Narrative:

The Dover Police Department peacefully resolved a barricade situation at Liberty Court Apartments on Wednesday afternoon.  Officers were called to B-Building of the complex at 2:59PM for reports of a resident breaking windows, throwing items outside of the 2nd floor residence, and acting unruly.  When officers arrived, the person inside the apartment had a hammer and refused to cooperate with officers.  At that time, the Dover Police Department activated their Crisis Negotiation Team and Special Operations Team to the scene.  Other assisting agencies included Kent County Paramedics, Dover Fire Department, Cheswold EMT, and Kent County Emergency Services Command Post.

At 4:41PM, the person inside the apartment began speaking with officers from the 2nd floor balcony and peacefully exited the apartment with the help of a ladder.  Officers secured the person without incident and they were transported to a nearby hospital for an evaluation and treatment  of a condition that caused the abnormal behavior.

During the incident, the only property damaged was restricted to the apartment the subject was living in.  The Dover Police Department will not release the name of the person due to the medical condition that caused the episode.  Criminal charges are not anticipated at the present time.

Two Arrested Following Pursuit and Standoff with Police 5-11-16

Narrative:

The Dover Police Department arrested James Dobbins (28) on Wednesday morning after a brief standoff in Smyrna.  At approximately 6:17AM, officers from the Dover Police Department and US Marshal’s First State Fugitive Task Force attempted to contact Dobbins at a residence in the Unit Block of Kathleen Drive in Smyrna, DE in reference to Dobbins having multiple arrest warrants from Dover and Camden jurisdictions as well as a Violation of Probation and Escape (Absconder from Home Confinement) from Delaware Probation and Parole.  Prior to making contact, officers observed a white Cadillac leave the residence, which was reported stolen from Dover.  Officers arrested Tony Cobb (31) following a short vehicle and foot pursuit after attempting to stop the vehicle.

Officers then returned to the home on Kathleen Drive and attempted to contact Dobbins, who refused to come outside.  The Delaware State Police Special Operations Team responded to assist and Dobbins surrendered a short time later without incident.

The Dover Police Department would like to thank the Smyrna Police Department, Delaware State Police Department, and the US Marshal’s First State Fugitive Task Force for their assistance in this incident.

Burglary at Crossfit Dover/Kaizen Karate Academy 5-11-16

Location:  155L Commerce Way, Dover, DE (Crossfit Dover/Kaizen Karate Academy)

Narrative:

The Dover Police Department is investigating a burglary that occurred at the Crossfit Dover/Kaizen Karate Academy Building in the Enterprise Business Park.  The incident occurred between 10:00PM on Tuesday, May 10th and 5:00AM on Wednesday May 11th.  The suspect(s) entered the business after breaking a glass door to the building.  Once inside, they removed cash, various electronics, a safe, and a cash box.
