Narrative: 

The Dover Police Department is investigating a residential burglary that occurred in the 700 Block of Marta Drive.  Sometime between 12:00PM on September 28th and 9:56PM on September 29th, an unknown suspect(s) entered the vacant home by forcing open a front door.  Once inside, several items were stolen, including a safe with cash, jewelry, and various personal documents.  The suspect(s) then fled in an unknown direction.

Two DSU Students Arrested Following Vehicle Crash/Riot Situation 9-30-2019

Narrative: 

The Dover Police Department arrested two suspects following a motor vehicle accident on Sunday afternoon that led to a large crowd becoming disorderly with several officers.  At approximately 4:43PM on Sunday, September 29th, officers responded to the area of College Road, just west of Delaware State University, near Jason Street for a vehicle accident.  A Cheswold Police Officer was also in the area and stopped to assist. During the investigation of the incident, officers attempted to take Chelsea Lawrence (22) and Kyshief Campbell into custody.  Lawrence was the driver of the vehicle that was involved in the accident.  According to several witnesses, Lawrence was seen driving very erratically prior to the accident.

During this time, Campbell and Lawrence resisted officers efforts, kicking and striking several officers.  A large crowd surrounded several officers, becoming disorderly, and creating a riot-like atmosphere.  

Campbell and Lawrence were taken into custody and transported to the Dover Police Department.  No other arrests were made at the time.

Lawrence is from Staten Island, New York and is a Delaware State University student.

Campbell is from Stone Mountain, Georgia and is also a Delaware State University student.

Campbell became involved in the incident when he attempted to place his hands in Lawrence’s pocket in an attempt to retrieve an item while officers were attempting to arrest her.  Campbell then resisted arrest as well.

During the transport of Lawrence to the Dover Police Department, she kicked a rear passenger door of a police vehicle, causing approximately $1,200 in damages to it.  Lawrence also spit in the mouth of a Dover Police officer riding in the same vehicle.   While Lawrence was being held at the Dover PD cell-block, she used a small rock to carve signs and symbols into a wall inside of the cell.

Several responding officers, suffered minor injuries as a result of both suspects assaults against them.

Arrest Made in Stevenson Drive Home Invasion 9-27-2019

Narrative: 

The Dover Police Department arrested one juvenile suspect in a home invasion case and are seeking a second suspect.  The incident occurred on Wednesday, September 4th, 2019 when a 49-year-old woman was standing in front of her home in the Unit Block of Stevenson Drive and was approached by two suspects wearing masks and displaying firearms.  The victim was forced into her residence and into a closet before she was able to escape out of a window.  

Detectives later learned that Vaughn Hall (16) was one of the suspects involved in the incident and obtained warrants for his arrest.  On September 26th, 2019, at 5:10PM, officer observed Hall in the area of White Oak Road.  Hall led officers on a brief foot chase before being apprehended.  Vaughn had a handgun in his pants when taken into custody.

At approximately 6:48PM, officers executed a search warrant at Vaughn’s residence on Stevenson Drive.  During the search, officers located ammunition, a handgun magazine, and drug paraphernalia.

Hall was charged with the following offenses and committed on a $53,700 secured bond:

UPDATE: (Arrest Made) Two Shot in Dover Park on Sunday Evening 9-26-2019

UPDATE:

The Dover Police Department has charged William Cane (19) with the shooting incident that occurred in Dover Park on Sunday, September 22nd, 2019.  On September 25th, the Milford Police Department received information that Cane was involved in the shooting and later located Cane.  Cane was then questioned by Dover Police detectives, at which time Cane confessed to detectives that he was involved in the incident.  Cane was committed to SCI on a $126,500 bond on the following charges:

-Possession of Firearm/Ammo by Person Prohibited (2x)

Narrative: 

The Dover Police Department is investigating a shooting that left two men injured on Sunday evening.  At approximately 6:47PM, officers responded to Dover Park for a report of shots fired.  Upon arrival, a 19-year-old male was located with a gunshot wound to his leg and was transported by EMS to Bayhealth Kent General Hospital.  A 20-year-old male was also transported by a private vehicle to Bayhealth Kent General Hospital with gunshot wounds to his arm and hip.  The suspects possibly shot from a moving vehicle that fled from the park following the incident.  

Both victims are listed in stable condition as of September 23rd, 2019.

Dover Man Arrested After Fleeing in Stolen Vehicle/Crashing Into Bus 9-25-2019

Narrative: 

The Dover Police Department arrested Levi Collins (26) on Tuesday morning after crashing a stolen vehicle into a DART bus.  Officers initially responded to the area of Martin Luther King Jr. Blvd.  for a report of a stolen work truck in the area that was reported stolen to Delaware State Police Troop 3.  

Officers located the vehicle with four occupants and attempted to stop it in the area of Federal Street.  The vehicle continued onto Loockerman Street and proceeded eastbound, attempting to elude officers.  As the vehicle approached the intersection of Loockerman Street and S. DuPont Highway, two occupants exited and immediately surrendered to police.  The vehicle, being operated by Collins, continued to flee, and failed to negotiate a turn in the area of River Road, striking a stopped DART Bus.  At that time, a 3rd passenger surrendered to police and Collins fled on foot.  Following a brief foot chase, Collins was arrested without further incident.  

Three occupants from the DART Bus sustained minor injuries an were treated at Bayhealth Kent General Hospital and later released.  It was learned that the three passengers in the stolen truck were unaware that it was stolen and repeatedly asked to be let out and Collins refused, continuing to flee.

Collins was later committed to SCI on a $6,507 secured bond on the following charges:

Shooting At Allure Night Club 9-25-2019

Narrative: 

The Dover Police Department is investigating a shooting that occurred outside of Allure Nightclub on Wednesday morning.  At approximately 1:24AM, officers responded to the scene for a report of a shooting.  Upon arrival, it was learned that three victims were on their way to Kent General Hospital via private vehicles.  The incident is believed to have occurred on property immediately next to Allure Nightclub’s parking lot as the club was closing for the night, when a group of subjects were involved in an altercation and an unknown suspect began firing.

A 28-year-old male from Seaford suffered a gunshot wound to his left bicep and will require surgery.

A 26-year-old female from Dover suffered a graze wound to the left side of her head and was treated and released.

A 32-year-old female from Dover reported that she was grazed by a bullet on the left hand, however there was no visible injury, and she declined medical treatment.

Arrest Made in September 12th Harmony Lane Homicide 9-23-2019

UPDATE:

The Dover Police Department has charged Stefan Rush-Wilson (21) in the shooting death of Jarmar Richardson (18) that occurred on Thursday, September 12th, 2019 on Harmony Lane.  Rush-Wilson was developed as a suspect a short time after the incident and turned himself in to the Dover Police Department on the afternoon of Monday, September 23rd, 2019.  

Rush-Wilson was committed to SCI in default of $110,000 cash bond on the following charges as a result of the incident:
-Murder 1st Degree
-Possession of Firearm During Commission of Felony

Narrative: 

The Dover Police Department is investigating a shooting that resulted in the death of an 18-year-old male from Dover on Thursday night.  At approximately 10:32PM, officers responded to the 200 Block of Harmony Lane (The Village at McKee Branch) for shots fired.  Upon arrival, officers located Jarmar Richardson (18).  Richardson was transported to Bayhealth Kent General Hospital with multiple gunshot wounds to his upper body and later succumbed to his injuries.
