Dover Police Joins DE Dept. of Highway Safety Click It or Ticket Campaign

The Dover Police Department has once again partnered up with the Delaware Office of Highway Safety for the Click It or Ticket Seat Belt Campaign.  The Click It or Ticket campaign will be in full effect with statewide overtime seat belt enforcement starting Monday, May 12th through 26th. Enforcement includes seat belt checkpoints in Dover 30 saturation patrols to be conducted day & night by by the Dover Police Department. Much of the enforcement will occur in the afternoons and evenings when the majority of unrestrained injuries and fatal crashes occur.

Delaware’s seat belt use rate is 92% compared to the national use rate of 86%. At this time last year 50% of the 14 fatal vehicle occupants in Delaware were not wearing seat belts compared to currently 42% of 31 fatal vehicle occupants.

Delaware law requires drivers and all passengers, including those in the back seat, to wear a seat belt. An officer can pull over a driver if he sees any person in the vehicle not wearing a seat belt, even if there is no other violation. Officers will be issuing citations for seat belt violations as part of a zero tolerance policy. The ticket, which goes to the driver no matter who is unbuckled in the vehicle, totals $83.50.

“As we kick-off the busy summer driving season it’s important that everyone buckles up every time they go out, both day and night – no excuses,” said Jana Simpler, Director for the Office of Highway Safety. “Delaware law enforcement officers are prepared to ticket anyone who is not wearing their seat belt – Click It or Ticket.”

 

Arrest Made in White Oak Park Robbery 5-12-2014

Update:   On Saturday 5-10-14 suspect Robert T. Hawkes was arrested for the armed robbery in White Oak Park after turning himself in at the Wilmington Police Department. Hawkes was arraigned at JP#7 and committed to James T. Vaughn Correctional Center in default of $41,000.00 secured bond.

Location:  White Oak Park, 1210 White Oak Road, Dover, DE

Narrative:
The Dover Police Department is investigating an afternoon robbery of a man in the White Oak Park, located at 1210 White Oak Road.  At approximately 3:10 PM the victim met with Suspect-Robert Hawkes (23) in White Oak park to sell an XBOX item for $250.00.  When the victim arrived, he was approached by Hawkes and another male subject.  The unknown suspect pointed a handgun while Hawkes went through the victim’s pockets, stealing cash (undisclosed amount), a cell phone, and other personal items.  The unknown male suspect is described as a dark skinned black male, 5’6″-5’8″ and 180-195 pounds.  Robert Hawkes currently has a warrant for his arrest.  The charges are shown in the below photo of Hawkes.

Purse Snatching on Webbs Lane 5-12-2014

Incident #: 50-14-11777       Date/Time: Sunday May 11, 2014  6:50PM

Location: 400 Block of Webbs Lane Dover, DE

Narrative:
The Dover Police Department is investigating an early evening purse snatching that occurred in the 400 block of Webbs Lane on Sunday, May 11th.  At approximately 6:50PM, a 44 year old female victim was walking in the area of the 400 Block of Webbs lane, when an unknown black male suspect grabbed the victims purse.  The force used by the suspect, caused the bag to tear and the victims wallet to fall to the ground.  The suspect then picked up the wallet and fled east on Webbs Lane.  The suspect is described as a black male, 6’0″, 140-150 pounds, with a bright orange t-shirt and dark shorts.  The suspect was also accompanied by an unknown black male who was waiting for the suspect, east of the robbery location.  There was no injury to the victim.

Burglary at Capitol Diner

Incident #: 50-14-11735         Date/Time:  Between Saturday May 10, 2014 2220 hours and Sunday May 11, 2014 0645 hours

Location: 913 S Dupont Hwy Dover, DE

Narrative:

Between Saturday May 10, 2014 and Sunday May 11, 2014 an unknown suspect forced entry into the Capitol Diner through the rear door. Once inside the suspect removed the till from the cash register which contained an undisclosed amount of money. Suspect fled the business into an unknown direction. Fight at Dover Downs Casino Leads to Numerous Arrests

Incident #: 50-14-11723         Date/Time:Saturday May 11, 2014  0220 hours

Location: Dover Downs Hotel and Casino 1131 N. Dupont Hwy Dover, DE

Narrative:  While officers were patrolling Dover Downs Casino a large crowd was observed in the parking lot. A fight broke out between defendant Dorsey Davis and Defendant Daheem Gadson. When officers attempted to separate them a police officer was struck in the face by defendant Davis. Davis then fled from police on foot. After a brief foot pursuit defendant Dorsey Davis was taken into custody without incident.  Defendant Jazmine Johnson and Defendant Kadeem Harris were also arrested for disorderly conduct when they refused to disperse the area. Defendants Harris, Gadson, and Johnson were processed and then released from JP#7. Defendant Dorsey Davis was committed to James T. Vaughn Correctional Center in default of $8,500.00 secured bond

Dover Safe Streets Officers Arrest Man Who Previously Fled From Police 5-9-14

Incident #: 50-14-11507         Date/Time: Thursday, May 8th at 7:30PM

Narrative:
On Thursday, May 8th at approximately 7:30PM, officers from the Dover Police Department’s Safe Streets Unit observed David Thompson (25) operating a Suzuki Motorcycle in the Dover area.  Thompson had fled from a Dover motorcycle officer during a traffic stop earlier in the week.  Officers followed Thompson in an attempt to find a location to conduct a traffic stop as Thompson traveled throughout the town in a reckless manner.  After committing 23 traffic violations, the officers were able to stop Thompson.  Thompson was in possession of a small amount of marijuana upon his arrest.  Thompson will have more charges forthcoming as a result of his fleeing from the Dover motorcycle officer earlier in the week.

Dover Police Seek Domestic Violence Suspect 5-9-2014

Incident #: 50-14-11164         Date/Time: Monday, May 5, 2014

Narrative:
The Dover Police and the Delaware Department of Justice are seeking a Dover man after failing to appear at his May 6th Superior Court date on domestic burglary/violence charges from an incident in December of 2013.  King is now also wanted on new charges of Tampering with a Witness and Noncompliance with Conditions of Bond after he contacted the victim from the December incident at her new residence and tried to persuade the victim not to appear at his May 6th court date.  The victim and her family are safe in an undisclosed location at this time.  King has a history of prior assault, drug, and weapons charges.  Anyone with information is asked to contact the Dover Police Department at (302)736-7111. The Dover Police Department is seeking the public’s help to locate Stanley King (DOB: 12-13-1979).  King is wanted for 2nd Degree Burglary and 6 other charges related to a December 20th incident, in which King broke into an apartment and offensively touched a resident inside, in front of her children at Pine Grove apartments.  The incident took place at approximately 10:30AM on December 20th.
