Four Shot in IHOP Parking Lot, Two Men Arrested on Gun Charges 2-28-2021

Narrative: 

The Dover Police Department is investigating an early morning shooting incident that left four people wounded with non-life threatening injuries.  At approximately 2:38 a.m., officers responded to the parking lot of IHOP on South Little Creek Road for several reports of shots fired.  A 30-year-old male was contacted on scene with a gunshot wound to the cheek.  While that victim was being treated and transported from the scene, officers were notified that three additional victims had been privately transported to Bayhealth Kent General Hospital:
-22-year-old male with a gunshot wound to the ankle
-23-year-old male with a gunshot wound to the lower leg
-25-year-old male with a gunshot wound to the abdomen
All of the victim’s injuries are considered to be non-life threatening.

Responding officers were advised that a black Dodge Charger, occupied by two black males, fled the scene immediately after the shooting.  Patrol officers located a vehicle matching that description in the area of Kent General Hospital.  The vehicle fled at a high rate of speed when the occupants observed police in the area. Officers stopped the vehicle at S. Governors Avenue and West North Street.

Officers took Akeem Ferrell (22, Smyrna) and Anthony Watson (21, Smyrna) into custody without incident.  Ferrell was found in possession of a small amount of marijuana during the arrest.  Detectives obtained a search warrant for the suspect’s vehicle and located a 9mm handgun in the glove compartment.

The investigation continues in this case, including any possible involvement the arrested suspects potentially had in the shooting incident.  The department will release more information as it becomes available.

Ferrell was released after posting a $4,000 secured bond on the following charges:
-Carry Concealed Deadly Weapon
-Possession of Firearm by Person Prohibited
-Conspiracy 2nd Degree
-Non-compliance with Bond Conditions (prior arrest)
-Possession of Marijuana (civil)

Watson was released on an O.R. Bond on the following charges:
-Carry Concealed Deadly Weapon
-Conspiracy 2nd Degree

Father and Son Arrested on Drug and Firearms Charges 2-25-2021

Narrative: 

The Dover Police Department arrested a father and son on drug charges following an investigation into drug sales from their residence in the 1400 Block of College Road.  Dover Police learned that Pierre Foreman Jr. (28) was selling large amounts of marijuana from the home.  Foreman Jr. was stopped on February 24th while operating a vehicle in the area of White Oak Road and Dover Park.  During the stop, officers located 24.7 grams of marijuana and $455 in suspected drug proceeds.

A search warrant was obtained by police for Foreman Jr.’s residence on College Road.  At approximately 3:14 p.m., officers executed the search warrant and took Pierre Foreman Sr. (58) into custody without incident.  During the search, officers located 4,240 grams (9.348 pounds) of marijuana, a 9mm handgun with an extended magazine, and $52,020 in drug proceeds.  The firearm was later determined to be stolen from Kentucky in 2017.  

Foreman Jr. was committed to SCI on a $121, 200 cash bond on the following offenses:
-Possession with Intent to Deliver Marijuana (2x)
-Possession of Drug Paraphernalia (2x)
-Possession of Marijuana
-Possession of Firearm During Commission of Felony
-Possession of Firearm/Ammo by Person Prohibited (2x)
-Receiving Stolen Firearm

Residential Burglary on Mockingbird Avenue 2-24-2021

Narrative: 

The Dover Police Department is investigating a burglary of a home in the 300 Block of Mockingbird Avenue.  Between 9:00 p.m. and 11:59 p.m. on February 23rd, an unknown suspect entered the unoccupied residence after damaging a rear door.  Once inside, the suspect removed a television and fled.

Suspect in Domestic Incident Arrested After Approaching Officers with Firearm 2-24-2021

Narrative: The Dover Police Department arrested a 20-year-old Dover man after approaching officers with a firearm when they responded to a domestic incident.  At approximately 8:39 p.m., officers responded to a home in the 100 Block of Mifflin Road after receiving a call that Zackary Hobbs (20) was involved in a domestic altercation and was throwing bricks at the property.  When officers arrived, Hobbs exited the residence with a rifle in his right hand and began approaching the officers.  Officers shouted verbal commands to drop the gun and stop walking.  Hobbs threw the gun on the ground but continued advancing toward the officers and resisted their efforts to take him into custody.  Hobbs was arrested and committed to SCI on a $24,000 secured bond on the following offenses:
-Possession of Firearm During Commission of Felony
-Aggravated Menacing (2x)
-Resisting Arrest

Dover Woman Arrested for 5th Offense DUI 2-19-2021

Narrative: 

The Dover Police Department arrested a 39-year-old woman for a 5th offense DUI on Thursday afternoon.  At approximately 4:24 p.m., officers responded to the area of S. State Street and S. DuPont Highway for a report of a green Nissan Maxima that drove through a median and in a reckless manner nearly causing a collision with other vehicles on the roadway. 

Upon arrival, officers contacted the driver, Cassandra Sharp (39).  Sharp showed signs of impairment but refused all sobriety tests.  A cup was located inside of the vehicle that contained an alcoholic beverage.  Sharp was transported to a nearby hospital where a blood draw was completed after officers obtained a blood search warrant.  Sharp was later transported to the Dover Police Department and was released on a $3,501 unsecured bond for the following offenses:
-5th Offense DUI
-Driving While Suspended
-Traffic Offenses

Dover Police Seeking Suspect in Vehicle Theft 2-18-2021

Narrative: 

The Dover Police Department is investigating a motor vehicle theft that occurred at the Dover Downs Hotel and Casino on Thursday morning.  At approximately 6:55 a.m., the vehicle owner left his black Lexus (DE REG: 676727) running in the parking lot to warm up.  A few moments later, an unknown white male suspect stole the vehicle and fled.  Later in the morning, the Delaware State Police located the vehicle after it crashed in a ditch at Route 1 and Scarborough Road (Exit 104).  According to the investigating officer with the Delaware State Police, the vehicle was negotiating a curve on Exit 104 northbound with the intent to travel onto SR1 northbound, Dover.  The vehicle then exited the north edge of the roadway and struck a traffic post with its front center and then spun 180 counter clockwise until the rear right struck a tree.

Two Arrested on Drug Charges During Search Warrant 2-17-2021

Narrative: The Dover Police Department arrested two suspects on drug charges during a search warrant on Tuesday afternoon.  At approximately 12:10 p.m., officers executed a search warrant at a home in the 400 Block of East Water Street as a result of a drug investigation.  Derek Johnson (22) and Terri Cave-Martin (21) were arrested without incident.  Officers sized a total of 221.3 grams of marijuana, 5.1 grams of crack cocaine, and drug paraphernalia during the arrests/search warrant.

Derek Johnson was committed to SCI on a $27,100 secured bond on the below charges:
-Possession with Intent to Deliver Marijuana
-Possession with Intent to Deliver Crack Cocaine
-Possession of Marijuana
-Possession of Crack Cocaine
-Endangering the Welfare of a Child
-Breach of Release (prior no contact order with Cave-Martin)
-Conspiracy 2nd Degree

Terri Cave-Martin was released on an $18,000 unsecured bond on the below charges:
