Narrative:

The Dover Police Department arrested Scott beck (68) in several charged stemming from an incident that occurred on Wednesday morning. Officers responded to the area of Division Street and Kent Avenue after receiving a report that Beck was trying to strike a 37-year-old male with the car he was driving. Officers were advised that Beck had fled the scene. While responding to the call, officers observed Beck in a blue truck and attempted to stop him. Beck fled from officers and eventually stopped in the parking lot of Super 8 motel on North DuPont Highway and surrendered without incident.

Beck was committed to SCI on a $47,614 secured bond on the following offenses:
-Attempted Assault 1st Degree
-Possession of Deadly Weapon During Commission of Felony
-Reckless Endangering 1st Degree
-Disregard Police Officer Signal
-Breach of Release
-Multiple Driving Related Offenses

Dover Woman Arrested on Drug Charges

Narrative:

The Dover Police Department arrested Tanesha Milbourne (39) on drug offenses on Tuesday afternoon. At approximately 12:51 p.m., officers observed a vehicle operated by Milbourne conduct a drug transaction on South New Street. Officers stopped the vehicle and contacted Milbourne, who was also wanted on a capias. A search of the vehicle led to the discovery of 12.3 grams of marijuana packaged for sale, 2 doses of MDMA, and $695 in drug proceeds. Milbourne was further searched at the police department and 20 bags of heroin and 3.6 grams of crack cocaine were located on her person.

Milbourne was releases on an O.R. bond on the following offenses:
-Possession with Intent to Deliver Crack Cocaine
-Possession with Intent to Deliver Marijuana
-Tampering with Physical Evidence
-Drug Paraphernalia
-Possession of MDMA
-Possession of Heroin
-Driving While Suspended (License)
-Local Fugitive (Capias)

Four Arrested in Kent Budget Motel Shooting

Narrative:

The Dover Police Department arrested four subjects involved in a shooting incident on Saturday night at the Kent Budget Motel at 383 N. DuPont Highway. Officers responded to the motel for a report of shots fired at approximately 9:44 p.m. Upon arrival, they were advised that a group of suspects confronted a 26-year-old male victim at the motel and multiple shots were fired. No injuries resulted from the gunfire. The suspects then fled in a black 2021 Jeep Wrangler with Florida registration.

A short time later, officers located the suspect vehicle and attempted to stop it. The vehicle fled for a short period before stopping. Officers then took four occupants into custody without incident and located a rifle in plain view in the back seat of the vehicle. It was later determined that the vehicle had been stolen from a transport trailer that was parked in a vacant lot in the 1000 Block of S. DuPont Highway. The transport operator confirmed that the keys had been left in the vehicle and it was driven off of the transport trailer sometime after 3:00 a.m. on Saturday, January 22nd.

Alshawn Wheeler (23, Dover) and Devon Young (22, Dover) were both charged with the following offenses:
-Possession of Firearm During Commission of Felony
-Possession of Firearm by Person Prohibited
-Receiving Stolen Property
-Conspiracy 2nd Degree
Wheeler was committed to SCI on a $42,000 cash bond. Young was committed to SCI on a $62,000 cash bond.

Doimeire Gray (19, Dover) was committed to SCI on a $34,000 secured bond on the following offenses:
-Possession of Firearm During Commission of Felony
-Receiving Stolen Property
-Conspiracy 2nd Degree

A 16-year-old Camden resident was also charged with the following offenses:
-Possession of Firearm During Commission of Felony
-Receiving Stolen Property
-Conspiracy 2nd Degree

Shooting on South New Street

Narrative:

The Dover Police Department is investigating a shooting that occurred on Saturday afternoon. Officers responded to the 100 Block of S. New Street for a report of shots fired at approximately 2:18 p.m. on January 22nd. Upon arrival, they located a 37-year-old male victim with a gunshot wound to the left leg. The victim was transported to Bayhealth Kent Campus an later transferred to Christiana Hospital for treatment of his injury. Detectives continue to investigate the case despite the victim being uncooperative, even denying he was shot when officers first contact him.

Robbery at Kent Liquor Mart

Narrative:

The Dover Police Department is investigating an armed robbery that occurred on Friday night at Kent Liquor Mart. A 23-year-old male employee advised that at approximately 9:56 p.m., three black male suspects entered the business wearing dark clothing, gloves, and masks. All three were armed with handguns and stole an undisclosed amount of cash and liquor bottles before fleeing on foot to a nearby vehicle. The employee was not physically injured during the incident.

Green Alert Cancelled

UPDATE: The Green Alert for Tony Bell has been cancelled. He was located by Middletown Police Department on January 19th, 2022.

Location: Bayhealth Kent Campus, 640 S. State Street, Dover, DE

Narrative:

The Dover Police Department has issued a Green Alert for a missing Newark man who left Bayhealth Kent Campus while there for treatment. Tony Bell (30) was last seen leaving Bayhealth Kent Campus on January 17th, 2022 at approximately 3:58 p.m. Bell was at the hospital for treatment of multiple conditions. Bell’s conditions and statements previously made concerning for his health and safety if not properly monitored and treated. Bell is a black male, 5’11”, 205 pounds, with black hair, and brown eyes. Bell was last seen wearing black sweatpants, black hooded sweatshirt, and no shoes when he left the hospital and was last seen walking westbound in the are of the 600 Block of South Governors Avenue and South Queen Street.

Dover Man Arrested on Gun and Drug Charges on Spruance Road

Narrative:

The Dover Police Department arrested a 65-year-old male on drug and firearms charges while assisting Delaware Probation and Parole with an administrative search on Tuesday afternoon. At approximately 1:17 p.m., officers assisted Delaware Probation and Parole with the search when it was learned that Herman Hicks was in possession of a firearm and drugs. Hicks is an active parolee. During the search of Hicks home in the 100 Block of Spruance Road, officers located a loaded handgun, 65 bags of heroin, an 5.9 grams of marijuana.

Hicks was committed to SCI on a $50,150 cash bond on the following offenses:
-Possession of Firearm/Ammo by Person Prohibited (3x)
-Possession of Heroin
-Possession of Marijuana

Teen Arrested with Handgun During Shoplifting Incident

Narrative:

The Dover Police Department arrested a 15-year-old male during a shoplifting investigation who was in possession of a handgun. Officers responded to Redner’s located at 25 Greentree Drive for a report of a shoplifting where a loss prevention employee had a 15-year-old male and a 13-year-old male in custody for attempting to steal from the store. When an arriving officer patted down the suspects, a handgun was located in the 15-year-old’s jacket pocket. Both suspects were arrested by Dover Police without incident.

The 15-year-old male was charged with the following offenses:
-Shoplifting Under $1,500
-Conspiracy 3rd Degree
-Carry Concealed Deadly Weapon
-Possession of Firearm by Person Prohibited (juvenile)

The 13-year-old male was charged with:
-Shoplifting Under $1,500
-Conspiracy 3rd Degree
