Narrative:
The Dover Police Department is investigating the shooting of a suspect by a Delaware Probation and Parole officer on Tuesday afternoon. Four officers from the Dover Police Department’s Street Crimes Unit and two Probation and Parole Officers were working in the area of New Castle Avenue at approximately 12:22PM when the incident occurred. The unit was in the area acting on a tip that 25-year-old Jamera Fisher (who was wanted on a capias for Failing to Appear) was in the area and in possession of a firearm. The officers checked the area and observed Fisher entering the driver side of a dark-colored sedan with a second male subject in the passenger seat. At this time, the officers attempted to stop the vehicle as the vehicle pulled out and was facing northbound in the alley at the rear of the 400 Block of New Castle Avenue (just north of East Water Street).
One police vehicle was facing southbound, facing the vehicle operated by Fisher, with a second patrol car behind Fisher’s vehicle facing northbound. Fisher proceeded to ram both occupied patrol vehicles in an attempt to leave the area. As officers exited their vehicle, Fisher proceeded to aggressively operate his vehicle in the direction of the officers and a Delaware Probation and Parole officer fired four times. Fisher was struck multiple times as a result and was immediately provided first aid by officers who were on scene. Fisher is currently in stable condition at Kent General Hospital with two graze wounds to his upper left arm, a graze wound to his neck, and an entry wound into his left side torso according to medical staff at Kent General Hospital. A loaded handgun was recovered from inside the vehicle at the time of the incident. The scene was cleared of police activity at 2:55PM. Criminal charges are pending for Jamera Fisher and will be announced at a later time.
At this time, the incident remains under investigation with the Dover Police Department leading the investigation in the officer involved shooting. The Dover Police Department and Delaware Department of Correction (Probation and Parole Division) are working together with the Delaware Attorney General’s Office to conduct a thorough and transparent investigation.
