Narrative:

The following release is being sent on behalf of the Dover Police Department, City of Dover Fire Department, City of Dover Fire Marshals Office, and City of Dover Emergency Management

The Dover Police and Fire Departments along with the City of Dover Fire Marshals Office are investigating an early morning fire that occurred at a large, mixed-use building on the corner of Loockerman Street and South New Street.  The fire was reported at approximately 2:39 a.m. on Wednesday, March 16th.  Multiple agencies responded to assist, to include fire departments from the following regions: Dover, Leipsic, Little Creek, Camden-Wyoming, Magnolia, Dover Air Force Base, and Hartly.  The fire was declared under control at approximately 7:58 a.m.

At this time, one male victim was found deceased inside of the building and seven others transported to a nearby hospital, with the majority being evaluated and treated for minor injuries and/or smoke inhalation. 

The cause and origin of the fire have not been determined and remain under investigation.

Additional responding agencies include City of Dover Emergency Management, Kent County EMS, St. Francis EMS, and American Red Cross.

Those affected by the fire should contact the American Red Cross by calling 1-800-733-2767.

Loockerman Street from Queen Street to Governors Avenue is expected to remain closed for several hours, with several surrounding streets also affected by closures and detours.

UPDATE (SUBJECT LOCATED): Gold Alert Issued for 84-Year-Old Dementia Patient that Walked Away from Hospital

UPDATE: The Gold Alert for Raymond Marvel (84) has been cancelled. Marvel was located just after 5:30 p.m. and returned to the hospital to be monitored and continue treatment.

Narrative:

The Dover Police Department has issued a Gold Alert for an 84-year-old Dover man who walked away from Bayhealth Kent Campus on Monday afternoon. Raymond Marvel was reported missing at 3:20 p.m. on Monday after he walked away from Bayhealth Kent Campus while admitted for dementia. Marvel is a white male, 5’8″ and weighs 180 pounds with a bald head, and blue eyes. Marvel’s residence is located in the Little Creek area.

Maryland Fugitive Wanted for Murder Arrested in Dover

Narrative:

The Dover Police Department and U.S. Marshals First State Fugitive Task Force (assisted by USMS Capital Area Regional Task Force) arrested a murder suspect from Maryland on Saturday morning.  Information was obtained that Ryshon Kelly (23) was at the Relax Inn, located at 640 S. DuPont Highway in Dover on Saturday, March 12th, 2022.  At approximately 8:15 a.m., officers executed a search warrant at the hotel and took Kelly into custody without incident.  Kelly was committed to SCI pending his extradition to Maryland for multiple charges stemming from an October 2020 homicide in Dorchester County, Maryland.

Three Charged with Drug and Firearm Offenses

Narrative:

The Dover Police Department arrested three subjects on drug and firearms charges on Thursday afternoon as the result of an investigation into narcotics sales. During the investigation, detectives learned that Orlando Batson was selling heroin while on Level 4 probation. Based on information collected during the investigation, officers obtained a search warrant for Batson’s residence in the Unit Block of North Edgehill Avenue. Prior to the search warrant being executed, officers contacted Batson on a traffic stop with Lateesha Barber (28) being a passenger in the vehicle. Both subjects were taken into custody without incident. Barber was found to be in possession of 67 doses of MDMA, 11.8 grams of powder MDMA, and 9.0 grams of marijuana.

While officers continued to conduct surveillance on the residence at North Edgehill Avenue, they contacted Ryshon Goode (31) in a vehicle outside of the home. Goode was in possession of 25 doses of MDMA and also taken into custody without incident.

Officers then executed the search warrant on the residence and located 203 bags of heroin belonging to Batson and a loaded 9mm handgun belonging to Ryshon Goode.

Orlando Batson was committed to SCI on a $12,100 cash bond on the following charges: -Possession with Intent to Deliver Heroin -Possession of Heroin -Drug Paraphernalia -Delivery of Heroin -Violation of Probation

Lateesha Barber was committed to Baylor Women’s Correctional on a $8,100 secured bond on the following offenses: -Possession of Marijuana -Possession of MDMA (2x) -Possession with Intent to Deliver MDMA -Drug Paraphernalia

Ryshon Goode was committed to SCI on a $24,300 cash bond on the following charges: -Possession with Intent to Deliver MDMA -Possession of MDMA -Possession of a Firearm/Ammo by Person Prohibited (2x) -Possession of Firearm with Obliterated Serial Number -Drug Paraphernalia

UPDATE (Subject Located): Gold Alert Issued for 19-Year-Old Dover Man

Update: The Gold Alert for Christopher Evans has been cancelled after he was located.

Narrative:

The Dover Police Department has issued a Gold Alert for Christopher Evans (19). Evans was last seen leaving a residence in the Unit Block of Riverside Drive at approximately 12:07 p.m. on March 6th, 2022. Evans made statements to a family member that are cause for concern for his well-being. Evans was last seen wearing a black durag, gray sweatshirt, light blue jeans, and white and blue shoes. Evans is a black male, 6’1″ tall and approximately 170 pounds. He left in a black Nissan (unknown model or registration).
