Retired Teacher Charged with Sex Crimes Against Former Student Athlete 8-8-2018

Narrative: 

The Dover Police Department has charged a retired Capital School District teacher with ten counts of unlawful sexual intercourse for incidents relating to a then 14-year-old female.  Detectives were contacted on July 11th by the victim (now 43 years old) who advised that Carl Fennell (73) used to be her tennis mentor beginning at age 14.  The victim advised detectives that between July of 1989 and May of 1990, Fennell would transport her to the tennis courts at Delaware Technical and Community College (100 Campus Drive, Dover, DE) to use the courts for lessons.  After each practice, Fennell would have the victim perform sexual acts on him in a vehicle.  

After obtaining the victim’s statement, detectives contacted Carl Fennell.  Fennell agreed to an interview with detectives at the Dover Police Department.  During this interview, Fennell admitted that he did mentor the victim during the time frame of the allegations.  Fennell also admitted that the sexual acts did occur at least 10 times, but not more than 20 while the victim was 14 and 15 years old.  Fennell was an employee with the Capital School District from 1969-2001.

On August 6, 2018, Fennell was indicted by a Grand Jury on 10 counts of Unlawful Sexual Intercourse 1st Degree.  On August 8th, 2018, Fennell turned himself in at the Dover Police Department and was formally charged.  Bond information is not available at this time.

Two Arrested on Drug and Weapons Charges During Search Warrant 8-82018

Narrative: 

The Dover Police Department Drugs, Vice, and Organized Crime Unit in conjunction with the Delaware State Police Kent County Drug Unit concluded a lengthy drug investigation when the Dover Police Department SORT team executed a search warrant in the 900 block of Simon Circle on Wednesday morning.  Maurice Butler (26) and Mary Honey (18) were taken into custody without incident.  Officers located 47.7 grams of marijuana, packaging materials, cash (drug proceeds), and a shotgun in the home during the search.  Maurice Butler was also wanted by the Delaware State Police Kent County Drug Unit on separate charges.

Maurice Butler and Mary Honey were both charged with the following offenses:
-Possession with Intent to Deliver Marijuana
-Possession of Firearm During Commission of Felony
-Drug Paraphernalia
-Conspiracy 2nd Degree
-Local Fugitive

Residential Burglary on North Little Creek Road 8-7-18

Narrative: 

The Dover Police Department is investigating a residential burglary that occurred between August 1st and August 7th, 2018.  The incident occurred at a mobile home in a small mobile home park located at 1506 N. Little Creek Road.  During the time frame this occurred, an unknown suspect entered the residence through an unsecured front door.  Once inside the suspect(s) damaged items in the home, took a 20″ Sanyo TV, and other miscellaneous items.

Arrest Made in Dover East Estates Burglaries 8-7-17

Narrative: 

The Dover Police Department has arrested Jason Sammons (25) in connection with a series of residential burglaries in the Dover East Estates Mobile Home Park.  Sammons was developed as a suspect after detectives pursued leads indicating Sammons was involved in a series of burglaries between April and July of 2018.  Sammons was arrested on August 5th, 2018 by Camden (DE) Police Department on an unrelated shoplifting charge and then learned that he was wanted by the Dover Police Department.  Sammons was committed top JTVCC in default of $26,000 secure bond on the following offenses:
-Burglary 2nd Degree (8x)
-Theft Under $1,500 (8x)
-Criminal Mischief (6x)

Man Arrested After Attempted Armed Robbery 8-6-2018

Narrative: 

The Dover Police Department arrested 27-year-old Antonio Stevens after an attempted armed robbery on Sunday night.  A 38-year-old female victim was standing outside of the Kentucky Fried Chicken located at 1000 Forrest Avenue, for a ride home from work when she was approached by Stevens.  Stevens demanded that she open the store, but she advised him that she did not have access to do so.  Stevens then demanded her personal belongings, eventually pointing what appeared to be a handgun at her.  After a brief struggle, Stevens fled.  Arriving officers searched the area for Stevens and took him into custody following a brief foot chase.  Officers also located a mask and BB gun that were used in the incident.  

Stevens was committed to JTVCC in default of $6,500 cash bond on the following offenses:

-Attempted Robbery 1st Degree
-Wearing a Disguise During Commission of Felony
-Resisting Arrest

Four Arrested on Drug Charges at Fulton Deli 8-2-2018

Narrative: 

The Dover Police Department arrested four individuals with the sale of drugs and/or drug paraphernalia at the Fulton Deli, located at 316 Fulton Street.  The arrests were the result of a search warrant that stemmed from an investigation into drug activity at the Fulton Deli.  Officers conducted the search warrant on Tuesday, July 31st.  As a result of the search, officers arrested Walter Morris (27) after finding him in possession of a counterfeit controlled substance, crack cocaine, and drug paraphernalia.  Daekwon Tilghman (22) was arrested after being found in possession of a counterfeit controlled substance and drug paraphernalia.  A 15-year-old employee, Mohamed Albaadani, was also arrested for selling drug paraphernalia.  

The owner of the business, Wadeea Albaadani (39), came tot he Dover Police Department shortly after the arrests and was also charged with selling drug paraphernalia.

Walter Morris was released on $5,000 unsecured bond on the following charges:
-Possession with Intent to Deliver Counterfeit Controlled Substance
-Possession of Crack Cocaine
-Drug Paraphernalia

Daekwon Tilghman was released on $5,000 unsecured bond on the following charges:
-Possession with Intent to Deliver Counterfeit Controlled Substance
-Drug Paraphernalia

Mohamed Albaadan was released to his parent’s custody after being charged with the sale of drug paraphernalia.

Wadeea Albaadani was released on $2,000 unsecured bond after being charged with selling drug paraphernalia.
