A member of the Dover Police Cadet Program is responsible for saving the life of a 74-year-old man during an incident that occurred on May 14th at the Dover Library. Cadet Thomas Rivera was working a security detail at the Dover Library as closing time neared. While making security checks in the building, Rivera heard a strange noise coming from the men’s room and discovered the 74-year-old man inside, turning blue and having difficulty breathing. The man signaled to Rivera that he was choking and Rivera immediately gave him the Heimlich maneuver, dislodging the item from his throat and helping the man breathe again. The Dover Police Department’s Cadet Program is in its second year and has frequently been used for security details at the library, downtown foot patrols, special events/parades, and other functions.

Narrative:
On Tuesday, May 17 at approximately 2:19PM, officers from the Street Crimes Unit and Delaware Probation and Parole contacted Dexter Brown (23) at S. Kirkwood and Division Streets. Brown was found to be in possession of 5 grams of marijuana packaged for resale. Officers also located a 9mm handgun in plain view of a blue vehicle belonging to Brown and a bottle of prescription medication.
Officers also contacted Willie Thompson (25) who was with Brown. Thompson was found to be in possession of 49 grams of marijuana.
Dexter Brown was charged with the following offenses:
-Possession with Intent to Deliver Promethazine
-Possession with Intent to Deliver Marijuana
-Possession of a Controlled Substance
-Possession of Drug paraphernalia
-Possession of Firearm by Person Prohibited
-Possession of Firearm During Commission of Felony
-Bond info not available at time of release

Narrative:
The Dover Police Department arrested 23-year-old Charisma Whaley after she stabbed a 49-year-old acquaintance in his home on Tuesday evening. At approximately 8:14PM, officers responded to the Bayard Apartments building at 200 West Loockerman Street for a stabbing. They located the 49-year-old male victim with an injury to his back as a result of being stabbed with a knife. The victim was able to identify Whaley as the assailant, and Whaley was later taken into custody without incident at her home in the 100 Block of S. New Street.
Whaley was committed to Baylor Women’s Correctional Center in default of $15,000 cash bond on the following charges:
-Assault 2nd Degree
-Possession of a Deadly Weapon During the Commission of Felony
