Robbery Suspect Arrested with Assistance from DPD K9 7-23-2019

Narrative: 

The Dover Police Department arrested an armed robbery suspect with the assistance of a police K9 on Monday night.  At approximately 10:06PM, Shaquan Shields (17), approached a 48-year-old male victim at a bus stop at the intersection of Loockerman Street and Federal Street.  Shields produced a black handgun and demanded the victim’s money and cellphone.  Shields was observed riding a blue bicycle by responding officers in the area of New Street and Loockerman Street.  Shields then fled the area.  Dover Police K9 (Gerome) then tracked and apprehended the suspect who was found hiding in the rear parking lot of a business in the area of South Governors Avenue and North Street.  

Shields was treated and released for minor injuries from the K9 apprehension and was later charged with the following offenses: 
-Robbery 1st Degree
-Possession of Deadly Weapon During Commission of Felony
-Resisting Arrest
-Local Fugitive

Carjacking/Shooting on S. New Street 7-23-2019

Narrative: 

The Dover Police Department is investigating a carjacking and shooting that occurred on Sunday morning.  At approximately 12:45AM on Sunday, July 21st, a 32-year-old male victim advised that he was standing near a white 2010 Hyundai Sonata in the area of S. New Street and Reed Street.  The victim was approached by an unknown black male suspect who was armed with a handgun and demanded the victim walk away from the car.  The suspect then fired multiple shots before fleeing in the vehicle.  The victim was struck by one round that hit his left ear, then entered his neck/shoulder area and was lodged in his torso.  The victim is in stable condition and is being treated at a Delaware hospital at this time.  

The investigation is ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7130. Vehicular Homicide Arrest 7-23-2019

Narrative: 

The Dover Police Department has arrested 32-year-old Simone Fassett in connection with a Vehicular Homicide that occurred on Friday, July 19th.  At approximately 9:02PM, Fassett struck Antron Raisin (35) and another male victim with a 2009 Nissan Murano following a dispute between both victim’s and Fassett’s boyfriend, Andre Singletary.  During the dispute, Singletary had also displayed a large knife and threatened one of the victims.  

Fassett then struck both victim’s with her vehicle and fled the scene. 

Antron Raisin later succumbed to his injuries while receiving treatment at a nearby hospital.  The second victim in this case was treated and released with non-life threatening injuries. 

Detectives located the vehicle on July 20th, 2019 at a family member’s residence in Rock Hall, Maryland and arrested Simone Fassett without incident.

Andre Singletary was also arrested for his role in the dispute without incident.  

Simone Fassett was committed to Baylor Women’s Correctional Institution in default of $20,000 secured bond on the following offenses:
-Vehicular Homicide 2nd Degree
-Assault 2nd Degree

Andre Singletary was committed to SCI in default of $35,000 secured bond on the following offenses:
-Possession of Deadly Weapon During Commission of Felony
-Aggravated Menacing
-Reckless Endangering 1st Degree

Two Arrested on Gun Charges After Shots Fired on New Street 7-22-2019

Narrative: 

The Dover Police Department arrested two men on gun and drug charges following a call for shots fired on S. New Street.  At approximately 3;24AM on Sunday, July 21st, officers received the call for shots fired and began responding to the area of S. New Street.  Dover police dispatchers then alerted officers by radio that a light grey SUV was seen leaving the area with suspects wearing ski masks.  A responding officer observed a similar vehicle traveling northbound on Saulsbury Road and turning into Whatcoat Apartments.  

Officers then observed Jonair Pollard (24), walking near other parked vehicles, stopping briefly.  Officers took both Pollard and James Ewell (22) into custody.  After searching the area where Pollard was seen walking and stopping, they located a .40 caliber handgun behind a tire of a parked vehicle.  This weapon was found to have an obliterated serial number.

Officers then searched a light grey Volvo SUV and located another .40 caliber handgun where Ewell was seated, ammunition, and three black ski masks.  Ewell was also found to be in possession of .8 grams of MDMA.

No injuries or damage was reported to police from the shots fired call on S. New Street.

Man Arrested for Pointing Gun at Driver in Car Wash Line 7-22-2019

Narrative: 

The Dover Police Department arrested a 68-year-old Harrington man on weapons offenses and DUI following an incident at the West Side Car Wash on Friday afternoon.  At approximately 3:19PM, officers were called to the car wash for a report of a man pointing a gun at another man.  Upon arrival, officers contacted and detained Joseph Rivard, locating a revolver on his hip.  Officers reviewed surveillance footage and observed that a 38-year-old male was operating a vehicle and pulled forward in line at the car wash.  Rivard believed that driver took his place in line and confronted him, refusing to let him exit the vehicle.  Rivard then retrieved the revolver from his vehicle and aimed it at the victim.  

During the investigation, it was also determined that Rivard was intoxicated at the time.  
As a result of this incident, Rivard was released on an O.R. Bond on the following charges.  
-Aggravated Menacing
-Possession of Firearm By Person Prohibited (Intoxicated)
-Possession of Firearm During Commission of Felony
-Disorderly Conduct
-DUI (Alcohol)

2019 National Night Out at the Dover Mall

The Dover Police Department will once again bring the National Night Out to the Dover community on Tuesday, August 6th from 6-8pm.  The event brings the Dover Police Department, along with several emergency agencies and military personnel to one place where the public can bring their families to meet and greet local heroes and see the equipment used in their jobs while forming a positive relationship with the community.  In addition to appearances and demonstrations by these agencies, Night Out will feature fun activities for all ages along with food and beverages for all while supplies last.  The venue for the event has been moved to the Dover Mall, located at 1365 N. DuPont Highway, Dover, DE.

The National Night Out  provides a variety of agencies with an opportunity to show our citizens what services they provide, the vehicles and equipment they use, and a chance to interact with personnel in a relaxed atmosphere.  WSFS and the Dover Police Department will join together to bring a “shred event” to the National Night Out for the 5th consecutive year.  The public is invited to bring personal documents to be shredded beginning at 5:00PM and ending at 8:00PM that day.

The Dover Police Department requests that political candidates do NOT campaign, distribute handbills, or other materials at this event.

Search Warrant Leads to Drug Charges for Dover Man 7-19-2019

Narrative: 

The Dover Police Department arrested 26-year-old, Alex Rodriguez, on drug chargs on Friday morning during a search warrant.  At approximately 10:35AM, officers conducted the search warrant at a residence in the 800 Block of Forest Street following a drug investigation.  As a result, officers located 10 grams of crack cocaine, 3.6 grams of marijuana, oxycodone pills, and drug paraphernalia.

Arrest Made in Check-N-Go Robbery 7-18-2019

Narrative: 

The Dover Police Department has made an arrest in a robbery of a Check-N-Go located at 283 N. DuPont Highway in Dover.  The incident occurred on July 15th, 2019 at approximately 4:49PM, when Deandre Bennett entered the business and demanded money from a clerk while pointing a black handgun at them.  Detectives were quickly able to identify the suspect as Bennett from surveillance footage and obtained a warrant for him.  On July 17th, 2019, officers observed Bennett and stopped him while operating a vehicle.  Bennett fled on foot but was captured a short time later and committed to SCI on $42,500 cash bond on the following charges:
-Robbery 1st Degree
-Possession of Firearm During Commission of Felony
-Carry Concealed Deadly Weapon
