Narrative: Rasoul Hanner, a Tier 2 Registered Sex Offender, registered that he was living at the Dover Interfaith Mission located at 684 Forest Street, Dover, DE 19904. On January 28, 2014, the Dover Police Sex Offenders Unit were notified by a shelter employee that Hanner had not resided there since January 3rd. Warrants have been obtained for Rasoul Hanner for Failure to Re-Register.

Location: Spence’s Auction, 550 South New Street, Dover
Narrative: On January 4th at 10:26AM, the Dover Police Department responded to Spence’s Auction, in the eating/food area for a report of a man exposing himself. Police contacted a 15 year old female victim who is employed at the location. According to the victim, she was cleaning tables when she observed the man with his genitals exposed and masturbating. When contacted by an adult, the suspect fled the area. After further investigation and an arrest by the Delaware State Police for a similar case, the Dover Police Department and the victim identified Garland Citizen (DOB: 3-14-43) as the suspect in the Spence’s Case. Citizen was already incarcerated at James T. Vaughn Correctional Center for the case handled by the Delaware State Police. Garland Citizen was arraigned and will continue to be held at the Correctional Center.

Narrative: Khalil Hanzer, the suspect from a home burglary on January 24, 2014 (Click here for original article: http://wp.me/p407do-l9), turned himself in at the Dover Police Department on Monday, January 27th. During a routine pat-down of Hanzer by Dover officers, it was discovered that Hanzer had .4 grams of cocaine in his possession. Hanzer was subsequently charged with the possession of the cocaine along with the charges stemming from the residential burglary. Hanzer was arraigned at Justice of the Peace Court 7 and released on a $3200.00 unsecured bond.

Over 250 spectators braved the cold outside and ventured to The Centre Ice Rink at the Delaware State Fair only to sit in a cold ice arena and take in a hockey game. The game pitted members of the Dover Fraternal Order of Police (F.O.P.) against the Dover Air Force Base Eagles in a match-up that raised money for the Concerns of Police Survivors Organization (C.O.P.S.). The Dover F.O.P. team was comprised of five officers from the Dover Police Department and retirees, police officers, and federal agents from the Southern Delaware area. The DAFB team consisted of members from the 436th and 512th Airlift Wings, respectively. Both teams took the ice with intentions of raising money for a worthy cause, but it quickly turned into a competitive and entertaining match. After 60 minutes of battle, it was the the Dover Fraternal Order of Police team who took the win by a score of 11-8. More importantly, the teams raised $1,000.00 for the Concerns of Police Survivors Organization.

Narrative: The Dover Police Department is currently investigating an armed robbery that took place on Saturday, January 25th at 9:29AM. The incident took place at Walgreen’s (1215 South State Street) when an unknown black male suspect entered the business and displayed a firearm to an employee. The suspect forced the employee to open the cash register and removed an undisclosed amount of cash. The suspect then fled towards the rear of Walgreen’s into the Carol’s Corner Shopping Center. Narrative: The Dover Police Department Criminal Investigations Unit is seeking Khalil Hanzer (DOB: 10-24-1993) in connection with a residential burglary that took place on Friday, January 24th at 12:00PM. Hanzer kicked in the front door to the victims apartment, damaging the lock and jamb. Once inside, Hanzer ransacked the victim’s bedroom and removed a large amount of women’s clothing, footwear, a 60″ Vizio TV, and an Xbox 360 game console. Hanzer was also observed by a neighbor removing the items from the residence and placing them inside of a gray colored mini-van. Location: Division Street and New Street, Dover, DE
Narrative: On January 25, 2014 the Dover Police observed Vincent Bowers (DOB: 6-24-1981 (32) in the area of Division Street and New Street after receiving information that he was possibly in possession of a handgun and crack cocaine. After committing a pedestrian violation, officers observed Bowers and a female subject entering a white Chevrolet Uplander van. As officers approached, they saw Bowers moving frantically inside the vehicle and were able to take him into custody without incident. Officers then observed a Hi-Point JHP .45 caliber handgun, in plain view, in the rear of the vehicle. While searching Bowers, officers discovered a bag of crack cocaine, weighing 2.25 grams from his sweatshirt pocket. Officers also discovered another bag of crack cocaine lying next to the vehicle that Bowers had thrown when officers were approaching him. The bag weighed 10.44 grams. Upon further investigation, it was discovered that Bowers was staying at the Capitol Inn located at 1426 North DuPont Highway, Dover. A search of the room was conducted, and 38 rounds of .45 caliber ammunition, a digital scale, and identification belonging to Bowers was discovered. Bowers was arraigned at Justice of the Peace Court 7 and committed to James T. Vaughn Correctional Center in default of $51,501 cash bail. The female with Bowers was not charged after it was determined she had no involvement in Bowers criminal activity.

Narrative: On Wednesday, January 22nd, Dover Police responded to 223 North Queen Street in reference to a domestic assault. The investigation revealed that the suspect (Marcus Jones-DOB: 7-20-1984) threatened the victim with a handgun after an argument in which the victim sustained physical injuries. Officers obtained a search warrant for the residence and located a silver and black Cobra Handgun with ammunition in the residence. Inspection of the weapon revealed that the serial numbers had been scratched off, preventing identification. Jones was arrested and committed to James T. Vaughn Correctional Center in default of a $13,500 secured bond.
