Dover Police Investigating Shooting Death in 500 Block of River Road 10-24-16

Narrative:

The Dover Police Department is investigating the shooting death of a 31-year-old man that occurred late on Sunday night.  At approximately 10:25PM, officers responded to the alley in the 500 Block of River Road following a 911 call that several gunshots were heard.  Several minutes later, Kent General Hospital notified police to report that John T. William of Magnolia, DE, was dropped off at the main entrance to the hospital with two gunshot wounds by two unknown persons.  William was later pronounced deceased at Kent General Hospital.

Additional Arrests Made in September 23rd Robbery on Loockerman Street 10-24-16

UPDATE:

On Friday, October 21st, 2016 at 10:58AM, the Dover Police Department and Delaware Probation and Parole executed a search warrant in Building 4 of Persimmon Tree Apartments (500 Persimmon Tree Lane), in reference to the robbery on Loockerman Street from September 23rd, 2016.  The warrant came after officers took Travis Caldwell (34) and Julius Johnson-Mills (28) into custody while they were outside of the building.   During the search, officers located a Ruger .357 Magnum handgun that was found to be stolen and 395 grams of cocaine.

As a result of the incident, Travis Caldwell was committed to JTVCC in default of $123,000 Secured bond on the following charges:
-Robbery 1st Degree
-Conspiracy 2nd Degree (2x)
-Assault 2nd Degree
-Theft Under $1,500
-Theft of a Firearm
-Possession of Firearm by Person Prohibited
-Possession of Cocaine
-Possession with Intent to Deliver Cocaine

Julius Johnson-Mills was committed to JTVCC in default of $125,100 Cash Bond on the following charges:
-Possession of Firearm by Person Prohibited (2x)
-Possession of Cocaine
-Possession with Intent to Deliver Cocaine
-Possession Ammunition by Person Prohibited
-Receiving Stolen Firearm

Narrative:

The Dover Police Department arrested Pierre Downs for charges relating to a September 23rd robbery on Friday, October 7th.  Officers executed a search warrant at Downs home in the 100 Block of N. Queen Street which led to the arrest of Downs.

Officers originally contacted the victim of the robbery at a nearby hospital when an assault victim arrived for medical treatment.  The victim advised that he was threatened by a group of suspects in the 100 Block of West Loockerman Street and was then struck multiple times by unknown suspects.  The victim, who was beaten unconscious, stated that the suspects also removed his wallet, cash, cellphone, and a firearm from his vehicle.  Downtown surveillance cameras showed the assault and also showed Pierre Downs as the suspect who stole the firearm from the vehicle.

Downs was arrested on October 10th without incident during the search warrant.  The investigation remains open as officials work to identify the other suspects involved.  Three other men were taken into custody during the search warrant and issued criminal summons for drug paraphernalia or possession of marijuana charges.

Downs was committed to JTVCC in default of $40,000 cash and $5,000 secured bonds on the following charges:

17-Year-Old Robbed While Trying to Sell Cell Phones 10-24-16

Narrative:

The Dover Police Department is investigating an armed robbery that occurred Sunday evening in C Building of 348 United Way.  A 17-year-old male victim arrived at 7:00PM, believing that he was meeting a buyer for two iPhones.  A black male suspect met with him in the building and displayed a handgun.  The suspect then removed an undisclosed amount of cash from his wallet and an iPhone from his pocket, fleeing out the south exit towards the Capitol Green neighborhood afterwards.  The suspect is described as a black male, early 20’s, 6′ tall, 220 lbs, with facial hair, and wearing a black hooded sweatshirt and black sweatpants.

The Dover Police Department would like to remind the public that the department allows the use of the parking lot, front entrance, and surrounding areas of the police department for online sales meets.  Buyers and sellers may also utilize the porch area of the front entrance to the police department under the overhang, but must not hinder the anyone’s ability to enter or exit the department.  Please keep in mind that the department nor any of its employees will act as a witness to a sale or be involved in any agreements or civil matters involving sales once completed.  The Dover Police Department is simply allowing a safe haven for sales to take place without interrupting police operations or access to police services.  The Dover Police Department is also sharing the following tips for those who choose not to use the designated department locations:

  • Insist on a public meeting place like a cafe, shopping center parking lot, etc.
  • Do not meet in a secluded place, or invite strangers into your home.
  • Be especially careful buying/selling high value items.
  • Consider making high-value exchanges at your local police station.
  • Tell a friend or family member where you’re going or when you’re having a buyer/seller in your home.
  • Take your cell phone along if you have one.
  • Consider having a friend accompany you.
  • Trust your instincts.

Robbery at Pine Grove Apartments 10-24-16

Narrative:

The Dover Police Department is investigating an armed robbery that occurred on Saturday night in Pine Grove Apartments.  The 42-year-old male victim arrived at Pine Grove Apartments after a co-worker called and asked for a ride.  When he arrived to C Building, he was told to walk inside by a male subject that was standing out front.  Once inside, the victim the pushed down the steps to the laundry room, where another suspect displayed a handgun and demanded money.  The victim was then punched in the head several times by both suspects as they took an undisclosed amount of money from his pockets.  Both suspects then fled out of the front door to the building.  The suspects were both described as black males, wearing white t-shirts and blue jeans and approximately 6′ tall.
