Two Teens Struck by Gunfire in Manchester Square 3-30-2017

Narrative:

The Dover Police Department is investigating the shooting of two teens on Wednesday night.  The shootings occurred at 7:55PM when a light green or light blue passenger car pulled in the parking lot near where a 16-year-old and 17-year-old were standing.  The passenger in the vehicle fired multiple shots in their direction, striking the 17-year-old in the knee and grazing the 16-year-old in the leg.  The 16-year-old refused treatment for his injury (authorized by parent), and the 17-year-old was admitted to Kent General Hospital for non-life threatening injuries as a result of the gunshot wound to the knee.  The suspect (vehicle passenger) in the shooting is described only as being a black male with no further description available.  While on scene, detectives also observed that an unoccupied vehicle had been struck by a stray bullet.

Traffic Stop Leads to Drug and Firearm Arrest 3-27-16

Narrative:

The Dover Police Department Street Crimes Unit arrested 24-year-old Brandon Thompson on drug and weapons offenses following a traffic stop on Friday night.  At approximately 10:04PM, Thompson was stopped at S. DuPont Highway at Martin Luther King Jr. Blvd. for an equipment violation.  Officers noticed a strong odor of marijuana coming from the vehicle and a handgun in the vehicle in plain sight.  Officers took Thompson into custody and a further search of the vehicle and Thompson led to the discovery of 13.2 grams of marijuana, .035 grams of heroin, and 4.2 grams of MDMA.

Thompson was released on $2,310 unsecured bond on the following charges:
-Drug Paraphernalia
-Possession of Marijuana
-Possession of Controlled Substance (Tier 1 Qty-MDMA)
-Possession of Heroin
-Possession of Firearm by Person Prohibited
-Possession of Firearm During Commission of Felony

Traffic Stop Leads to Gun Arrest 3-26-17

Narrative:

The Dover Police Department arrested Larry Benson (29) after a traffic stop on Friday when it was discovered he was carrying two firearms.  Benson was stopped at 11:09AM in the area of South Kirkwood Street and Forest Street for a traffic violation when officers could smell a strong odor of marijuana coming from the vehicle.  When Benson exited the vehicle, it as discovered that there was a handgun between the driver seat and center console of the vehicle.  Officers then located a second handgun in a gym bag that was in the vehicle.  The second gun was reported stolen out of Aberdeen, MD.  Benson was charged with Carrying a Concealed Deadly Weapon and Receiving a Stolen Firearm.  Benson was released after posting bond.

Man Arrested After Committing Lewd Acts, Harassing Women 3-24-17

Narrative:

The Dover Police Department has arrested 56-year-old Marvin Wiggins of Colonia, New Jersey for multiple counts of harassment, lewdness, and disorderly conduct after he approached several women in the Dover area on Thursday and Friday (March 23rd and 24th, 2017).  Wiggins approached women asking for advice on Baby Shower gifts or House warming gifts.  He would then fondle himself through his clothing while asking women to look at his genitalia through his sweatpants.  Wiggins committed these acts at a minimum of three locations, including: Target, TJMaxx, and Kohl’s.  All of these businesses were in Dover.  Wiggins was charged with the following offenses:
-Criminal Trespass
-Disorderly Conduct (8x)
-Lewdness (7x)
-Harassment (7x)

Earlier Friday, Dover Police posted the following image on social media in an effort to identify Wiggins.  The photo was taken by one of the victims that Wiggins approached inside of Target.

Missing Teen Located, Returned to Guardians 3-24-17

UPDATE:

Rebeckah Uhlmann was found safe on Friday, March 24th, 2017 and returned to her guardians.  Uhlmann was a voluntary runaway that was last seen on January 31st, 2017.

Narrative:

The Dover Police Department is seeking assistance in locating a missing juvenile.  16-year-old Rebeckah Uhlmann was last seen on January 31st when she left for school.  Uhlmann failed to return home that evening.  Uhlmann is a white female, 5’03”, approx. 218 lbs with brown hair and brown eyes.  Uhlmann is believed to be a voluntary runaway, and may have been seen in the Loockerman Street area within the last two weeks.
