Arrest Made in Bar Assault 1-5-15

Update:
Joshua Fosmire has been arrested and is currently being held in default of bond at James T. Vaughn Correctional Center after being taken into custody at Kent County Court of Common Pleas this morning.

Location:  Irish Mike’s, 107 West Loockerman Street, Dover, DE

Narrative:
The Dover Police Department has obtained warrants for 29-year-old Joshua Fosmire for an assault that occurred at Irish Mike’s Bar on Saturday morning.  Police arrived at Irish Mike’s at 12:54 AM after receiving several 9-1-1 calls reporting a fight/assault and discovered a 28-year-old victim bleeding from the face. Several witnesses advised officers that Fosmire had assaulted the victim after a fight began in the restroom.  Fosmire had fled the area prior to police arrival.  The victim was treated at Bayhealth Kent General Hospital for  facial fractures and lacerations resulting from the assault.  As a result of the incident, the sink was torn from the wall of the restroom, causing approximately $750 worth of damage to the restroom.   A warrant has been obtained for Joshua Fosmire for the following charges:

  • Assault 2nd Degree
  • Criminal Mischief Under $1,000
  • Disorderly Conduct

Armed Robbery of Gas Station 1-5-15

Incident #: 50-15-0272        Date/Time: Sunday, January 4th, 2015 at 8:11PM

Location:  Valero/Shore Stop, 1358 Forrest Avenue, Dover, DE

Narrative:
The Dover Police Department is investigating an armed robbery that occurred on Sunday evening just after 8:00PM at the Valero/Shore Stop located at 1358 Forrest Avenue.  The incident occurred when an unknown white male suspect entered the business, armed with a black semi-automatic handgun.  The suspect confronted the employee and demanded money and the clerk complied.  The suspect then fled with an undisclosed amount of cash and was last seen fleeing northwest across Forrest Avenue, towards Kenton Road.  The suspect was wearing white sneakers, blue jeans, camouflage jacket and a black mask over his face.  He was also described as being 5’8″-5’10” and 160-170 pounds.  The employee did not suffer any physical injuries.

Dover Police Investigate Residential Burglary 1-5-15

Incident #: 50-15-00202   Date: Saturday, January 3rd, 2015 at 7:51PM

Location:  Dover Hall, English Village Apartments, Dover, DE

Narrative:

The Dover Police Department Criminal Investigations Unit is investigating a residential burglary that occurred on Saturday evening at approximately 7:51PM.  The incident occurred when a suspect climbed the fire escape to enter an apartment in Dover Hall of the English Village Apartment complex.  Once the suspect entered the apartment, he removed an undisclosed amount of cash and fled the residence.  An neighbor heard the noise from the suspect and observed an unknown male suspect, 5’7″, average build, black hooded sweatshirt, blue jeans, boots, and fingerless gloves on the fire escape.  Another suspect was standing some distance away, possibly acting as a lookout.  That suspect was described as an unknown male, 5’7″, average build, dark hooded sweatshirt, jeans and bright white sneakers.

Dover Police Issue Cold Weather Tips 1-5-15

The National Weather Service has issued a Hazardous Weather Outlook for the week of January 5th due to below freezing temperatures being predicted along with a chance of accumulating snow on Tuesday, January 6th.  Updated weather information from the National Weather Service can be viewed here:

In the event of snowfall:

  • The City of Dover Police Department will continue normal patrol operations throughout the duration of the storm and has a fleet of 4×4 vehicles prepared to continue to serve the City of Dover in the event of snowfall.
  • The following streets must be cleared of parked vehicles within 1 hour of the first snowfall:  Division Street, Water Street, Governors Avenue, and State Street.  Vehicles not moved are subject to ticketing and towing at the owners expense by the City of Dover Police Department.
  • City of Dover residents must clear their sidewalks of snow within 24 hours after final snowfall.  This code is strictly enforced by City of Dover Inspections/Code Enforcement.
  • The City is requesting that residents NOT leave trashcans and other items on the curb/sidewalks to allow room for the plows to clear the roadways without obstacles.
  • If possible, do not park on any roadsides to allow plows the ability to properly clear roadways.

Travel:

The City of Dover Police Department strongly urges motorists to avoid any unnecessary travel once the snow begins to fall.  Driving only puts you and public safety workers at risk.  This also allows the plow drivers plenty of room on our roadways to properly clear the roads of accumulating snow.  If you must travel, please follow the following recommendations:

The American Red Cross recommends the following preparations for winter storms/cold weather:

  • Water—at least a 3-day supply; one gallon per person per day
  • Food—at least a 3-day supply of non-perishable, easy-to-prepare food

  • Battery-powered or hand-crank radio (NOAA Weather Radio, if possible)
  • Extra batteries
  • First aid kit
  • Medications (7-day supply) and medical items
  • Sanitation and personal hygiene items
  • Cell phone with chargers
  • Family and emergency contact information
  • Extra cash
  • Baby supplies (bottles, formula, baby food, diapers)
  • Pet supplies (collar, leash, ID, food, carrier, bowl)
  • Tools/supplies for securing your home
  • Sand, rock salt or non-clumping kitty litter to make walkways and steps less slippery
  • Warm coats, gloves or mittens, hats, boots and extra blankets and warm clothing for all household members
  • Ample alternate heating methods such as fireplaces or wood- or coal-burning stoves

People seeking shelter should dial 211 from any phone.  An Intake Housing Specialist will be available to assist between the hours of M-F; 8-5.  After hours calls to 211 will be directed to shelters with openings.
