Narrative: The Dover Police Department is investigating a residential burglary that occurred on Monday, October 31, in the 100 block of Old Forge Drive. At approximately 3:26 a.m., a 31-year-old female woke up to a tall slim build male, wearing all black standing in her bedroom doorway. The victim alerted her husband who called 911 and left the residence with his wife and children to wait for police. When Dover Police arrived, they checked the house for the suspect however they were unable to locate him. It was determined that the suspect removed a cell phone and two laptops from the residence before leaving.

There is no additional suspect information is available at this time.

Administrative Search Leads to Drug Dealing and Firearm Charges for Three

Narrative: The Dover Police Department has arrested Brice Hall(22), of Dover, DE, Vaughn Hall(19), of Dover, DE, and Richard Carter(30), of Felton, DE, for weapons and drug dealing charges following an administrative search on Wednesday evening. The investigation began at approximately 11:49 p.m., when Street Crimes Officers assisted Delaware Probation and Parole with an administrative search on a residence in the unit block of Stevenson Drive associated with the Hall brothers. Upon arrival, Brice, Vaughn, and Carter were contacted inside of the residence. As a result of the administrative search, officers located approximately 961.4 grams of marijuana and THC edibles, approximately 3 grams of crack cocaine, 15 bags of heroin, and a loaded 9mm Taurus G2c handgun. All three men were taken into custody without incident and transported to Dover Police where they were arraigned.

Brice Hall was committed to SCI on $53,550 cash bail on the following charges:
-Possession of a Firearm by a Prohibited Person(2x)
-Possession of Ammunition by a Prohibited Person
-Possession of a Firearm During the Commission of a Felony
-Possession with Intent to Deliver Marijuana
-Possession of a Controlled Substance(3x)
-Possession of Drug Paraphernalia
-Conspiracy Second Degree
-Violation of Probation

Vaughn Hall was committed to SCI on $32,350 cash bail on the following charges:
-Possession of a Firearm by a Prohibited Person(2x)

Dover Pair Arrested For Drug Dealing and Firearm Offenses Following Administrative Search

Narrative: The Dover Police Department has arrested Deshawn Watson(31), of Dover, DE, and Tadrienne Peck(30), of Dover, DE, for weapons and drug dealing charges following an administrative search on Tuesday evening. The investigation began at approximately 7:19 p.m., when Street Crimes Officers assisted Delaware Probation and Parole with an administrative search at an apartment in the 100 blocck of South New Street, belonging to Watson. Officers contacted Watson and Peck inside of the residence and they were taken into custody without incident. As a result of the administrative search, a Ruger 9mm handgun, that was reported stolen, and approximately 29 grams of crack cocaine were located. Watson and Peck were taken to Dover Police where they were arraigned.

Peck was released on $41,500 unsecured bail on the following charges:
-Possession of a Firearm by a Prohibited Person
-Possession with Intent to Deliver a Controlled Substance in a Tier 3 Quantity
-Possession of a Controlled Substance in a Tier 3 Quantity
-Receiving Stolen Firearm
-Conspiracy Second Degree

Watson was committed to SCI on $41,500 cash bail on the following charges:
-Possession of a Firearm by a Prohibited Person
-Possession with Intent to Deliver a Controlled Substance in a Tier 3 Quantity
-Possession of a Controlled Substance in a Tier 3 Quantity

DUI Leads to Firearm Arrest for Dover Man

Narrative: The Dover Police Department has arrested Joseph Freeman (31), of Dover, DE, for Driving a Vehicle under the influence of alcohol and weapons charges, following a traffic stop early Sunday morning. The investigation began at approximately 1:40 a.m. Sunday, when an officer on patrol noticed a white Mercedes in the left lane of North DuPont Highway and Whiteoak Road sitting at the light, when the light was green. Officers contacted the operator, identified as Freeman, who appeared to be sleeping in the driver’s seat. Based on the circumstances, Officers conducted standardized field sobriety tests with Freeman, and he was taken into custody without incident for driving a vehicle under the influence of alcohol. A search of the vehicle revealed a loaded Springfield XP-40 handdgun that was concealed in the center console.

