Narrative:
Two New York men are facing several drug related charges after being arrested by the Dover Police Department on Friday, April 11th. Acting on an anonymous tip, Dover Police Department’s Drug, Vice, and Organized Crime Unit (DVOC) conducted surveillance at the Super Lodge Motel located at 246 North DuPont Highway. The DVOC unit executed a search warrant and took Darel Fleming and Keith Golden, both of Brooklyn, New York, into custody. officers located a total of 4.6 grams of crack cocaine, 43.8 grams of marijuana, and 16 Endocet pills inside the motel room. The Dover Police Department would like to recognize the unsung heroes of the police department, our 9-1-1 Dispatchers. This week marks National Public Safety Tele-Communicators week. The Dover Police Department employs 12 dispatchers who answered 113,139 calls in 2013. 36,870 of those calls were received on 911 emergency lines. The call center handles an average of 310 calls on a daily basis and logged over 42,000 calls for service. Not only are the dispatchers responsible for taking calls, they also communicate information to our officers, monitor the downtown surveillance cameras, and perform functions such as filing/logging arrest warrants and much more. Narrative: The Dover Police Department responded to a large fight at Tom’s Bullpen in the Hamlet Shopping Center early Monday morning, after a Sunday night party. Officers were notified of the incident by security at the establishment. Upon arrival, Dover Police Officers observed two females (Quameisha Loper and Jalisa Robinson) involved in a fight, surrounded by a large crowd in the parking lot. Officers attempted to take both females into custody and they both fought the officers efforts. After a brief struggle with the women, they were successfully taken into custody and placed into separate patrol vehicles. While inside of the vehicle, Loper kicked out the rear window of the police vehicle, causing an estimated $500 damage to the window of the cruiser.
At this point, another female (Broque Benson) became angry that Robinson was under arrest and became disorderly with the Dover Police Officers, refusing to leave the area after numerous warnings. As officers attempted to take Benson into custody, she too pulled away, resisting the officers attempts to effect an arrest.
During the incident, another female subject (Shannon Peace) became upset when she saw Loper in the back of the patrol vehicle and began punching the side of the patrol car, shouting various profanities. As officers made contact with Shannon Peace and attempted to take her into custody, she too refused to comply, resisting arrest by the Dover Police Officers. After being subdued by pepper spray, Peace was successfully taken into custody.
Due to the large crowd that heavily outnumbered law enforcement on scene, officers attention was diverted from their patrol vehicles for a brief moment. During that time, Margarita Martinez, the mother of Quameisha Loper, assaulted Jalisa Robinson during the incident. Martinez had to be physically removed from the vehicle by officers and taken into custody.
Dover Police Units were on scene within 2 minutes and 30 seconds of the initial call. Approximately four minutes later, assistance was requested form outside agencies, with an additional call going out 6 minutes later. Officers from the Delaware State Police (Troop 3 and Troop 9), Delaware State University Police and Smyrna Police Department were sent to assist the Dover Police Department with the incident. The situation was placed under control at approximately 1:32AM, nearly 20 minutes after the initial call. Police were able to clear the scene at approximately 1:55AM. A total of 9 officers from the Dover Police Department responded to the scene. It is unknown how many officers from other agencies responded to the scene. During the incident, officers reported being pulled from behind by unknown persons, while attempting to make arrests and witnessed numerous other fights/altercations amongst the estimated 250-300 people that were present in the parking lot.
