Summary: 

The Dover Police Department is issuing a gold alert for a missing 34-year-old woman from Felton, DE.  Amanda Perry was last seen at approximately 8:00 p.m. on September 19th, 2020, leaving the First State Vape shop at 470 N. DuPont Highway in Dover, following her work shift at a local hotel.  She was last seen walking southbound on S. DuPont Highway, wearing her Dover Downs Hotel work uniform.  Perry had advised a family member that she was going to get a ride home.  During the missing person investigation, family advised detectives that Perry had made statements in the past that are cause for concern for her safety.

Two Juveniles Arrested in Robbery of 11-Year-Old 9-18-2020

Narrative: 

The Dover Police Department arrested two juvenile suspects after they robbed an 11-year-old boy outside a convenience store on Thursday afternoon.  At approximately 3:49 p.m., the victim was outside of the One Stop Convenience Store when he was approached by a 12-year-old male suspect who attempted to sell the victim an iPhone.  The 12-year-old suspect then retrieves a black bag from a 14-year-old male suspect nearby.  The 12-year-old suspect then ran at the victim and displayed a firearm and demanded his belongings.  The 12-year-old took a bag from the victim that contained an EBT card and a bag of chips.  The suspects were then seen on surveillance footage running toward Manchester Square (Stevenson Drive).  Detectives responded to Manchester Square and located the suspects and took them into custody without incident.

Both suspects were charged with the following offenses:
-Robbery 1st Degree
-Possession of Deadly Weapon During Commission of Felony
-Possession of Firearm by Person Prohibited
-Carry Concealed Deadly Weapon
-Conspiracy 2nd Degree

The 12-year-old suspect was turned over to his parents.  The 14-year-old suspect was committed to Stevenson House on a $31,000 secured bond.

Brian Bower Arrested in Wednesday Morning Burglaries, Fourth in Three Days 9-16-2020

Narrative: 
The Dover Police Department arrested Brian Bower (34) for two burglaries that occurred on Wednesday morning.  At approximately 12:39 a.m. Bowers used a brick to break a window and enter the Caribbean market at 239 West Loockerman Street.  Once inside, Bower removed approximately $1,500 in property and fled.  Bower then proceeded to PNC Bank at 3 The Plaza and used a sledge hammer and crowbar to damage and enter an ATM.  Bower was unable to steal money from the ATM, but caused approximately $20,000 in damage to the machine.  Following the PNC Bank incident, Bower returned to the Caribbean Market and once again removed miscellaneous items from the business.

Detectives were able to identify Bower as the suspect in both cases based on a review of video surveillance.  Bower was arrested in the downtown area on the morning of September 16th without incident.

Bower was released on an unsecured bond on the following charges:
-Burglary 2nd Degree(2x)
-Criminal Mischief (2x)
-Theft Under $1,500
-Possession of Burglary Tools
-Attempted Theft

Bower will be committed to SCI on a Violation of Probation as a result of this latest incident.

Suspect in Domestic Related Attempted Murder is Arrested 9-16-2020

Narrative: 

The Dover Police Department charged a 17-year-old in a domestic related shooting incident that occurred on September 10th.  At approximately 1:56 p.m., officers responded to the an apartment on Willis Road for the incident.  It was discovered that Alexander Singletary (17) was at the residence during a domestic related incident and pulled out a 9mm handgun.  Singletary put the gun to a female victim’s head and as he pulled the trigger, another family member struck his arm, causing the shot to miss and strike a wall.  Three additional shots were fired by Singletary in the apartment, causing property damage, but no injuries to the occupants.  Singletary fled the area and turned himself in at the Dover Police Department on the evening of September 15th.  

Singletary was committed to a juvenile detention center on a $205,050 cash bond on the following charges:
-Attempted Murder 1st Degree
-Possession of Firearm During Commission of Felony
-Possession of Firearm by Person Prohibited (juvenile)

Two Arrested in Village of Westover on Drug and Gun Charges 9-16-2020

Narrative: 

The Dover Police Department arrested two men on drug and firearms charges in the Village of Westover neighborhood on Tuesday afternoon.  Officers were on patrol in the area when they stopped a Honda Accord with a strong odor of marijuana coming from the vehicle.  Xavier Marion (23) exited the vehicle with a black jacket in his hand and attempted to walk away but was taken into custody by the officers.  A 9mm handgun and 78 grams of marijuana were located inside of the jacket that was being carried by Marion.  A search of the vehicle occupied by Amir McMorris led to the discovery of 42.7 grams of marijuana and two digital scales.

Amir McMorris was released on a $5,500 unsecured bond on the following charges:
-Possession with Intent to Deliver Marijuana
-Drug Paraphernalia

Xavier Marion was committed to SCI on a $18,000 cash bond on the following charges:

Suspect Arrested in Two Early Morning Burglaries 9-15-2020

Narrative: 
The Dover Police Department arrested Brian Bowers (34) after a burglary that occurred on Tuesday morning on College Road.  At approximately 4:11 a.m., officers responded to the EZ Check Food Mart for a burglary alarm.  Officers learned that Boers made entry to the business by breaking a window at the entrance and then stole an undiscloseed amount of cash, cigarettes, and a video monitor.  Bowers was wearing tan pants, a blue shirt, and a red covering around his head/face.  Approximately 2 hours after the burglary, officers observed Bowers wearing the same clothing and stopped him.  Bowers had fresh wounds consistent with the broken glass at the EZ Check Burglary.

It was also determined that Bowers was the suspect in the Happy 13 Liquors burglary that occurred earlier in the morning.

Bowers will be charged with the following offenses, once he is done with treatment at a nearby hospital:
-Burglary 3rd Degree (2x)
-Theft Over $1,500 (2x)
-Criminal Mischief (2x)

Burglary at Happy 13 Liquors 9-15-2020

Narrative: 
The Dover Police Department is investigating a burglary that occurred at Happy 13 Liquors on Tuesday morning.  At approximately 12:56 a.m., officers responded to the business for a burglary alarm and observed a broken front window at the entrance.  It was learned that at approximately 12:29 a.m., a white male suspect forced entry into the business and stole an undisclosed amount of cash, alcohol, and cigarettes before fleeing.  The suspect was wearing tan pants, blue shirt, and red covering over his head/face.

The investigation is ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7130. Shooting Suspect Arrested and Charged with Firearms and Drug Offenses 9-10-2020

Narrative: 

The Dover Police Department and U.S. Marshals First State Fugitive Task Force arrested Gary Lewis (37) on Wednesday evening on firearms and drug charges.  Lewis was wanted by Smyrna, Delaware police for a shooting in their jurisdiction when Lewis was arrested.  Detectives confirmed that Lewis was in the home and obtained a search warrant.  Lewis was taken into custody without incident.  During a search, officers located a small .22 caliber revolver, 181 morphine pills, 90 Alprazolam pills, $2,800 in suspected drug proceeds.

Lewis was committed to SCI on a $60,000 cash bond on the following offenses:
