Dover Police Graduate Three from Delaware State Police Academy 2-9-2015

The Dover Police Department is proud to announce the graduation of three recruits from the Delaware State Police Academy after completing six months of training.  The new officers, who were officially sworn in by Dover Mayor Robin Christiansen on Monday, will begin in-house(Phase II) training at the Dover Police Department.  The secondary training is designed to teach the new officers policies and procedures specific to the City of Dover Police Department.  Upon completion, the new officers will begin a 10-week Field Training program where each will work with experienced officers during that time.  Once each officer has satisfied their respective training requirements, they will be released to their designated patrol units.

Dover Man Arrested on Heroin Charges

Location: Saulsbury Road North of Forrest Ave, Dover, DE

Narrative: 

On Thursday February 5, 2015 at 8:26 pm officers from the City of Dover Police Drugs, Vice, and Organized Crime Unit/ Operation Safe Streets Unit  conducted a traffic stop on Saulsbury Road north of Forrest Ave in Dover, DE. Officers contacted all occupants of the vehicle and located 78 bags of heroin in the pocket of defendant Marshall L. Rivers 3rd (30). Rivers was arrested at the Dover Police Department and arraigned at JP#7. Rivers was committed to James T. Vaughn Correctional Center in Smyrna in default of $15,500.00 secured bond and an additional $5,000.00 cash bond.

Assault and Shots Fired at local Dover Night Club

Narrative:

On Sunday February 8, 2015 the Dover Police Department responded to the Bubba’s night club for a large crowd gathering as the club was closing.  While officers were on scene they heard several gun shots fired in the parking lot.  Officers immediately responded to the area where they heard the gun shots and located numerous spent shell casings. Witnesses at the scene told the officers that Naquan Ingram and Agmere Matthews got into a verbal altercation with the male victim inside of Bubba’s night club that eventually led outside.  Once outside Matthews, Ingram and several others not identified at this time assaulted the male victim, who was eventually able to get away and got into his car.  After the victim and his girlfriend got into their car Ingram and Matthews, who were in possession of handguns, shot at the victims several times.  Officers located the victims and their vehicle, which had numerous bullet holes in it. However, neither part inside of the car was struck by any rounds that were fired.  The male victim was taken to Kent General Hospital where he was treated for minor injuries and released.

While at the scene officers were able to obtain a description of the vehicle that Ingram and Matthews fled in.  Later in the morning officers located the suspect vehicle and stopped it in the area of Capital Green and contacted Ingram inside.  Officers searched the vehicle and found a .40 caliber handgun that had been stolen from Salisbury, MD.

Naquan Ingram was arrested and committed to the James T. Vaughn Correctional Center in default of a $29,100.00 cash bond.  Agmere Matthews is currently wanted by the Dover Police Department for crimes relating to this incident.  The investigation is still ongoing and anyone with information is asked to contact the Dover Police Department at (302)736-7111.  Callers may remain anonymous.  Tips can also be submitted to law enforcement through tip lines maintained by Delaware Crime Stoppers at 1-800-TIP-3333 or on-line at www.tipsubmit.com.

Weekly Shoplifter Arrests 1/29/15-2/5/15

The Dover Police Department responded to 15 shoplifting calls between Noon on January 29th and Noon on February 5th.  Of those 15 shoplifting complaints, two were unfounded,  5 are still under investigation, and arrests were made/warrants obtained in 8 cases. A total of 8 adults were arrested or are wanted for shoplifting during this period, with one adult being caught twice (Kenneth Luke-Kohl’s x2).

Man Arrested for Crack Cocaine Possession 2-5-15

Complaint#:  50-15-3051     Date/Time:  Wednesday, February 4, 2015 at 7:28PM

Location: Minima Street, north of West North Street, Dover, DE

Narrative:
Officers from the Dover Police Department’s Drugs, Vice, and Organized Crime Unit and Safe Streets Unit arrested a Dover man in possession of 13.5 grams of crack cocaine.  Officers contacted Ronald L. Parker (56) in his vehicle in the area of Minima Street and West North Street in Dover.  During the investigation, Parker refused to comply with officers commands, and resisted arrest.  After a brief struggle with officers, Parker was successfully taken into custody.  Parker was found to be in possession of 13.5 grams of crack cocaine and $905 cash.  Parker was committed to James T. Vaughn Correctional Center on $66,000 secured bond.  He was charged with the following crimes:

-Possession with Intent to Deliver a Controlled Substance
-Possession of a Controlled Substance (Tier 2 Quantity w/ agg. factor)
-Possession of Drug Paraphernalia
-Resisting Arrest

Suspect Shook His Infant Child Several Times Causing Injury

Complaint#:  50-15-2919     Date/Time:  Tuesday, February 3, 2015 1635 Hours

Location: 600 block of Ross Street,  Dover, DE

Narrative:

On Tuesday February 3, 2015 1635 hours Detectives of the City of Dover Police Department Criminal Investigation Unit responded to Bay Health Hospital located at 640 S. State Street in Dover, Delaware for a child abuse investigation. Detectives quickly realized the suspect Brendon P. Smith (26) shook his two month old infant son causing injury. Smith admitted to becoming frustrated because the infant would not stop crying, so he shook his child several times over the course of a two month period, causing severe head injury to the child. The two month old infant had multiple hemorrhaging to the brain and was immediately flown by helicopter to A. I. DuPont Children’s Hospital for treatment. The infant child is listed in stable condition at this time pending further testing. Defendant Brendon P. Smith was arrested on numerous charges and then arraigned at JP#7. Defendant Smith was committed to James T. Vaughn Correctional Center in default of $305,000.00 bail.
