Narrative:
The Dover Police Department arrested three Dover men after a traffic stop led to the discovery of a handgun, heroin, and marijuana being in the vehicle. At approximately 11:17PM, a Dover patrol officer observed a black Dodge Avenger in the area of Lakewood Drive and Columbia Avenue with an equipment violation. When the officer stopped the vehicle to address the issue, they observed a 9mm handgun on the dashboard of the car, in plain view. The operator, Shabazz Barlow (23) admitted to the officer it was his. Officers conducted a search of the vehicle and also discovered .8 grams of marijuana and 108 bags of heroin under the right front passenger seat. All three occupants were arrested without incident.
Shabazz Barlow was released on $8,000 unsecured bond on the following offenses:
-Possession of Firearm by Person Prohibited
-Possession of Marijuana (Agg. Factor)
-Drug Paraphernalia
Tyrese Bailey (17) was released on $10,000 unsecured bond on the following offenses:
-Possession with Intent to Deliver Heroin
-Drug Paraphernalia
Jerry Green (19) was released on $20,000 unsecured bond on the following offenses:
-Possession with Intent to Deliver Heroin
-Drug Paraphernalia
The Dover Police Department Police Athletic League (P.A.L.) has a new home on the Dover Police website. In an effort to continue to expand P.A.L. in Dover, advertise P.A.L. programs, and make it easier to register, the department has added P.A.L. to its online home at doverpolice.org/PAL
The new site will explain the goals of the Dover P.A.L. program, provide a central location for a list of P.A.L. related events/activities, provide online registration for programs, and include photos and updates for each program that is held. By expanding the online presence of P.A.L. the Dover Police Department hopes to see increased participation and an expansion of the programs that are already provided to Dover citizens. Narrative:
The Dover Police Department is investigating an armed robbery of a 50-year-old man early Saturday morning. At approximately 2:18AM, the victim was walking in the area of S. New Street and W. Division Street, when he was approached by four black male juveniles. One of the suspects struck the victim in the face with a handgun and the victim fled on foot. The suspects chased the victim, taking a red back pack containing personal belongings from him. The victim suffered a minor laceration to his lip as a result of the incident.

UPDATE:
The Dover Police Department has arrested Syncere Friends (19) in the shooting incident that occurred on Tuesday, April 17th in Capitol Green. Friends was developed as a suspect in the investigation and was taken into custody on April 26th during a traffic stop without incident.
Friends was committed to JTVCC in default of $83,000 bond on the following charges:
-Reckless Endangering 1st Degree (5x)
-Criminal Mischief (2x)
-Conspiracy 2nd Degree
-Possession of Firearm by Person Prohibited
-Possession of Firearm During Commission of Felony
-Traffic Offenses

Location: 400 Block of East Water Street, Dover, DE

Narrative:
The Dover Police Department is investigating a shooting incident that occurred on Thursday, April 17th at approximately 8:48PM. Officers responded to the area in reference to shots being fired. Upon arrival, officers learned that two homes in the 400 Block of East Water Street had been struck, but no residents were injured. Several shell casings were found in the area, but no other information is available at this time.
With the Dover International Speedway hosting NASCAR May 4th-6th, 2018 and Dover’s 85th Annual Dover Days Celebration, the Dover Police Department is preparing for an influx of visitors to the capital city.
Traffic in the area of Dover International Speedway is expected to be moderate to heavy at peak times throughout the May 4th weekend, with the heaviest activity 2 hours before and after the Saturday and Sunday races. The Dover Police Department, along with several law enforcement agencies and the Delaware Department of Transportation will be working a variety of traffic control points surrounding the speedway to ensure the smooth flow of traffic in the area. Motorists are advised to allow for extra time for their commutes and to be cautious of heavy pedestrian activity in the area throughout the NASCAR weekend at Dover International Speedway.
Dover Days events are held throughout the downtown area of Dover and are not expected to be impacted by race traffic since the activities are off the main routes to and from Dover International Speedway. Dover Days events will cause road closures throughout Saturday, May 5th:
-Roads surrounding Legislative Mall will be closed to traffic beginning at 6:00AM
-State Street from Loockerman Street to Water Street will close beginning at 6:00AM
-The Dover Days Parade will start at 9:00AM and travel south on State Street from Hazel Road to Loockerman Street, and will end on Federal Street. Hazel Road, State Street from Hazel Road to Loockerman Street, and Loockerman Street to Federal Street will be closed during the parade.
-Loockerman Street will be closed from Governors Avenue to State Street beginning at 10:00AM for the Heritage and Hops event.
The Dover Police Department does not expect any major traffic delays as a result of NASCAR and Dover Days events being held on the weekend of May 4th-6th but does encourage visitors and area residents to allow for extra time in their commute, watch for pedestrians, and to exercise patience behind the wheel as the combination of these events will cause road closures, detours, and an influx of visitors to the City of Dover throughout the weekend.

Narrative:
The Dover Police Department is investigating an armed robbery that occurred on Friday, April 6th, 2018. The incident occurred at approximately 11:28AM when a male suspect entered Northeastern Title Loans (105 N. DuPont Hwy), and demanded money while displaying a handgun. The suspect then fled in an unknown direction from the business with an undisclosed amount of cash. The suspect was described as being a black male wearing a dark coat, khaki pants, and dark shoes.
