Man Arrested After Committing Lewd Acts, Harassing Women 3-24-17

Narrative:

The Dover Police Department has arrested 56-year-old Marvin Wiggins of Colonia, New Jersey for multiple counts of harassment, lewdness, and disorderly conduct after he approached several women in the Dover area on Thursday and Friday (March 23rd and 24th, 2017).  Wiggins approached women asking for advice on Baby Shower gifts or House warming gifts.  He would then fondle himself through his clothing while asking women to look at his genitalia through his sweatpants.  Wiggins committed these acts at a minimum of three locations, including: Target, TJMaxx, and Kohl’s.  All of these businesses were in Dover.  Wiggins was charged with the following offenses:
-Criminal Trespass
-Disorderly Conduct (8x)
-Lewdness (7x)
-Harassment (7x)

Bond information was unknown at the time of release.
Earlier Friday, Dover Police posted the following image on social media in an effort to identify Wiggins.  The photo was taken by one of the victims that Wiggins approached inside of Target.

Missing Teen Located, Returned to Guardians 3-24-17

UPDATE:

Rebeckah Uhlmann was found safe on Friday, March 24th, 2017 and returned to her guardians.  Uhlmann was a voluntary runaway that was last seen on January 31st, 2017.

Narrative:

The Dover Police Department is seeking assistance in locating a missing juvenile.  16-year-old Rebeckah Uhlmann was last seen on January 31st when she left for school.  Uhlmann failed to return home that evening.  Uhlmann is a white female, 5’03”, approx. 218 lbs with brown hair and brown eyes.  Uhlmann is believed to be a voluntary runaway, and may have been seen in the Loockerman Street area within the last two weeks.

The investigation is ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7111. Callers may remain anonymous.
