Arrest Made in September 12th Harmony Lane Homicide 9-23-2019

UPDATE:

The Dover Police Department has charged Stefan Rush-Wilson (21) in the shooting death of Jarmar Richardson (18) that occurred on Thursday, September 12th, 2019 on Harmony Lane.  Rush-Wilson was developed as a suspect a short time after the incident and turned himself in to the Dover Police Department on the afternoon of Monday, September 23rd, 2019.  

Rush-Wilson was committed to SCI in default of $110,000 cash bond on the following charges as a result of the incident:
-Murder 1st Degree
-Possession of Firearm During Commission of Felony

Narrative: 

The Dover Police Department is investigating a shooting that resulted in the death of an 18-year-old male from Dover on Thursday night.  At approximately 10:32PM, officers responded to the 200 Block of Harmony Lane (The Village at McKee Branch) for shots fired.  Upon arrival, officers located Jarmar Richardson (18).  Richardson was transported to Bayhealth Kent General Hospital with multiple gunshot wounds to his upper body and later succumbed to his injuries.

The investigation is ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7130. Dover Police Training Exercise at Dover Mall on September 25th

The Dover Police Department will be participating in an emergency response exercise at the Dover Mall (1365 N. Dupont Highway, Dover, DE) on Wednesday, September 25th, 2019.  The exercise is scheduled to begin at approximately 6:00AM and is expected to end and be clear from the property by 9:00AM.  All emergency equipment and personnel will be located on the Dover Mall property and should not affect traffic in the area.  

These exercises are designed to test the capabilities of the Dover Police Department and other participating agencies in the event of a true emergency.  The exercise also allows participants to become more educated about the resources that each individual agency and participant can provide in a true emergency and discuss ways to improve responses to such incidents.  

This incident is not expected to disrupt area traffic.  There will be a large gathering of emergency vehicles, equipment, and personnel on site but the public should not be alarmed as this is only a training exercise.

Two Shot in Dover Park on Sunday Evening 9-23-2019

Narrative: 

The Dover Police Department is investigating a shooting that left two men injured on Sunday evening.  At approximately 6:47PM, officers responded to Dover Park for a report of shots fired.  Upon arrival, a 19-year-old male was located with a gunshot wound to his leg and was transported by EMS to Bayhealth Kent General Hospital.  A 20-year-old male was also transported by a private vehicle to Bayhealth Kent General Hospital with gunshot wounds to his arm and hip.  The suspects possibly shot from a moving vehicle that fled from the park following the incident.  

Both victims are listed in stable condition as of September 23rd, 2019.
