Narrative:

The Dover Police Department is investigating the robbery of a 29-year-old man at 2:20AM on Saturday, July 16th.  The victim was on break at a nearby business and went for a walk.  As he was walking through the Home Depot parking lot, he had a headset on, listening to music.  The victim was suddenly struck from behind and assaulted by two suspects.  The suspects stole the victims wallet and his bluetooth headset and fled in an unknown direction.  The suspects were described as black males, but no further description could be provided by the victim.

Robbery on Legislative Avenue 7-19-16

Narrative:

The Dover Police Department is investigating a robbery that occurred early Sunday morning.  a 20-year-old male was playing the popular Pokemon GO game in the area of Legislative Avenue when a group of three black males called out to him.  The victim, believing they were there to play the game as well, approached them.  When the victim approached, the victim was assaulted  as the suspects took an undislosed amount of cash from his pockets and a gold necklace before fleeing toward Martin Luther King Jr. Blvd.

The Dover Police Department encourages game players to be aware of your surroundings and alert at all times.  Players should void playing near roadways and  in areas you are not familiar with, especially at night or in areas not heavily populated.

Two Burglaries in Dover East Mobile Home Park 7-19-16

Narrative:

The Dover Police Department is investigating a pair of residential burglaries in the Dover East Mobile Home Park.  The first  burglary occurred between Saturday, July 16th at 7:00PM and Monday, July 19th at 10:30AM.  The suspect removed a screen from an unsecured window and entered the residence. Once inside, they took a 32″ Samsung television and fled the area.

The second incident occurred on Monday, July 28th, between Noon and 3:30PM.  In the second incident, the suspect damaged a door and made entry, then removed a 50″ Vizio TV, a replica handgun (BB Gun), and a Husqvarna push mower from the back yard.

UPDATE: Fatal Pedestrian Accident Leads to Discovery of Body in Home

UPDATE:

Dover, DE- Delaware State Police Homicide Unit detectives are continuing to conduct a murder-suicide investigation after a 25 year old Dover woman was found dead in an apartment in Dover this morning.

The investigation began at approximately 1:55 a.m., Monday, July 18, 2016, after officers from the Dover Police Department responded to the intersection of US Rt. 13 and Webbs Lane, Dover, for the report of a fatal motor vehicle crash involving a pedestrian. Upon their arrival, Dover officers learned that a 36 year old male pedestrian had been struck by a vehicle after he had walked into its path on US Rt. 13. The male victim was pronounced dead at the scene. During the subsequent investigation, a vehicle was found with its engine running in the parking lot of the Wendy’s Restaurant located on US Rt. 13 at Webbs Lane. A computer inquiry of the vehicle’s registration revealed that it was registered to the deceased pedestrian.

At approximately 9:15 a.m. officers from the Dover Police Department then responded to the registered address of the deceased male located at 51 Webbs Lane, Alder Park Apartments, in order to make contact with the male victim’s next of kin.  Upon their arrival, the officers came into contact with a male occupant of the apartment and asked to speak to the deceased victim’s wife. It was at this point that the body of the 25 year old female, wife of the deceased pedestrian was located in the rear bedroom of the apartment suffering from an obvious injury to her torso area. It was learned that the male occupant, who rents a room at the apartment, did not know that the female victim was deceased in the bedroom before the arrival of the officers.

Detectives are continuing their investigation by conducting interviews and collecting evidence to determine the circumstances surrounding this incident. The female victim has been identified as Wislene Volcy Deborne, 25, and the male pedestrian has been identified as Pierre Rubens Volcy, 36, both of Dover.  A 2 year old son of the couple was taken from the apartment to Bayhealth Kent General Hospital after the female was located, and reported to have no injuries.  He was turned over to the care of the Delaware Division of Family Services.

Man Leads Police on Pursuit in Stolen Vehicle 7-19-16

Narrative:

The Dover Police Department arrested Malachai DeBruce (44) following a long vehicle pursuit on Sunday afternoon.  While on patrol in the area of N. DuPont Highway at the Dover Mall, a Dover Police Officer observed a vehicle that was reported stolen out of New Castle County being operated by DeBruce.  When the officer attempted to stop the vehicle, DeBruce fled northbound in the stolen vehicle.  DeBruce fled north on North DuPont Highway towards Smyrna and proceeded onto Route 1 Northbound at the intersection just north of New Carter Road.  The Delaware State Police aided in stopping the pursuit near exit 136 when they were able to force the suspect to one lane and deploy Stop Sticks to safely deflate all four tires on the vehicle, bringing the pursuit to an end.  DeBruce surrendered to police without incident upon stopping.  DeBruce was committed to JTVCC after failing to post bond ont he following charges:
-Receiving Stolen Property (Vehicle)
-Disregarding a Police Officer Signal
-29 Additional Traffic Offenses

Armed Robbery at Dover Liquor Mart 7-19-16

Narrative:

The Dover Police Department is investigating an armed robbery that occurred early Tuesday morning.  The incident aoccurred at 12:25AM, when three suspects entered the Dover Liquor Mart at 1255 S. State Street.  One suspect brandished a black revolver and demanded money and alcohol.  The clerks complied and the suspects fled in a northbound direction.

The suspects were described as three black males with hooded sweatshirts.
