ARREST MADE: Shots Fired in Capitol Green 4-27-2018

UPDATE:

The Dover Police Department has arrested Syncere Friends (19) in the shooting incident that occurred on Tuesday, April 17th in Capitol Green.  Friends was developed as a suspect in the investigation and was taken into custody on April 26th during a traffic stop without incident. 

Friends was committed to JTVCC in default of $83,000 bond on the following charges:
-Reckless Endangering 1st Degree (5x)
-Criminal Mischief (2x)
-Conspiracy 2nd Degree
-Possession of Firearm by Person Prohibited
-Possession of Firearm During Commission of Felony
-Traffic Offenses

Narrative: 

The Dover Police Department is investigating a shooting incident that occurred on Thursday, April 17th at approximately 8:48PM.  Officers responded to the area in reference to shots being fired.  Upon arrival, officers learned that two homes in the 400 Block of East Water Street had been struck, but no residents were injured.  Several shell casings were found in the area, but no other information is available at this time.

 

Traffic Advisory for Dover Days and NASCAR Weekend

With the Dover International Speedway hosting NASCAR May 4th-6th, 2018 and Dover’s 85th Annual Dover Days Celebration, the Dover Police Department is preparing for an influx of visitors to the capital city.

Traffic in the area of Dover International Speedway is expected to be moderate to heavy at peak times throughout the May 4th weekend, with the heaviest activity 2 hours before and after the Saturday and Sunday races.  The Dover Police Department, along with several law enforcement agencies and the Delaware Department of Transportation will be working a variety of traffic control points surrounding the speedway to ensure the smooth flow of traffic in the area.  Motorists are advised to allow for extra time for their commutes and to be cautious of heavy pedestrian activity in the area throughout the NASCAR weekend at Dover International Speedway.

Dover Days events are held throughout the downtown area of Dover and are not expected to be impacted by race traffic since the activities are off the main routes to and from Dover International Speedway.  Dover Days events will cause road closures throughout Saturday, May 5th:
-Roads surrounding Legislative Mall will be closed to traffic beginning at 6:00AM

-State Street from Loockerman Street to Water Street will close beginning at 6:00AM

-The Dover Days Parade will start at 9:00AM and travel south on State Street from Hazel Road to Loockerman Street, and will end on Federal Street.  Hazel Road, State Street from Hazel Road to Loockerman Street, and Loockerman Street to Federal Street will be closed during the parade.

-Loockerman Street will be closed from Governors Avenue to State Street beginning at 10:00AM for the Heritage and Hops event.

The Dover Police Department does not expect any major traffic delays as a result of NASCAR and Dover Days events being held on the weekend of May 4th-6th but does encourage visitors and area residents to allow for extra time in their commute, watch for pedestrians, and to exercise patience behind the wheel as the combination of these events will cause road closures, detours, and an influx of visitors to the City of Dover throughout the weekend.
