Narrative:
The Dover Police Department is investigating a burglary that occurred early Monday morning. An unknown suspect broke a large window to the DOT Discount store at 1255 S. State Street at approximately 2:27AM. The suspect then entered the business and removed an undisclosed amount of cash and fled.

Narrative:
The Dover Police Department Collision Reconstruction Unit is investigating a fatal pedestrian accident that occurred on Wednesday, October 26th. At approximately 9:19PM, two juveniles were crossing the northbound lanes of Route 13, just north of Loockerman Street from the center median against the pedestrian crossing signal. Northbound traffic had a green light at the time. As the juveniles reached the right-most travel lane of the northbound side of Route 13, one of them (a 15-year-old male), turned around and sprinted back towards the left most lane, possibly to pick up a dropped item, and ran directly in the path of a 2014 Kia Forte passenger car. The 15-year-old was struck by the vehicle and transported by EMS to Bayhelath Kent General Hospital and was later airlifted to AI DuPont Children’s Hospital. As a result of the injuries sustained, the 15-year-old male died on the morning of Friday, October 28th. The Dover Police Department is not releasing the name of the juvenile at this time, however next of kin has been notified.

Narrative:
Three adults and a 15-year-old were charged with drug related offenses following a suspicious persons complaint on Friday afternoon. Officers responded to the parking lot of Dunkin Donuts at 470 S. DuPont Highway, after receiving a call that a dark colored Honda Accord was parked in front of the business for a long period of time and was occupied by four persons. Officers arrived on scene to find a 15-year-old male standing next to the vehicle and three adults inside of the vehicle. Officers immediately smelled the odor of marijuana coming from the vehicle and detained the four suspects. A subsequent search of the vehicle led to the discovery of 212 (3.18 grams) of heroin, a small amount of marijuana, and $443 in drug proceeds. The juvenile was released on a criminal summons for possession of marijuana. The following suspects were all arrested and committed to JTVCC in default of bond on the following charges:
-Possession of Heroin (Tier 3 Qty)
-Possession with Intent to Deliver Heroin
-Conspiracy 2nd Degree
-Possession of Drug Paraphernalia
With the upcoming Halloween events around the City of Dover, the Dover Police Department would like to remind parents, children, and motorists to remain alert and keep safety a top priority during this Halloween season. Sex Offender Ordinance for Halloween Festivities:
The Dover Police Department Sex Offender Enforcement Unit would like to remind all offenders living within the City of Dover of the ordinance in regards to Halloween/Holiday festivities. The Dover Police Department will have extra officers on duty to ensure that offenders comply with the new ordinance, and be on the lookout for suspicious/unsafe activity. If there are any questions or concerns, or you would like to report a non-compliant offender, please notify the Dover Police Department at 302-736-7111.
DOVER CITY ORDINANCE:
70-7 Registered Sex Offenders
e) Prohibited activities for sexual offenders.
(1) It is unlawful for any sexual offender to participate in a holiday event or practice involving children under 18 years of age, such as distributing candy or other items to children on Valentine’s Day, Halloween, Christmas, or any other holiday or event. Participation is to be defined as attendance at, or taking part of, or cooperation with an event.
(2) It is unlawful for any sexual offender to wear costumes for the primary purpose of entertaining, attracting, or encouraging interaction with children.
(3)Any person designated a sexual offender shall be required on October thirty-first of each year or any other day upon which Halloween is celebrated to:
a. Avoid all Halloween related contact with children;
b. Post a sign at his/her residence stating, “No candy or treats at this residence.” Such signs shall be in letters at least two inches high and shall be legible from the street or road adjacent to the residence;
c. Except for lighting provided on a year round basis by a sexual offender or the owner or manager of a multi-family residential unit for the purpose of security or walkway or hallway illumination, all outside residential lighting shall be off during the evening hours after 5:00 p.m., and no exterior holiday decorations shall be exhibited on the sexual offender’s residence or on the property upon which the residence is located.
(4) Holiday events or practices in which the sexual offender is the parent or guardian of the child or children involved, and where no non-familial children are present, are exempt from this section.

Narrative:
The Dover Police Department arrested four teenagers following a 2nd robbery of a pizza delivery person in just as many days. At 11:30PM, a driver from Papa John’s Pizza (23-year-old male) attempted to deliver a food order to a home in the 800 Block of Townsend Blvd. When the driver exited his vehicle, he was approached by four suspects who punched him in the head and face area, causing him to fall to the ground. The suspects then took the food and an undisclosed amount of cash from the victim and fled the area.
A female suspect was identified as a result of a disorderly persons complaint at the Fairfield Inn on Jefferic Blvd. in Dover, when a report of four disorderly persons was called in to the Dover Police Department. Utilizing that information, detectives were able to locate one of the suspects who was on GPS monitoring by Delaware Juvenile Probation. Acting on information gained from the GPS system, officers responded to a home in the 500 Block of Buckson Drive. Outside of the residence, officers observed empty Papa John’s boxes and containers that matched the items ordered by the suspects. Officers then located the four suspects inside the home and took them into custody without incident. As a result of this incident, the following juveniles were charged with the following offenses for both robberies:
-Robbery 2nd Degree (2x)
-Conspiracy 2nd Degree (2x)
-Assault 3rd Degree (2x)
Alton Kinsey was charged in the second robbery of the Papa John’s employee and was charged with the following offenses:

Narrative:
The Dover Police Department is investigating a robbery that occurred on Tuesday night of a pizza delivery driver. At approximately 8:15PM, a 21-year-old female delivery driver from Domino’s Pizza attempted to deliver food to an apartment at 129 Willis Road (Mapleton Square Apts). The resident told the driver that he did not order anything and she went back to her vehicle to check the address. When she was at her vehicle, two unknown black female suspects approached from behind and began punching her in the head and face. The victim fell to the ground, where the suspects continued to punch and kick her in the head and chest area. A male suspect approached and told the victim to be quiet and asked for her money. The victim then screamed for help, causing the suspects to take the food and flee the area.
The suspects were described as:
#1: Black female, 5’7″-5’9″, 200 lbs., 15-18 years old, wearing yellow winter coat with a hood and dark jeans
#2: Black female, 5’7″-5’9″, 200 lbs., 15-18 years old, black hair in pony tail, red jacket, dark blue skinny jeans, and mid-calf leather boots
#3: Black male 5’11”-6’1″, 170-180 lbs., 15-18 years old, light gray zip up hooded sweatshirt and dark jeans
