Arrest Made In Willis Road Shooting

**UPDATE** The Dover Police Department has arrested Rayquian Horsey, 23, of Dover, for his involvement in the shooting on Willis Road that occurred on September 20th. During the investigation, Horsey was developed as a suspect and a warrant was obtained for his arrest. On Tuesday, September 26th, 2023, Horsey was taken into custody without incident. Horsey was transported to Dover Police Department where he was processed and arraigned.

Horsey was committed to SCI on $22,000 secured bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Conspiracy Second Degree

Narrative: The Dover Police Department is investigating a shooting that occurred on Willis Road. The investigation began at 12:21 a.m. on Wednesday when Dover Police received a call for a house that had been damaged by gunfire in the unit block of Willis Road. Officers responded and observed damage on the residence consistent with being shot by gunfire. Investigation revealed that several homes were shot in the area as a result of a shooting and it was determined that this incident occurred between 6:50 p.m. and 7:30 p.m. Tuesday evening. No injures were reported.

Two Men Arrested On Drug and Firearm Charges

Narrative: The Dover Police Department has arrested Dominique Melton, 28, of Wilmington, and John Wyatte, 23, of Dover, on drug and firearm charges following a traffic stop Monday evening. At 9:46 p.m., the Street Crimes Unit and Drugs, Vice and Organized Crime Unit were conducting a firearm investigation involving Melton. Officers conducted a stop on a vehicle in the area of Whatcoat Apartments that Melton was driving and Wyatte was the passenger. Both Melton and Wyatte were taken into custody without incident and a search of the vehicle was conducted. Officers located a Polumer 80 9mm handgun, 13 grams of crack cocaine, 47 pills of ecstacy, .371 grams of heroin, 43.6 grams of marijuana and $336. Both suspects were transported to Dover Police Department where they were processed and arraigned.

Melton was committed to SCI on $54,200 cash bail on the following charges:
-Possession of a Firearm During the Commission of a Felony
-Possession of a Firearm by a Person Prohibited
-Carrying a Concealed Deadly Weapon
-Possession of Crack Cocaine in a Tier 2 Quantity
-Possession with Intent to Deliver Crack Cocaine in a Tier 2 Quantity
-Possession with Intent to Deliver Heroin
-Possession of a Controlled Substance
-Possession of Drug Paraphernalia
-Violation of Probation

Wyatte was committed to SCI on $17,200 secured bail on the following charges:
-Possession with Intent to Deliver Ecstasy in a Tier 2 Quantity
-Possession of Ecstacy in a Tier 2 Quantity
-Possession of a Controlled Substance
-Possession with Intent to Deliver Heroin
-Possession of Drug Paraphernalia