Freeman was transported to Dover Police where he was arraigned and committed to SCI on $14,100 cash bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Carrying a Concealed Deadly Weapon
-Possession of a Firearm While Under the Influence
-Driving a Vehicle Under the Influence of Alcohol
-Failure to have insurance identification in possession
-Failure to have registration card

Dover Man Arrested on Weapons Charges Following Domestic Complaint

Narrative: The Dover Police Department has arrested Rayski Walters (33), of Dover, DE, on weapons charges following a domestic complaint. The investigation began Friday at approximately 9:07 a.m. when Dover Police received a call for a domestic dispute at an apartment in the 300 block of Broadstairs Place. Officers responded the apartment and it was determined that Walters had threatened the female victim. As a part of this investigation, officers obtained a search warrant for the apartment belonging to Walters. The search warrant resulted in officers locating a loaded .223 rifle and a .38 special revolver. Walters was taken into custody without incident. 

Walters was transported to Dover Police where he was arraigned and committed to SCI on $40,100 cash bail on the following charges:
-Possession of a Firearm by a Prohibited Person (2x)
-Possession of Ammunition by a Prohibited Person
-Menacing

Dover Police Investigate Fatal Bicycle Collision

Narrative: The Dover Police Department is investigating a fatal motor vehicle collision involving a bicycle that occurred Thursday afternoon. The investigation began at approximately 3:58 p.m., when Dover Police received a call for for a collision between a vehicle and a bicycle in the area of South DuPont Highway and Bay Road. Upon arrival, officers located the victim, Evalene Pyle (65), of Dover, DE, laying on the ground with serious injuries. Officers along with EMS and Paramedics began to provide medical aid to the victim until she was transported to Christiana Hospital via a Delaware State Police helicopter for further treatment. Pyle later died as a result of her injuries on October 21.

The ensuing investigation revealed that a 2020 Dodge Ram 1500 was traveling northbound on Bay Road in the right lane when Pyle entered the roadway on her bicycle traveling eastbound. The driver of the Dodge Ram was unable to stop in time to avoid the collision and the front of Pyle’s bicycle collided with the left rear of the Dodge Ram, causing Pyle to be ejected from the bicycle. Pyle was not wearing a helmet at the time of the collision.

UPDATE – Dover Man Arrested in Atlanta Georgia for September Simon Circle Shooting

**UPDATE 10/21/2022** – Syncere Friends, 23, of Dover, DE has been arrested in Atlanta, Georgia by the United States Marshals Southeast Regional Task Force for the September 5th shooting in Simon Circle that left a 19-year-old Dover woman injured. Through the investigation, Friends was developed as a suspect and Detectives obtained a warrant for his arrest. On October 20th at 6:00 a.m., members of the United States Marshals Southeast Regional Task Force contacted Friends at a residence in the 900 block of Washington Place SW Atlanta, GA. Friends was taken into custody without incident and is awaiting extradition to Delaware where he will be formally charged with the following:


-Assault First Degree
-Possession of a Firearm by a Prohibited Person
-Reckless Endangering
-Violation of Probation

Narrative:

The Dover Police Department is investigating a shooting that occurred early Monday morning that left a 19-year-old Dover woman injured. At 2:44 a.m., an officer on patrol in the area of Simon Circle and Hayes Circle reported hearing several shots fired. Officers responded to this location and located the victim, who had sustained a gun shot wound to her upper torso. Officers rendered aid to the victim until EMS arrived. The victim was then transported to Bayheath Kent Campus for further treatment. 

Through the ensuing investigation, it was determined that there had been a verbal argument between two male subjects in the 300 block of Simon Circle. During the argument, one of the subjects displayed a firearm and discharged it several times in the direction of the victim, causing her to sustain the injury to her upper torso.

Officers checked the area where this shooting occurred and located several spent shell casings.
