Wilmington Man Arrested After Fleeing Police in Stolen Vehicle

Narrative: The Dover Police Department has arrested King Grasty, 19, of Wilmington, for possessing a stolen vehicle following a stop Saturday night. The investigation began when officers were notified of a stolen vehicle traveling in the area of North DuPont Highway and Scarborough Road. Officers responded to the area, and located the vehicle traveling southbound on the highway, turning on to College Road. Officers initiated a traffic stop on the vehicle in the 400 block of College Road at which time the vehicle fled toward Delaware State University’s campus. The vehicle stopped in the area of DSU and three occupants exited the vehicle, running from officers. Officers were able to take the driver, Grasty, into custody after a foot pursuit. Officers located 3.2 grams of crack cocaine on Grasty following a search. Officers also located a 9mm handgun in the path where the other two occupants fled. Grasty was transported to Dover Police Department where he was processed and arraigned.

Grasty was released on $4,350, unsecured bond on the following charges:
-Receiving Stolen Property
-Disregarding a Police Officer Signal
-Resisting Arrest
-Possession of a Controlled Substance

Dover Pair Arrested On Drug Dealing Charges Following Traffic Stop Sunday Night

Narrative: The Dover Police Department has arrested Donald Demby, 46, and William Bessicks, 37, both of Dover, on drug dealing charges following a traffic stop Sunday night. The investigation began at 8:39 p.m., when a patrol officer stopped a vehicle in the area of South new Street and West Loockerman Street after the vehicle committed a traffic violation. The Officer approached the vehicle and smelled burnt marijuana coming from inside. The driver, Bessicks and the passenger, Demby, were detained while officers conducted a search of the vehicle. While searching, officers located a Glock 22 handgun, 71 grams of MDMA, 32 grams of marijuana, 5 grams of cocaine, and a large amount of money. Both suspects were transported to Dover Police where they were processed and arraigned.

Demby was committed to SCI on $79,100 cash bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Possession with Intent To Deliver a Controlled Substance in a Tier 3 Quantity
-Possession of a Firearm by a Person Prohibited(2x)
-Possession with the Intent to Deliver a Controlled Substance
-Carrying a Concealed Deadly Weapon
-Possession of a Controlled Substance in a Tier 1 Quantity
-Conspiracy Second Degree
-Possession of Drug Paraphernalia

Bessicks was committed to SCI on  $60,202 secured bail on the following charges:

-Possession of a Firearm During the Commission of a Felony
-Possession of a Controlled Substance in a Tier 3 Quantity
-Possession of a Firearm by a Person Prohibited
-Carrying a Concealed Deadly Weapon
-Possession of Marijuana Other Than Personal Use Quantity
-Conspiracy Second Degree
-Possession of Drug Paraphernalia
-Traffic Offenses

Public Comments Welcome Regarding Edward Byrne Memorial Justice Assistance Grant

On June 30th, the US Department of Justice, Bureau of Justice Assistance, released the approved funding allocations for the annual formula based Edward Byrne Memorial Justice Assistance Grant (JAG) Program for the FY23 Local Solicitation.  The Dover Police Department was listed as a disparate entity along with the Smyrna Police Department and Kent County, Delaware.  The total amount awarded this year is $85,945.

As a result, the Dover Police Department, Smyrna Police Department and Kent County will submit a joint application for the funds.  Kent County does not qualify for direct funding because they are not involved with providing criminal justice services, so the whole amount will be available for use by the Dover and Smyrna Police Departments. 

Following is a breakout of the funding and how each agency will use their portion:

UPDATE (Suspect Arrested) Road Rage Robbery

**UPDATE** During the course of the investigtion into the road rage robbery incident, Detectives were able to positively identify Chanade Dohman, 34, of Dover, as the white female supect described in the original release. (see below) On Friday, August 18th, 2023, Dohman was taken into custody without incident. Dohman was processed and arraigned at Dover Police Department.

Dohman was committed to BWCI on $112,500 cash bail on the following charges:
-Robbery First Degree
-Possession of a Deadly Weapon During the Commission of a Felony
-Conspiracy Second Degree
-Assault Third Degree
-Terroristic Threatening
-Criminal Mischief Under $1,000

Narrative:

The Dover Police Department is investigating a robbery that occurred Saturday night following a road rage incident. The investigation began when Dover Police Department was called for the report of a Robbery that had occurred at Wawa. Officers responded and contacted the victims who advised that they were driving eastbound on Forrest Avenue when they pulled in to a parking lot. The victims were approached by a male with a bat who believed he was cut off by the victim. The male then shattered the passenger side window the vehicle, causing the passenger to sustain minor injuries. Two female suspects then approached the vehicle and ordered the driver out of the car and demanded he turn over money. The victim did not initially comply, however he was forced to go to the ATM at Wawa and withdraw an undisclosed amount of money, ultimately turning it over to one of the female suspects. The suspects then fled in a black Ford F-150 that was located in the Wawa parking lot. (See photos below)

Dover Man Arrested On Drug Charges Following Search Warrant

Narrative: The Dover Police Department has arrested Jermaine Boyd, 32, of Dover, on drug charges, following a search warrant Monday morning. The Dover Police Department’s Drugs, Vice and Organized Crime unit had been conducting a drug investigation involving Boyd and a residence in the 100 block of Revolutionary Boulevard. Detectives obtained a search warrant for the residence and on Monday morning, they conducted a search of the property. Boyd was taken into custody without incident. During the search, Officers located 19.9 grams of fentanyl, ammunition, 2,189 MDMA pills, packaging material, and $4,545. 

Boyd was transported to Dover Police Department where he was processed and arraigned.

Boyd was committed to SCI on $250,500 cash bail on the following charges:
-Possession of Fentanyl in a Tier 3 Quantity
-Possession with Intent to Deliver Fentanyl in a Tier 3 Quantity
-Possession of MDMA in a Tier 3 Quantity
-Possession with Intent to Deliver Fentanyl in a Tier 3 Quantity
-Possession of Ammunition by a Person Prohibited
-Possession of Drug Paraphernalia.

Barlow is described as a black male, 6’2″, 145 pounds, with brown hair and brown eyes. Barlow was last seen in the area of Bayhealth Kent Campus on 8/16/23 at 8:00 p.m.. It is unknown what he was wearing at the time. Attempts to contact him have been negative.

Two Homes Shot on Forrest Avenue

Narrative:

The Dover Police Department is investigating a shooting that resulted in two homes being struck on Forrest Avenue. The investigation began when Officers were called to a home in the 1300 block of Forrest Avenue for a criminal mischief complaint. Officers responded and it was determined that the house had been struck by gunfire. While on scene, another victim in the 1300 block of Forrest Avenue advised that their home and property had been struck by gunfire as well. Based on information obtained by Detectives, it is believed that this incident occurred overnight Monday into early Tuesday morning, however there are no leads at this time.

Both homes were occupied at the time of the shootings and no injuries were reported.
