijuana was located in his possession. Both defendant Williams and Tyler were committed to James T. Vaughn Correctional Center in default of bond.

Location: Residence on North Kirkwood Street, Dover, DE
Narrative:
A 14-year-old was arrested and charged with 1st Degree Rape and Unlawful Imprisonment by the Dover Police Department Thursday afternoon. The grandmother of the 12-year-old victim reported that she walked in her granddaughters room to find Sencier Mansfield (14), exposing himself. The grandmother immediately responded to the Dover Police Department, where an interview was conducted with the victim. During the investigation it was discovered that Mansfield forced the victim into a sexual act despite the victim’s best efforts to fight off Mansfield. Sencier Mansfield is currently being held at the Stevenson Juvenile Detention Center in lieu of $20,500 bond.
