Traffic Stop Leads to Arrests for Counterfeit Drugs and Gun Possession 3-4-16

Narrative:

Two men were arrested on a variety of charges following a traffic stop on Thursday evening.  At approximately 7:09PM, officers stopped a vehicle in the parking lot of the Urban Furniture Outlet and contacted Andre Owens (41) and Jason Westley (38) inside the vehicle and noticed Owens trying to conceal a large bag of suspected crack cocaine.  Officers removed both subjects from the vehicle and located 57.6 grams of counterfeit crack cocaine, packaged for resale.  Officers also located a loaded 9mm Glock 43 handgun in Westley’s waistband.  Further investigation revealed that the handgun was reported stolen in January of 2016.    Both men were arrested without incident.

Several Businesses Burglarized at Treadway Towers 2-27-16

Date/Time:   Friday, February 26th, 2016 between 9:00PM and 10:10PM

Location:  Multiple Businesses Inside of Treadway Towers (9 E. Loockerman St.)

Narrative:

The Dover Police Department is investigating a series of burglaries that occurred inside the Treadway Towers Complex at 9 East Loockerman Street.  The incident occurred on Friday night between 9:00PM and 10:10PM.  The suspect attempted to enter through a back fire escape, but failed.  Instead, the suspect made entry through the main doors.  Once inside the building, the suspect forced his way into multiple offices, including:
Advantage Travel
Delaware Grange Mutual Insurance Company
Tranquil Spirit and Spa
Greater Dover Boys and Girls Club

Approximately $400 damage was caused to two of the doors.  The suspect was also captured on video surveillance and is pictured below.

Residential Burglary Fiddlers Green 2-26-16

Location:  300 Block of Fiddler’s Green, Dover, DE

Narrative:

The Dover Police Department is investigating a residential burglary in the 300 Block of Fiddler’s Green.  The burglary occurred between 9:00PM on Wednesday, February 24th and 1:17PM on Thursday, February 25th.  During the burglary, the suspect(s) entered the residence through a window.  Once inside, they removed cash and the victims debit card.  The card was later used at a local convenience store.

Probation Search Leads to Drug Arrest 2-24-16

Narrative:

A Dover man was arrested on drug charges this morning during an administrative search by Safe Streets Probation and Parole Officers with assistance from the Dover Police Street Crimes Unit.  At 10:39AM, officers conducted a search at Elgin Carrington’s residence in the 200 Block of Simon Circle.  During the search, officers discovered 9.5 grams of crack cocaine in three separate bags packaged for sale.  Carrington  was taken  into custody without incident and charged with the following crimes:
-Possession With Intent to Deliver a Controlled Substance
-Possession of Controlled Substance (Tier 1 Qty)
-Possession of Drug Paraphernalia

Resignation of Cpl. Thomas Webster 2-23-16

FOR IMMEDIATE RELEASE

<Dover, DE> In accordance with a negotiated separation from employment, former Dover Police Cpl. Thomas Webster IV submitted his resignation from the Dover Police Department, and the resignation was accepted on February 23, 2016.

Cpl. Webster was found not guilty by a 12 member jury on December 8, 2015 on a charge of felony assault resulting from an arrest that occurred in August 2013 while Cpl. Webster was on duty.

Following his acquittal, the City and then Cpl. Webster entered into discussions concerning the continued employment of Cpl. Webster.    Those discussions resulted in an amicable end to Cpl. Webster’s employment relationship with the City, and he submitted his voluntary resignation to the Dover Police Department.  While the resignation was immediately accepted such that former officer Webster is no longer a Dover Police Officer, his official date of separation from service will be June 30, 2016.

Man Shot Multiple Times, Two Suspects Sought 2-22-16

Narrative:

A 26-year-old male is hospitalized in stable condition after a shooting on Sunday evening.  At approximately 6:47PM, the victim was in the area of West Reed and Kirkwood Streets when two male suspects in a dark (blue or black) sedan fired multiple shots at the victim.  The victim was struck multiple times as a result.  An occupied home near the incident was also struck, however none of the occupants was injured.

Store Clerk Arrested for Firing Gun After Argument with Customer 2-20-16

Narrative:

The Dover Police Department arrested a store clerk after he fired a handgun following an argument with a customer.At approximately 8:55AM, a 39-year-old male entered the Fulton Deli.  While inside, the victim and the clerk (Mahyoub Ali, 58), were involved in an argument over spilled coffee.  The victim left the store but was followed by Ali.  Once the victim and Ali were outdoors, Ali fired one shot into the air, near the victim.  Ali was arrested without incident and charged with:
-Reckless Endangering
-Aggravated Menacing
-Possession of a Firearm During Commission of a Felony

Ali’s mugshot and bond information was not available at the time of release.
