Man Arrested After Setting Fire to Home During Domestic Incident 12-31-15

Narrative:

The Dover Police Department has charged Keith Scott (35) with arson along with numerous other domestic related charges following an incident that occurred on Sunday evening.  Officer were called to a home in the unit block of Carver Road for a domestic violence related incident.  As officers were arriving they observed Scott walking from the scene, but discovered the kitchen to the residence was on fire.  It was later learned that prior to the fire, Keith Scott was involved in an altercation with his girlfriend.  During this altercation, he grabbed the victim by her neck and threatened to burn the home down if he was kicked out.  He then cu the wired to the victims vehicle so she could not leave and broke the victims phone.  Shortly after, the victim fled the residence with her children to a nearby CVS to notify 911.  Scott remained at the residence, damaging several items, then setting a fire in the kitchen of the home.  The American Red Cross provided shelter and assistance to the victims.  Scott was arrested and charged with the following offenses:
-Arson 2nd Degree
-Strangulation
-Criminal Mischief
-Endangering the Welfare of A Child (2x)
-Malicious Interference with 911 Communications
-Offensive Touching
-Terroristic Threatening

Scott was committed to JTVCC in default of $21,400 secured bond and $10,848 Cash Bond.

Drug Investigation Results in Numerous Charges for Dover Man 12-31-15

Narrative:

The Dover Police Department’s Drugs, Vice, and Organized Crime Unit arrested Shakir Swain (22) after wrapping up a month-long drug investigation. During an early morning search warrant in the 400 Block of Barrister Place, the Dover Police Department took Swain into custody without incident and discovered the following items in the residence:
-429 bags of heroin
-.40 caliber Smith and Wesson handgun
-$5,000 in suspected drug proceeds

Swain was charged committed to JTVCC in default of $99,501 secured bond on the following charges:
-Possession with Intent to Deliver Heroin
-Possession of Heroin (Tier 5 Qty)
-Possession of a Firearm During Commission of a Felony
-Possession of a Firearm by Person Prohibited
-Possession of Ammunition by person Prohibited
-Possession of Firearm by Person Prohibited that also Possesses a Controlled Substance
-Possession of Drug Paraphernalia
-Violation of Probation

Armed Robbery 7-11 12-28-15

Narrative:

The Dover Police Department is investigating an armed robbery at a 7-11 convenience store on Sunday night.  The robbery occurred at approximately 10:17PM when a suspect entered the business and pointed a silver and black handgun at the clerk, demanding money.  The clerk complied and emptied the register into a white pillow case the suspect was holding.  The suspect fled with an undisclosed amount of cash in a southwest direction from the business.  The suspect was described as a black male, 5’8″-5’10”, slim build, with gray sweatpants and a gray hooded sweatshirt, and a bandana covering his face.

Tractor Trailer Crash Causes Highway Closure 12-28-2015

Narrative:

The Dover Police Department was forced to close down a major intersection following an accident involving two tractor trailers early Monday morning.  At approximately 1:02AM, a tractor-trailer was traveling west on Scarborough Road (crossing from Route 1 exit ramp), across Route 13.  The 2nd tractor-trailer ran a red light while traveling south on Route 13, and both vehicles collided in the intersection.  The 2nd tractor-trailer became disabled in the intersection and forced the closure of the roadway for over 2 hours.  Both drivers were treated at Bayhealth Kent General Hospital with non-life threatening injuries.  The Dover Fire Department and DNREC Hazmat responded to the scene to aid in containing and cleaning up fluids leaking from the vehicles.  DelDOT and Delaware State Fire Police aided in traffic control as well.  The operator of the second tractor-trailer, Sherman Overton, was cited for Failing to Stop at a Red Light.

Man Shot During Attempted Robbery 12-27-15

Narrative:

The Dover Police Department is investigating an armed robbery that ended with a victim being shot early Sunday morning.  The 36-year-old victim was in the parking lot of Home Depot, adjacent to Bubba’s night club, when he was approached by the suspect who pointed a handgun at the victim and demanded money.  The victim attempted to get away and was shot at but the suspect missed.  As the victim entered his vehicle, he was shot at a second time, with the round striking him in the upper leg area.  The victim transported himself to Bayhealth Kent General Hospital, where he was being treated for the injury.  The suspect is described as a black male, between 5’8″-5’10”, skinny, and in his early to mid-30’s, possibly driving a light colored (possibly silver) Ford Crown Victoria.

Residential Burglary 12-27-15

Narrative:

The Dover Police Department is investigating a residential burglary that occurred early Christmas morning in the Unit Block of Laurel Drive.  The suspect entered the residence through a rear glass door and stole jewelry and a television.  It is believed the owners pet dog may have scared the burglar from the home.

Pedestrian Struck by Vehicle on S. State Street 12-24-15

Narrative:

The Dover Police Department responded to a serious injury accident in the 600 Block of South State Street where a pedestrian was struck by a vehicle.  A 58-year-old victim was leaving Bayhealth Kent General Hospital and crossing S. State Street to get to Skull Terrace.  While in the crosswalk, a 2015 Ford Fusion that was traveling northbound, struck the victim.  The victim was transported to Bayhealth Kent General and later transported to Christiana Medical Center with serious injuries including multiple pelvic fractures, broken ribs, and internal bleeding.  Speed is not believed to be a factor in the crash, however the driver of the vehicle was cited for the following offenses:
-Inattentive Driving Causing Serious Physical Injury
-Failure to Yield to Pedestrians in Crosswalk
-Failure to Possess a Valid Insurance Card
