Dover Man Arrested for Home Improvement Fraud

Narrative: The Dover Police Department has arrested Stephen Kurtz,57, of Dover, for home improvement fraud following an investigation that began in early January. The investigation began when the victim, an 85 year old Dover woman, contacted Dover Police Detectives to report this incident. The victim’s house was damaged by a fire in 2022, and she needed the house to be renovated as a result. The victim entered into an agreement with Kurtz, and Kurtz Construction LLC in April of 2022 for the work to be completed. As of March 2023, the victim has paid Kurtz over $95,000 dollars, and the work that was said to have been completed, is not. Detectives obtained warrants for Kurtz and he was arrested on March 16, 2023. Kurtz was processed and arraigned at Dover Police.

Kurtz was released on his own recognizance on the following charge:
-Home Improvement Fraud over $1,500

Narrative: The Dover Police Department is investigating a shooting that occurred in the 400 block of Barrister Place between Friday, March 17, 2023, at 10:30 p.m. and Saturday, March 18, 2023, at 10:30 a.m. that left a home damaged. The investigation began when the resident of the home contacted Dover Police Saturday morning and advised their house had been damaged by gunfire. Investigation revealed that a bullet had been shot through the house sometime between Friday night and Saturday morning. The home was occupied at the time of the shooting, however there were no injuries reported.

This investigation is ongoing and anyone with information is asked to contact the Dover Police Department at (302) 736-7130. Callers may remain anonymous.
