Three Arrested During Search Warrants on Drugs and Weapons Charges 1-26-17

Narrative:

On Wednesday, January 25th the Dover Police Department, along with several other law enforcement agencies, executed a series of search warrants in the Downtown Dover area as a result of a drug investigation.  As a result, Robert Jordan was found in possession with a stolen .40 caliber handgun, ammunition, two bags of heroin, and drug paraphernalia.  Latroy Hopkins was found in possession of 20 Alprazolam pills and drug paraphernalia.  While the officers were on scene, they also contacted Devon Cannon, who was found in possession of 1,782 bags of heroin.

Shots Fired at Empty Vehicle 1-26-17

Narrative:

The Dover Police Department is investigating the shooting of an unoccupied vehicle that occurred on Thursday morning.  At 12:53AM, an unknown suspect fired at least eleven shots at an unoccupied vehicle that was parked near a residence in the 700 Block of S. State Street, striking the vehicle seven times on the driver side.  No injuries resulted from this incident.

Man Robbed at Drive-Thru ATM, Suspect Arrested 1-23-17

Narrative:

The Dover Police Department arrested a 19-year-old Dover man after he robbed a victim at a drive-thru ATM.  The incident occurred when Christopher Houck approached a 35-year-old man who was in the drive-thru ATM lane at PNC Bank on Loockerman Street and demanded the victim’s cash and vehicle at knife-point.  The victim drove away, leaving cash in the ATM dispenser and dialed 911.  When police arrived on scene, they located Houck based on the description provided by the victim, and took him into custody without incident.  Houck was committed to JTVCC in default of $50,000 secured bond on Robbery 1st Degree and Possession of a Deadly Weapon During Commission of a Felony.

Grocery Basket Robbed, Suspect Arrested 1-23-17

Narrative:

The Dover Police Department arrested a 34-year-old man after he robbed the Grocery Basket corner store on Sunday night.  At approximately 7:41PM, Phillip Plummer entered the store wearing a partial ski mask and a red hat demanding money from the clerk.  Plummer, who’s hand was in his coat, threatened to use a gun if they did not comply.  Plummer then grabbed the register and slammed it on the ground, taking the money from inside before fleeing.  Responding officers located Plummer a short distance away and took him into custody without incident.

Plummer was charged with Robbery 1st Degree, Wearing A Disguise During Commission of Felony, and Criminal Mischief Under $1,000 and was committed to JTVCC on $33,500 secured bond.

Shooting in Courtside Apartments Parking Lot 1-22-17

Narrative:

Dover Police are investigating a shooting that occurred on Friday night at 11:56PM.  The incident occurred when a 45-year-old male victim was sitting in his vehicle and a small, dark-colored sedan pulled alongside with at least one suspect firing at the victim’s vehicle.  The victim was not injured during the incident, but his vehicle was struck several times before the suspect(s) fled.

Domestic Violence Suspect Arrested After Barricading Himself in Home 1-21-2017

Narrative: 
After nearly a six-hour standoff, 33-year-old Joseph Cornell was arrested in his home on Saturday afternoon.  The incident began at approximately 9:33AM when witnesses observed Cornell chasing a female victim and strike her several times during a domestic dispute.  Cornell then forced the victim in the home and locked the door, refusing to answer when police arrived on scene.  Despite numerous efforts, the suspect refused to answer the door and the Dover Police Department activated their Crisis Negotiation and Special Operations Response Teams (CNT/SORT).  The female victim and a male witness left the home voluntarily shortly after the teams arrived on scene.  Despite several attempts to make contact and coerce Cornell to peacefully surrender for nearly four hours, the Special Operations Response Team deployed gas into the residence but the suspect remained inside.  The team then made entry into the home despite the suspect having blocked the doorways with furniture and located Cornell in the attic of the home.  Cornell was taken into custody without incident at that time and charged with Assault 3rd Degree and Resisting Arrest.

Four Arrested on Drug and Weapons Offenses During Traffic Stop 1-20-17

Narrative:

A traffic stop led to the arrest of three men on drug and weapons charges, as well as the seizure of three firearms.  At approximately 11:54AM on Thursday, January 19th, the Dover Police Street Crimes Unit and Delaware Probation and Parole stopped a vehicle in the area of Loockerman Street and S. Queen Street after observing a female passenger holding an infant child in her lap while the vehicle was in motion.

Officers stopped the vehicle and could smell a strong odor of marijuana coming from the vehicle.  The driver, Qadir Mosley (23), was in possession of crack cocaine and marijuana and was arrested without incident.  Victor Teasley (22), Robert Cason (20), and Jakell Young (21), were passengers in the backseat of the vehicle. Teasley was also in possession of marijuana and arrested without incident.

Robert Cason was in possession of a .22 caliber revolver and .45 caliber Glock handgun. Both weapons were loaded and one of the weapons was reported as being stolen.

Jakell Young was also in possession of a .380 caliber handgun, which he hid in the seat of the vehicle prior to being stopped by police.

The mother was not charged in the incident and the infant child was turned over to another family member.
