Narrative: The Dover Police Department is investigating a shooting that injured a 34-year-old Dover man on Tuesday night. Officers responded to the 400 Block of East Water Street at approximately 7:04 p.m. after receiving several calls for shots fired in the area. As officers arrived they located the male victim with multiple gunshot wounds to his torso and lower body. The victim was transported to a local hospital where he underwent surgery and is now stable, but in critical condition. Officers also located multiple shell casings at the scene of the incident.
This investigation is ongoing and anyone with information is asked to contact the Dover Police Department at (302) 736-7123. Callers may remain anonymous. The Dover Police Department is investigating a fatal pedestrian collision that occurred on Tuesday evening. Officers responded to the area of North DuPont Highway, just north of Leipsic Road for a report of a female pedestrian being struck by a vehicle. The 29-year-old female was pronounced deceased at the scene of the crash. Initial findings show that the female pedestrian was crossing North DuPont Highway from the parking lot of Raceway Liquors. The pedestrian was not in a crosswalk and was wearing dark clothing. As the pedestrian was crossing westbound, a 2004 Nissan Titan pickup truck was traveling northbound on North DuPont Highway in the left most lane. The truck, operated by a 17-year-old male, struck the pedestrian in the travel lane. The driver of the truck continued northbound for a brief period before pulling into a parking lot to call his parents and being contacted by responding officers.
At this time, no charges have been filed, but the incident remains under investigation.

Narrative: The Dover Police Department is investigating a carjacking that led to a vehicle pursuit and a serious motor vehicle collision early Thursday morning. The investigation began at 8:09 p.m. on Wednesday, when the Dover Police Department was notified of an armed carjacking that had occurred at the Wendy’s/Exxon located at 1710 North DuPont Highway Dover, DE. Officers responded and made contact with the victim, who advised that as he was returning to his car he was approached by two black males, wearing masks, and one of them was armed with a handgun. The suspects demanded the victim turn over his keys and he complied. The suspects then left in his vehicle, a 2013 Honda Accord, onto North DuPont Highway.
At approximately 2:28 a.m., officers on patrol observed the stolen vehicle in the area of North DuPont Highway and College Road. Officers tried to stop the vehicle however it drove away at a high rate of speed. Officers pursued the vehicle which took them to the intersection of North DuPont Highway and Route 42. The suspects were traveling eastbound on Route 42 approaching North DuPont Highway and failed to stop at the red light, causing it to hit the driver’s side of a 2020 Nissan Rogue that was traveling northbound on the highway.
Both drivers were entrapped in their respective vehicles and had to be removed by first responders.
The driver of the stolen Honda Accord, a 19-year-old from Camden, DE, and the driver of the Nissan, a 53-year-old female from Hartly, DE were airlifted to a New Castle County Hospital for their injuries.
A passenger of the Honda, an 18-year-old from New York City, NY, was transported to an area hospital.
All individuals are still admitted to the hospital receiving treatment for their injuries and are in serious condition.
A stolen firearm was located in the suspects’ vehicle following a search.
Dover Police Detectives are still working to determine if this incident is related to the armed robbery that occurred at Wawa on Tuesday. (Click here for details).
The Dover Police Department is not releasing the names of the suspects until they are formally charged. A separate release will be published at that time.
**UPDATE** As of 1:05 p.m. on November 13th, the victim’s vehicle has been recovered and is no longer missing. **

Narrative: The Dover Police Department has arrested Cameron Gibbs, 18, of Dover, for a robbery that occurred Tuesday evening in the Wawa parking lot. The investigation began at 5:11 p.m., when Dover Police was called to the business for the report of a robbery. Officers responded and made contact with the victim. The ensuing investigation revealed that the victim was getting gas and was approached by three black males. One of the suspects displayed a firearm and demanded the victim turn over the keys to his vehicle. The victim complied and all three suspects fled in the vehicle.
The description of the suspects was relayed to working patrol officers and at approximately 2:30 a.m. on November 13th, Officers from “A” Platoon observed two of the three suspects in the area of Capital Green walking on foot. Officers contacted the suspects and identified them as Gibbs and a 17-year-old male of Dover. Gibbs was taken into custody after a brief struggle. The 17-year-old male fled on foot while Gibbs was struggling with Officers and has not been located.
Gibbs was found in possession of a .38 Caliber revolver and property belonging to the victim.
The vehicle has not been recovered and is described as a Gray, 2018 Toyota Rav 4 with Delaware Registration PC803720.
Gibbs was transported to Dover Police Department where he was processed and arraigned.
Gibbs was committed to SCI on $90,000 secured bail on the following charges: -Robbery in the First Degree -Possession of a Firearm During the Commission of a Felony -Carrying a Concealed Deadly Weapon -Wearing a Disguise During the Commission of a Felony -Conspiracy Second Degree -Resisting Arrest
The Dover Police Department has arrested James Paz, 62, of Dover, following the conclusion of a joint investigation. This investigation began when Detectives were made aware of illegal drug dealing and prostitution occurring at a residence associated with Paz in the unit block of South State Street.
The Dover Police Departmentโs Drugs, Vice and Organized Crime Unit (DVOC), the Delaware State Police Human Trafficking Unit, and the FBI Delaware Violent Crimes and Safe Streets Task Force (DVCSSTF) collaborated and began a several months long investigation into these acts.
On Wednesday, November 6, 2024, Dover Police Department, Delaware State Police and members of the FBI DVCSSTF executed a search warrant on the residence in the unit block of South State Street and Paz was taken into custody without incident. A search of the residences resulted in Detectives locating paraphernalia related to heroin and crack cocaine packaging/use and 13 bags of heroin.
Paz was transported to Dover Police Department where he was processed and arraigned.
Paz was committed to SCI on the following charges and bail amounts.
Dover Police Department – $3,400 unsecured bail on the following charges: -Maintaining a Drug Property -Possession of Heroin -Possession of Drug Paraphernalia
Delaware State Police – $80,000 cash bail on the following charges: -Human Trafficking โ Sexual Servitude (2x) -Trafficking an Individual (2x)
Paz is presumed innocent until proven guilty.

This initiative will focus on important issues affecting the quality of life in the city. Special attention will be paid to connecting individuals experiencing mental health and substance use issues with essential support, reducing homelessness through targeted outreach, and ensuring the safety of Doverโs public spaces. Supported by other team members in cooperating City Departments and our partner agencies, the DPD seeks to reduce lewd, disorderly, and destructive behaviors. It also seeks to create an improved environment for all community members to encourage the growth of Dover as a safe and vibrant city.
