Two Charged with Firearms Related Offenses 9-30-2020

Narrative: 

The Dover Police Department United States Marshals Service First State Fugitive Task Force arrested Alton Kinsey (20) on a traffic stop at approximately 7:40 p.m. on Tuesday, September 29th.  Kinsey was wanted on two Violation of Probations and was an absconder from level 3 probation.  Kinsey was in possession of a loaded 9mm handgun at the time of arrest.  

Through further investigation, it was learned that Takija Parker (41) provided the handgun to Kinsey by making false statements on the ATF Form 4473 and then unlawfully transferring the firearm without a license to Kinsey.  

A third occupant (17-year-old female) was arrested for a local capias.

Alton Kinsey was committed to SCI on a $17,500 secured bond on the following charges:
-Possession of Firearm/Ammo by Person Prohibited (2x)
-Carry Concealed Deadly Weapon
-Illegal Gang Participation
-Violation of Probation (2x)

Takija Parker was released on an O.R. Bond on the following charges:
-Giving a Firearm to Person Prohibited
-Intentionally Makes False Written Statement
-Unlawful Transfer of Firearm

Four Additional Suspects Arrested in Intellicar Thefts Following Pursuit 9-29-2020

UPDATE: The Dover Police Department arrested four suspects and is seeking a fifth in connection with the Intellicar burglary/vehicle thefts.  On Monday, September 28th at 2:07 p.m., a Dover officer on patrol observed the gray 2017 Ford Explorer traveling on White Oak Road in the area of Dover Park.  When officers attempted to stop the car, it fled eastbound and onto Route 9, eventually traveling to Persimmon Park and crashing in the area of Susan Place and six occupants all fled on foot. Robert Stecher (19), a 16-year-old male from Dover, a 13-year-old male from Dover, and a 16-year-old female from Dover.  The 16-year-old female is the same suspect that was arrested approximately 12 hours earlier for the same incident.

Dakota Stecher (18) was also seen fleeing from police but eluded arrest and is currently  wanted for Theft of a Motor Vehicle, Conspiracy 2nd Degree, and Resisting Arrest.  Stecher’s mugshot is in the original release copied below.  Dakota Stecher had been arrested approximately 12 hours prior as well.

The 13-year-old male suspect and 16-year-old female were also charged with Theft of a Motor Vehicle, Conspiracy 2nd Degree, and Resisting Arrest.  Both were turned over to their parent/guardians after being charged.  

The 16-year-old male suspect was the driver of the vehicle and was charged with Theft of a Motor Vehicle, Conspiracy 2nd Degree, Disregard Police Officer’s Signal, Resisting Arrest, and several traffic related offenses.  He was turned over to his parent/guardian after bein charged.

Robert Stecher was charged with Theft of a Motor Vehicle, Conspiracy 2nd Degree, and Resisting Arrest.  Stecher was released on a $2,500 unsecured bond.

At this time, the stolen black 2017 Honda Accord has not been recovered.

Narrative: 
Four vehicles were stolen from Intellicar (115 N. DuPont Highway) on Monday morning after suspects broke into the business.  Officers on patrol initially observed a black SUV driving at a high rate of speed in the area of DuPont Highway at Division Street.  The vehicle fled the area at that time.  Officers then observed two additional vehicles at Edgemont Avenue and Maple Parkway with no headlights on that also fled at a high rate of speed.  Officers then began checking area car dealerships, suspecting that the vehicles may have been stolen.  During this check, officers discovered that the suspects had shattered a glass garage door at Intellicar with large rocks and removed the vehicle keys from inside. 

A short time later, officers stopped a black Lincoln MKX with an Intellicar tag on the rear and arrested Dakota Stecher (18) without incident. 

Officers also arrested a 16-year-old female in connection with the incident after she approached the scene and advised she left her phone in the back of the car.

Further investigation led to the recovery of a second car in the area of Persimmon Lane and Persimmon Circle.  

It was later learned that two additional vehicles were stolen by other suspects, including a black 2017 Honda Accord and a gray 2016 Ford Explorer.  

