The Dover Police Department, along with the Delaware Chapter of NOBLE (National Organization Of Black Law Enforcement Executives) will hold an open community forum to address relations between the police and the community. The purpose of the forum is to foster dialogue and challenge those who attend to create solutions to a variety of issues in various communities and develop ways to improve the relationship between police and the public they serve.
The forum is scheduled to take place on Thursday, September 27th, 2018 from 6:00PM-8:00PM at the Whatcoat United Methodist Church, located at 341 Saulsbury Road, Dover, DE 19904 and is open to the general public.

Narrative:
The Dover Police Department is investigating a shooting that left two people with non-life threatening injuries on Saturday morning. At approximately 2:22AM, officers responded to the Unit Block of Nicholas Drive for a report of shots fired. Officers learned that there was a large party at the residence and a large fight broke out in the front yard of the home. During that time, an unknown black male suspect fired multiple rounds into the crowd. A 20-year-old female victim and male victim were struck in the back and transported to Bayhealth Kent General Hospital for treatment for their injuries.

Narrative:
The Dover Police Department is investigating a commercial burglary that occurred at Scotton’s Auto Service. The incident occurred sometime between September 1st and September 4th, 2018 when an unknown suspect made entry into the business by breaking a glass window to the business. Once inside, the suspect stole a tool before fleeing.

Rodney West, the suspect in the shooting death of Derrick Combs on August 28th, was extradited to Delaware on September 4th, 2018 by the US Marshal’s. West was formally charged with Murder 1st Degree, Possession of a Firearm During Commission of Felony, and Possession of a Firearm in a Safe School Zone. West was committed to JTVCC in default of $700,000 cash bond. The investigation remains ongoing and the Dover Police Department will not be releasing any further details at this time.
Update: The Dover Police Department is announcing the arrest of Rodney West (53) in connection with the shooting death of Derrick Combs that occurred on Tuesday night on the property of Towne Point Elementary School. West was an employee with the Capital School District. West was arrested by the US Marshal’s in Montgomery County, Maryland and is currently being held pending extradition to Delaware.
Combs is currently being held on the following charges:
-Murder 1st Degree
-Possession of a Firearm During Commission of Felony
-Possession of Firearm Safe School Zone
The investigation into this incident is still ongoing.

The Dover Police Department is investigating the shooting death of a 39-year-old man on Tuesday night. At approximately 9:58PM on August 28th, officers responded to Towne Point Elementary School for a report of shots fired with a subject lying on the ground. Upon arrival officers located Derrick Combs who had suffered multiple gunshot wounds and was deceased.
During the preliminary investigation, detectives have learned enough information to believe this was not a random act and there is no threat to Towne Point Elementary and have identified a person of interest. There were no students at the school at the time of the incident.

Narrative:
The Dover Police Department is investigating a fatal pedestrian accident that occurred on Tuesday morning. At approximately 10:52AM, Rae Short (63), stepped onto Walker Road on the south side of the roadway, trying to cross to the north side. A Buick LeSabre was traveling eastbound on Walker Road at the same time and struck Short with the passenger side mirror, causing Short to fall to the ground. When emergency personnel arrived on scene, Short was alert but complaining of head pain and an abrasion to her knee. Short was transported to Bayhealth Kent General Hospital where it was learned she suffered a broken neck and later succumbed to her injuries.
Charges are not being sought against the driver of the Buick LeSabre.
