Narrative:

The Dover Police Department, working with Delaware Probation and Parole, arrested two men on drug charges on Tuesday afternoon.  Eric Stewart (24) and Ashmere Wright (24) were found to be in possession of 10.3 grams of crack cocaine, 1.395 grams of heroin, and 38.9 grams of marijuana when they were contacted by officers following a drug investigation.  They subjects were also found to have $817 in suspected drug proceeds on their person.

Ashmere Wright was released after posting $3,600 secured bond on the following charges:
-Possession with Intent to Deliver Cocaine
-Possession with Intent to Deliver Heroin
-Possession with Intent to Deliver Marijuana
-Conspiracy 2nd Degree
-Delivery of Heroin
-Drug Paraphernalia
-Possession of Crack Cocaine (Tier 2 Qty)
-Possession of Heroin (Tier 1 Qty)

Drug Arrests at Firefly Music Festival 6-22-16

Narrative:

On Friday, June 17th, the Dover Police Department’s Drugs, Vice, and Organized Crime Unit conducted undercover operations on the property of Dover Speedway, host of the FIREFLY Music Festival.  After observing two males (later identified as Michael Parker, 42 and Kevin Christmas, 55) conduct hand-to-hand transactions in a camping lot, an undercover officer was able to purchase one capsule of “Molly” (MDPV) from the suspects.  A short time later, the suspects were taken into custody without incident and officers discovered that they were in possession of the following:
-87 capsules of Molly (MDPV)
-33 pills containing LSD
-114.9 grams of Psilocybin Mushrooms
-40.7 grams of cocaine
-4.9 grams of marijuana
-1,472 doses of LSD (23 sheets/64 doses per sheet)

As a result of the incident, Kevin Christmas was charged with the following offenses and committed to JTVCC on $93,000 secured bond:
-Possession of Cocaine (Tier 5 Qty)
-Possession with Intent to Deliver LSD (Tier 4 Qty)
-Possession of LSD (Tier 5 QTY)
-Possession with Intent to Deliver Controlled Substance (Bathsalts)

Narrative:

The Dover Police Department arrested two individuals on drug charges on Saturday at the Dover Speedway, host of the FIREFLY Music Festival.  Javier Tapia, 23, was arrested after selling MDMA/Ecstasy to an undercover Dover Police officer.  Once taken into custody, officers discovered that Tapia was in possession of marijuana, Xanax pill, LSD, and 4 doses of MDMA.  Tapia was charged with the following offenses and released on $11,500 unsecured bond:
-Delivery of controlled substance (MDMA)
-Possession with Intent to Deliver MDMA/Ecstasy
-Possession of Marijuana
-Possession of Controlled Substance w/o Rx
-Possession of LSD
-Possession of Drug Paraphernalia

The Dover Police Department also arrested 29-year-old Percell Gray after selling drugs to an undercover officer.  Gray was charged with Delivery of a Controlled Substance (Oxycodone), after selling 3 pills to the undercover officer.  Gray was arrested without incident but also had a capias from Kent County Court of Common Pleas.  He was committed to JTVCC on $1,230 cash bond.

Narrative:

The Dover Police Department arrested 52-year-old Robert Stanard of Philadelphia on drug related charges on Saturday evening.  At approximately 8:27PM, officers working extra security detail at the FIREFLY Music Festival contacted Stanard due to suspicious behavior.  Officers observed a clear baggie coming out of his pocket in plain view.  When officers checked , Stanard was in possession of 91 grams of Psilocybin Mushrooms and 32 grams of cocaine.  Stanard was arrested without incident and committed to JTVCC on $20,000 bond for the following charges:
-Possession with Intent to Deliver Psilocybin Mushrooms (Tier 4 Qty)
-Possession with Intent to Deliver Cocaine

Two Arrests Made in June 8th Carjacking 6-15-16

Update:

The Dover Police Department has made two arrests in the June 8th carjacking incident at the Dover Mall Parking Lot.  The arrests came after police were able to identify the suspects based on witness statements  in the area where the vehicle was left behind.  On June 14th, Delaware State Police Troop 7 arrested two of the suspects on unrelated charges.  Benjamin Beyer (22) and Taylor Cox (21) were both charged with Carjacking 1st Degree and Conspiracy 2nd Degree.  Beyer was committed to JTVCC and Cox to Baylor Women’s Correctional Center in default of $62,000 secured bond.

Narrative:

The Dover Police Department is investigating a carjacking that occurred on Wednesday afternoon.  According the 18-year-old male victim, two white male suspects appraoched him in the parking lot of Dick’s Sporting Goods at the Dover Mall at 3:30PM.  The suspects were carrying a pipe and wooden baton and ordered the victim back into his vehicle.  The two male suspects entered the vehicle and a white female suspect also entered the back seat.  The rear male passenger told the victim that he had a gun and ordered him to drive away.  The victim drove southbound, taking multiple back roads to the Milford area, where the victim was ordered out of the vehicle on West Woodside Drive.  The victim then ran to a nearby residence and called 911.  The victim’s vehicle was located  a short distance away by responding Milford and Delaware State Police officers.  The victim advised that the suspects also stole his cell phone, an undislosed amount of cash, and his drivers license.

Arrest Made in Child Sex Abuse Case 6-15-16

Narrative:

The Dover Police Department has arrested a 39-year-old man after it was discovered that he was sexually abusing a family member over the course of seven years.  The 14-year-old female reported that Roberto Escobar-Arcos began abusing her at the age of eight years old and continued to do so for approximately seven years.  Escobar-Arcos was arrested at his workplace without incident on June 14th and committed to JTVCC in default of $140,000 secured bond on the following charges:
-Rape 1st Degree
-Continuous Sexual Abuse of a Child
-Sexual Abuse by Person of Trust

Burglary at Glamour Nails 6-11-16

Narrative:

The Dover Police Department is investigating an early morning burglary of a nail salon.  The incident occurred on Saturday between 3:29-3:34AM at Glamour Nails when an unknown suspect forced entry through a rear door to the business. Once inside, the suspect went through numerous work stations, removing an undisclosed amount of cash from the business before fleeing.

Arrest Made in Residential Burglaries 6-10-16

Narrative:

The Dover Police Department arrested Charles Wetzel (42) for a residential burglary in English Village on Thursday afternoon.  Wetzel broke out a rear bedroom window to an apartment while it was not occupied.  Once inside, Wetzel stole jewelry from inside, but was seen by a witness fleeing the scene with a wound to his hand from the broken glass.  While detectives were on scene, Wetzel returned to the area and was taken into custody without incident for the burglary.   Wetzel was also charged with a burglary in Dover Hall that occurred sometime between April 6, 2016 and May 4th, 2016 while the owner was away.

Wetzel was released on $7,000 unsecured bond on the following charges:

Drug Arrest on Green Blade Drive 6-10-16

Narrative:

The Dover Police Department Street Crimes Unit, working with DE Probation and Parole arrested 32-year-old Johan Rodriguez on Thursday afternoon on drug charges.  Officers contacted Rodriguez at 8:54PPM in the alley behind Green Blade Drive following a drug investigation.  Rodriguez was found to be in possession of 2.6 grams of crack cocaine, and .96 grams of heroin.  Ridriguez was arrested without incident and later committed to JTVCC in default of $5,250 secured bond on the following charges:
-Possession with Intent to Deliver Crack Cocaine
-Possession with Intent to Deliver Heroin
-Drug Paraphernalia
-Violation of Probation
