Subject Arrested for DUI and Drug Offenses After Passing Out Behinds the Wheel 1-21-2020

Narrative:

At approximately 6:11PM on Monday, January 20th, officers responded to the area of West North Street and South Queen Street for a call of a driver passed out behind the wheel of a car.  When officers arrived, they located Kyle Hertz (30) in the vehicle.  Hertz was unconscious and the vehicle was in reverse.    Officers were able to place the car in park and take Hertz into custody without incident.  A search of the vehicle led to the discovery of Oxycodone pills, Benzos, suboxone, and adderall.  Hertz was released on a $1,500 unsecured bond on the following charges:
-DUI 3rd Offense
-Possession of Controlled Substance (4x)
-Drug Paraphernalia

Parking Violation Leads to Drug Arrest 1-21-2020

Narrative:

The Dover Police Department arrested 28-year-old Deon Townsend on drug charges as a result of a parking violation on Sunday afternoon.  Officers contacted Townsend in the area of Northdown Drive and Charring Cross Drive in the Village of Westover after observing Townsend parked on a sidewalk.  Officers detected a smell of marijuana coming from the vehicle and asked Townsend if he had marijuana in his possession.  Townsend advised officers that he had a large amount of marijuana in the trunk.  When officers searched the vehicle, they located 439.30 grams of marijuana individually packaged into 21 bags.  Townsend was taken into custody without incident and later released on an O.R. bond on the following charges:
-Possession with Intent to Deliver Marijuana
-Possession of Marijuana
-Drug Paraphernalia
-Parking Violation

Man Robs Elderly Woman of Her Purse in Dover East Mobile Home Park 1-21-2020

Narrative:

The Dover Police Department is investigating a purse snatching (robbery) that occurred on Monday morning.  At approximately 6:32AM, a 76-year-old female was walking to her vehicle, when an unknown male suspect approached her from behind and forcefully removed the victim’s purse from her grasp.  The suspect then fled westbound through the woods.  The suspect was described as an unknown male, approximately 5’9″, wearing a black winter coat with a white stripe from the right shoulder down to the left hip, and dark pants.  The victim suffered a minor injury to her wrist as a result of this incident.

Dover Man Arrested for Stealing Motorcycle 1-21-2020

Narrative:

On Monday, January 20th, at 12:51AM, officers reported to the Hampton Inn, located at 1568 N. DuPont Highway for a report of a stolen motorcycle.  A 19-year-old victim advised that he had his black Kawasaki Ninja motorcycle in the parking lot.  When he went to check on the motorcycle, he discovered it was missing.    

While investigating officers were on scene, City of Dover employees contacted the police department to advise that they had found a motorcycle hiding behind a sub-station on Rustic Lane, near the hotel where the motorcycle was stolen.  Officers responded and confirmed that the motorcycle belonged to the victim and returned it.

A short time later, the City of Dover employees called back to report that a male subject had contacted them and asked where “his motorcycle” was.  Officers responded and contacted the subject in the area of the Capital Inn and took him into custody after further investigation revealed that he had possessed the stolen motorcycle.

Arrest Made in West North Street Home Invasion 1-21-2020

UPDATE:
The Dover Police Department and U.S. Marshals First State Fugitive Task Force arrested Syrian Grant (14) in connection with the January 12th Home Invasion on West North Street.  Grant was developed as a suspect in the investigation and taken into custody on Thursday, January 16th in Milford, Delaware.  

Grant was committed to Stevenson Detention Center on a $91,000 secured bond on the following charges:
-Assault 1st Degree
-Home Invasion
-Possession of a Deadly Weapon During Commission of Felony
-Possession of Firearm by Person Prohibited
-Wearing a Disguise During Commission of Felony
-Illegal Gang Participation
-Conspiracy 2nd Degree

Narrative: 

Dover Police are investigating a shooting that occurred in the early morning hours of Sunday, January 12th that left a man with four gunshot wounds.  The 39-year-old male victim called 911 reporting that multiple suspects entered his home demanding property and then fired multiple shots, striking the victim four times.  The victim was transported to Kent General Hospital, where it was learned that his wounds were not life threatening.
