Incident Number: 50-20-7181
Date/Time: Between 6:00PM on 3-1-2020 and 9:27AM on 3-2-2020
Location: 100 Block of Westover Drive, Dover, DE

Narrative:
The Dover Police Department is investigating a residential burglary that occurred in the 100 Block of Westover Drive. The incident occurred between 6:00PM on March 1st and 9:27AM on March 2nd, when an unknown suspect entered the residence through an unsecured rear window. Once inside, the suspect removed a television and fled the area.
The investigation is ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7130. Callers may remain anonymous. Tips may also be submitted to law enforcement through Delaware Crime Stoppers at 800-TIP-3333 or online at delawarecrimestoppers.com; a cash reward of up to $1,000 is possible for information leading to an arrest.

Narrative:
The Dover Police Department arrested Brian Bower (33) for a burglary that occurred on Sunday, March 1st, 2020. Officers responded to the Dollar Tree located at 261 N. DuPont Highway for a report that the glass to the business was shattered. Video surveillance showed that the suspect (Bower) had broken the glass with a “No Parking” sign. Once inside, Bower took over two-hundred items and fled with the items in shopping carts. Bower was later located in the downtown area by officers and taken into custody. Bower had a recycling bin with him that was filled with the stolen items.
Bower will be charged with the following charges once released from receiving medical attention as a result of a condition:
-Burglary 3rd Degree
-Theft Under $1,500
-Criminal Mischief
-Resisting Arrest
On March 2nd, 2020, the Dover Police Department was notified of two other burglaries that occurred in the same general area as the Dollar Tree burglary. Pivot Occupational Health, located at 283 N. DuPont Highway, reported a burglary were a suspect used a tool/object to force open the rear door to the business. Once inside, the suspect ransacked the business looking for items to steal before fleeing.
Oreck, located at 512 N. DuPont Highway, also had a rear door to the business damaged as the result of an attempt to use a tool/object to force it open. The suspect eventually broke a window to gain access to the business. Once inside, the suspect took an undisclosed amount of cash before fleeing.
Brian Bower was identified as the suspect in the Pivot and Oreck burglaries in addition to the Dollar Tree burglary. As a result, Bower will be charged upon his release from a hospital with the following charges:
-Burglary 3rd Degree (2x)
-Attempted Theft
-Theft
-Criminal Mischief
The Dover Police Department arrested a second suspect in connection with the February 18th shooting in Simon Circle. On Monday, March 2nd, 2020, officers took Brandon Scott (18) and his brother Tyler Scott (20) into custody as they executed a search warrant at their home in the 400 Block of Ann Moore Street in the Eden Hill development.
Brandon Scott was identified as a second suspect during the investigation into the February 18th shooting that left a 13-year-old injured (see original release below).
During the search of the residence, officers located the following items:
-9mm handgun
-92 rounds of ammunition
-572 bags of heroin (4.004 grams)
-11 bags of marijuana totaling 12.8 grams
-$1,111 in cash/drug proceeds
Brandon Scott was committed to SCI on a $106,100 cash bond on the following charges stemming from the February 18th shooting:
-Assault 2nd Degree
-Possession of Firearm During Commission of Felony
-Possession of Firearm by Person Prohibited
-Reckless Endangering (4x)
-Criminal Mischief (2x)
-Conspiracy 2nd Degree
Brandon Scott also received a $121,200 cash bond on the following new charges from the search warrant on March 2nd:
-Possession of Firearm During Commission of Felony
-Possession with Intent to Deliver Heroin
-Possession of Firearm/Ammo by Person Prohibited (2x)
-Possession with Intent to Deliver Marijuana
-Possession of Heroin
-Illegal Gang Participation
-Conspiracy 2nd Degree
-Drug Paraphernalia
Brandon Scott received an additional $25,000 cash bond on a Violation of Probation.
Tyler Scott was committed to Howard R. Young Correctional Institution on a $121,200 cash bond on the following charges:
-Possession of Firearm During Commission of Felony
-Possession with Intent to Deliver Heroin
-Possession of Firearm/Ammo by Person Prohibited (2x)
-Possession with Intent to Deliver Marijuana
-Possession of Heroin
-Illegal Gang Participation
-Conspiracy 2nd Degree

Location: Simon Circle and West North Street, Dover, DE

Narrative:
The Dover Police Department arrested a 20-year-old Dover man after a shooting occurred on Tuesday evening. At approximately 5;58PM, officers were called to the area of West North Street and Simon Circle for shots fired. Upon arrival, officers located a 13-year-old male with a graze wound to his face. The victim was transported to Kent General Hospital where he was treated and released for the injury. In addition to the victim, two homes were also struck by gunfire. Arriving officers observed Darius Jean-Baptiste fleeing on foot from the scene. Jean-Baptiste was apprehended by police and determined to be the suspect in the shooting.
Darius Jean-Baptiste was committed to SCI in default of $73,200 cash bond on the following charges:
-Assault 2nd Degree
-Possession of Firearm During Commission of Felony
-Possession of Firearm by Person Prohibited
-Reckless Endangering (4x)
-Criminal Mischief (2x)
