Narrative:

The Dover Police Department arrested Steven Eichler (22) for the attempted burglary of Mid-Atlantic Pawn early Friday morning.  Officers were responding to an alarm call at a neighboring business, and found Eichler on site.  Eichler was taken into custody without incident and charged with the following offenses:
-Attempted Burglary 3rd Degree
-Wearing a Disguise During Commission of a Felony
-Criminal Mischief
-Possession of Burglar’s Tools

Bond information was not available at time of release.

Two Arrested During Search Warrant Following Drug Investigation 9-16-16

Narrative:

The Dover Police Department arrested two people while executing a search warrant stemming from a drug investigation.  On Thursday, September 15th at 6:07AM, the warrant was executed in the H Building of Cedar Chase Apartments.  Antwan Freeman (34) and Keisha Nkop (29), were located inside the residence  and taken into custody without incident.  There was also three children (Ages: 12, 9, and 2) inside the home, who were later turned over to other family members.  Officers located 2 handguns, 19.3 grams of MDMA (ecstasy), 504.4 grams of marijuana, paraphernalia, and $816.00 in suspected drug proceeds.  One of the two handguns was determined to be stolen in Maryland in an unrelated case.

As a result of the investigation, Antwan Freeman was charged with the following offenses:

UPDATE: Two Robbed At Gunpoint After Online Sales Meet 9-15-2016

UPDATE:

William Loper, wanted for the below incident, was arrested on Monday evening at 6:30PM.  He was located at a residence in the 1600 Block of S. State Street by members of the US Marshals Fugitive Task Force, Dover Police Department, and the Delaware State Police GTF Unit and taken into custody without incident.  Loper was committed to JTVCC in default of $76,000 Cash bond.

Location:   Pine Grove Apartments (Front of E Building), 255 Webbs Lane, Dover

Narrative:

The Dover Police Department is seeking William Loper (24), following a robbery in front of Pine Grove Apartments E Building on Monday evening.  At approximately 6:45PM, two victims met Loper in front of the building with the intent on purchasing a phone.  They connected through an online re-sale app.  Upon arrival, Loper pointed a handgun at one of the victims and demanded their belongings.  The victims gave cash, watches, and a cell phone to Loper, who then fled.  Loper is currently wanted on the following charges:
-Robbery 1st Degree
-Possession of Deadly Weapon During Commission of a Felony
-Possession of Firearm by Person Prohibited
-Terroristic Threatening (2x)


The Dover Police Department would like to remind people that the department allows the use of the parking lot, front entrance, and surrounding areas of the police department for online sales meets.  Buyers and sellers may also utilize the porch area of the front entrance to the police department under the overhang, but must not hinder the anyone’s ability to enter or exit the department.  Please keep in mind that the department nor any of its employees will act as a witness to a sale or be involved in any agreements or civil matters involving sales once completed.  The Dover Police Department is simply allowing a safe haven for sales to take place without interrupting police operations or access to police services.  The Dover Police Department is also sharing the following tips for those who choose not to use the designated department locations:

  • Insist on a public meeting place like a cafe, shopping center parking lot, etc.
  • Do not meet in a secluded place, or invite strangers into your home.
  • Be especially careful buying/selling high value items.
  • Consider making high-value exchanges at your local police station.
  • Tell a friend or family member where you’re going or when you’re having a buyer/seller in your home.
  • Take your cell phone along if you have one.
  • Consider having a friend accompany you.
  • Trust your instincts.

Arrest Made in Sunday Afternoon Carjacking 9-12-16

Narrative:

The Dover Police Department has charged a 26-year-old woman with carjacking and other offenses following a Sunday afternoon incident.  At approximately 4:50PM, a 65-year-old woman was sitting in a parked vehicle in the area of East Loockerman Street and Federal Street when Ryadae Jones entered the vehicle.  Jones started the car and began to drive eastbound on Loockerman Street as the victim was being assaulted by Jones.  Despite the struggle with Jones, the victim was able to put the car in park and Jones fled on foot with the keys.  Jones was apprehended a short time later by responding officers without incident.

As a result of this incident, Jones was committed to Baylor Women’s Correctional Center in default of $61,100 secured bond on the following charges:
-Carjacking 1st Degree
-Theft Under $1,500
-Offensive Touching

Police Seek Identity of Hit and Run Suspect Vehicle 9-7-2016

The Dover Police Department is seeking help in identifying a vehicle/suspect from a hit and run accident that occurred on Sunday morning, September 4th.  At approximately 5:53AM, a bicyclist was traveling southbound on US RT 13 between Division Street and Loockerman Street in the bicycle lane.  At this time, what appears to be a silver sedan, is also traveling southbound in the far right lane, next to the bicycle lane.  The video below shows the vehicle suddenly swerve to the right, striking the cyclist.  You cannot see the collision in the video, only the movement of the vehicle.  That vehicle then fled and the cyclist was hospitalized in critical condition, where he remains.  The cyclist appears in the video below at the 1:35 mark.

Cancellation of Gold Alert 9-7-16

UPDATE:  De-Indai Farmer has been located and returned to her residence safely.  The gold alert is cancelled.

Narrative:
The Dover Police Department is issuing a gold alert for a missing juvenile. 14-year-old

De-Indai Farmer, was reported missing at 9:13PM to the Dover Police Department after she did not go to school or return home. Farmer is 5’3″, 140 lbs, black female, with brown eyes and black hair. She was last seen wearing a burgundy Victoria Secrets “pink” sweat suit with white Adidas shoes. There is concern for Farmer’s safety and Dover Police are asking anyone with information to contact 302-736-7111 with any information.