Both Dakota Stecher and the 16-year-old juvenile were charged with the following offenses:
-Burglary 3rd Degree
-Criminal Mischief
-Theft over $1,500
-Theft of a Motor Vehicle (3x)
-Conspiracy 2nd Degree
-Traffic Offenses

Stecher was released on an O.R. bond and the 16-yer-old juvenile was turned over to a guardian after being charged.

Residential Burglary on Lexington Place 9-28-20

Narrative: 
The Dover Police Department is investigating a residential burglary that occurred in the 100 Block of Lexington Place.  The incident occurred sometime between Friday, September 25th at 12:00 p.m. and September 27th at 4:33 p.m.  During that time and unknown suspect(s) entered the home through a rear door.  Once they were inside, they stole a TV, two Apple laptop computers, jewelry and clothing.  The suspect(s) also left the kitchen and master bedroom ransacked.

Willis Road Shooting Incident 9-28-2020

Narrative: 
The Dover Police Department responded to the area of Dover Park on White Oak Road for several reports of shots fired in that area on Sunday, September 27th, 2020 at 12:21 p.m.  Upon arrival, witnesses advised officers that a dark colored SUV was seen from Willis Road and had entered Manchester Square (Stevenson Drive).  At that time, officers heard additional shots being fired while on scene.  Responding officers then checked the area of Manchester Square and observed a dark-colored 2008 Ford Escape speeding through the neighborhood.  Officers stopped the car and contacted Samuel Horton (20), Daeron May (21), and a female subject.  It was learned through the following investigation that the three subjects were shot at in the 100 Block of Willis Road by an unknown suspect(s) in a vehicle.  Horton, May, and the female subject then attempted to chase the vehicle but were shot at a second time in the area of Acorn Lane and White Oak Road.  

Prior to searching the SUV, officers obtained a search warrant.  During the search two handguns were located behind the front passenger seat, wrapped in a black jacket.  One of the firearms was a .40 caliber handgun.  The second gun was a 9mm handgun that was reported stolen in June 2020 from Hopewell, Virginia.

Both Horton and May were arrested by police without incident at the time.  Both men were released on an O.R. Bond on the following charges:
-Possession of Firearm During Commission of Felony
-Carry Concealed Deadly Weapon
-Possession of Firearm by Person Prohibited (only Daeron May received this charge)
-Receiving Stolen Firearm
-Conspiracy 2nd Degree

The female subject was not charged in this case.

On Monday, September 28th at approximately 12:23 a.m., officers responded to another call for shots fired in the 100 Block of Willis Road (Mapleton Square Apartments).  Upon arrival, officers observed that the rear sliding glass door to an apartment was shattered after being struck by a single shot.  Officers contacted May, Horton, and the female subject from the earlier incident, who advised that their door was shot while they were inside the apartment.  The subjects refused to provide any further information about the incident.  No injuries were reported in this incident.

Shots Fired at Vehicle on Forest Street Following Altercation 9-28-20

Narrative: 
The Dover Police Department is investigating a shooting incident that occurred on Saturday afternoon in the 700 Block of Forest Street.  Officers responded for a call of shots fired in the area. Investigating officers learned that there was an altercation between two male subjects in the area.  During that altercation a male subject fled in a vehicle and the other subject fired at least one shot at the vehicle.  A witness that was working nearby observed and heard the incident.  No damage or injuries have been reported at this time.

Dover Police Investigating Shooting Death at Unsanctioned Schutte Park Party 9-28-20

Narrative: 
The Dover Police Department is investigating a shooting that killed a 20-year-old man and injured a 22-year-old man.  At approximately 9:39 p.m., officers responded to the City of Dover’s Schutte Park for reports of shots fired.  Upon arrival, officers located Devin Wright (20) with a gunshot wound to his head.  Wright was transported by EMS to Bayhealth Kent General Hospital where he later died as a result of his injuries.  The second victim was struck in his shoulder and hand and was also treated at Bayhealth Kent General Hospital.  

During the investigation, it was learned that the victims were attending a party with mostly students from Delaware State University at Schutte Park.  There were approximately 300-500 people present when a shootout occurred between multiple suspects.  Devin Wright was a student at Delaware State University.
