Narrative:
The Dover Police Department Drugs, Vice, and Organized Crime Unit arrested two people following a drug investigation on Thursday, January 11th. Officers attempted to contact Russel Thomas (28) in the parking lot of the Dover Downs hotel, when he fled on foot. Officers quickly apprehended him and Kimberly Havelow (28), who was inside of their hotel room at the time of the incident. Search warrants were obtained and executed on the hotel room that Thomas and Havelow were staying in, as well as Thomas’ vehicle. As a result of the investigation, Thomas was found in possession of 351 bags of Fentanyl (2.457 grams), 2,158 bags of heroin (15.016 grams), 4.2 grams of cocaine, 2 grams of marijuana, and a loaded 22 caliber handgun. Havelow was found in possession of 45 bags of heroin.
Russell Thomas was committed to JTVCC in default of $106,900 bond on the following charges:
-Possession of a Firearm During Commission of Felony
-Possession of Heroin (Tier 5 Qty)
-Possession of Marijuana
-Drug Paraphernalia
-Possession with Intent to Deliver Heroin (Tier 4 Qty)
-Possession of Firearm by Person Prohibited (2x)
-Possession with Intent to Deliver Cocaine (Tier 2)
-Possession with Intent to Deliver Fentanyl
-Resisting Arrest
Kimberly Havelow was released on unsecured bond on the following charges:
-Possession of Heroin
-Possession of Drug Paraphernalia

Narrative:
Two women were charged with drug offenses following a traffic stop on Friday night. At approximately 8:46PM, officers from the Dover Police Street Crimes Unit stopped a black BMW operated by Jazmyne Harris (20) with Laura Feliciano (24) as a front seat passenger. The vehicle traveled for several hundred feet after officers initiated the traffic stop. As the vehicle continued to travel, a large bag was thrown from the passenger side window. Both suspects were taken into custody without incident. Officers retrieved the bag that was thrown from the car and discovered that there were two bags inside with a combined total of 533.9 grams (18.8 oz) of marijuana inside. Harris was also found in possession of $1,728 in suspected drug proceeds.
Both Harris and Feliciano were charged with the following offenses:
-Possession with Intent to Deliver Marijuana
-Possession of Marijuana (Tier 1)
-Tampering with Physical Evidence
-Conspiracy 2nd Degree
Jazmyne Harris was committed to Baylor Correctional Center in default of $8,000 cash bond. Laura Feliciano was released on $8,000 unsecured bond.
