Arrest Made in Grey Fox Bar & Grill Burglary 1-25-2019

UPDATE:
The Dover Police Department arrested Justin Llera (35), of Dover, for the burglary at Grey Fox Bar and Grill.  Llera was developed as a suspect based on information obtained during the investigation.  As a result, Llera was charged with Burglary 2nd Degree and Theft Under $1,500.  Llera was received an unsecured bond of $4,000 on the charges but is being held at SCI on unrelated charges at this time.

Narrative: 

The Dover Police Department is investigating a burglary that occurred at the Grey Fox Bar and Grill located at 140 S. State Street.  The incident occurred at approximately 1:46AM on Thursday when an unknown suspect entered the business through an unsecured window after removing the screen.  Once inside, the suspect stole an undisclosed amount of cash from the business prior to fleeing.

Burglary at Verizon Retailer on Bay Road 1-25-2019

Narrative: 

The Dover Police Department is investigating a burglary that occurred at a Verizon Wireless Retailer on Thursday morning.  Officers responded to the store located at 580 Bay Road at approximately 2:38AM for an alarm.  Upon arrival, officers observed that the front door glass had been shattered and three cell phones had been stolen from display.  Based on surveillance footage (unavailable for release), the suspect was a skinny black male wearing blue jeans, black jacket with a grey hood, and white shoes.

Dover Man’s Arrest for Sex Act in Fitting Room Leads to Drug Charges 1-25-2019

 Location:   Target, 148 John Hunn Brown Rd/Unit Block of Stevenson Drive, Dover, DE

Narrative: 

The Dover Police Department responded to Target on Thursday, January 24th at approximately 9:15AM  for a report of a man masturbating in a fitting room with the door open.  The department had also responded to the same location on Saturday, January 19th, when the male suspect had committed the same act in a fitting room with the door open and fled in a gold Jaguar after leaving the store. 

Based on surveillance footage from Saturday’s incident, officers believed the suspect to be Lewis Foreman (23).  Foreman once again fled the store in a gold Jaguar prior to police arrival.  Believing Foreman was the suspect, officers checked the area of the Manchester Square neighborhood, where it was believed Foreman was staying in the Unit Block of Stevenson Drive. 

Foreman arrived in the gold Jaguar at Stevenson Drive, where officers attempted to stop him.  Foreman fled on foot from officers, entering a residence through a rear door and hid in the attic with Tyra Mifflin (20), leaving a 3-year-old child alone in a bedroom. 

A short time later, Foreman and Mifflin surrendered to police without incident.  The Dover Police Department then executed a search warrant at the residence and located 3,972.6 grams (approximately 8.75 pounds) of marijuana (in heat sealed bags), digital scales, packaging materials, and $4432.00 in drug proceeds in the home.  

Keyarra Johnson (29) arrived at the residence while officers were on scene and was also taken into custody without incident.

The 3-year old child was placed in the care of a family member of the suspects.

3972.6 grams (approx. 8.75 pounds) of marijuana seized from the residence

Lewis Foreman was released after posting $10,500 Cash Bond on the following charges:
-Indecent Exposure 
-Lewdness (2x)
-Resisting Arrest
-Possession with Intent to Deliver Marijuana
-Possession of Tier 3 Qty. of Marijuana
-Conspiracy 2nd Degree
-Endangering the Welfare of a Child
-Drug Paraphernalia

Tyra Mifflin was released on $11,250 unsecured bond on the following charges:
-Possession with Intent to Deliver Marijuana
-Possession of Tier 3 Qty. of Marijuana
-Conspiracy 2nd Degree
-Endangering the Welfare of a Child
-Drug Paraphernalia

Keyarra Johnson was released on $11,250 unsecured bond on the following charges:
-Possession with Intent to Deliver Marijuana
-Possession of Tier 3 Qty. of Marijuana
