Police Seeking Two Suspects After Elderly Man is Kidnapped, Bound, and Tortured in Home Invasion

Incident #: 50-14-9313   Date/Time: Thursday, April 17th at 1245AM

Location: 700 Block of South Halsey Road, Dover

Narrative: 
The Dover Police Department Criminal Investigations Unit is investigating an early morning home invasion that resulted in the assault of an 82-year-old man.  Officers responded to the residence at 7:35AM after receiving a 911 call from the victim stating he was robbed.  The victim advised he arrived at his residence at approximately 12:45AM returning from a Dover restaurant.  When he arrived at his home, he was confronted by Shirley Smith (33), and an unknown black male.  Smith is reported to be an acquaintance of the victim.  The victim advised he was forced from his vehicle and into his home, where he was then thrown to the ground, face down.  The suspects then forced the victim to the rear bedroom of the residence and tied his hands behind his back and bound his legs and feet together using wires and cords from various items in the victims residence.  The suspects then held a cutting object, possibly a knife, to the victim’s ear and demanded money from him.  The victim provided the suspects with his bank card and information, as well as the location of cash in his vehicle.  The suspects then cut the victim’s ear, and threatened to cut the victim’s ear off if he did not cooperate further.  The victim was also stabbed numerous times in the back/torso area from the suspects.  It is believed that the suspects may have used the victim’s kitchen knives in the assault/stabbing.  During the incident, the suspects also stole the victims vehicle keys to a 2002 Buick LeSabre to flee the scene.  The vehicle was later recovered in the 200 block of  North Governors Boulevard, located in the Capitol Park housing development on Bay Road.  The victim was able to free himself after being tied up for nearly seven hours prior to calling 911 for assistance.  The victim is currently being treated for his injuries at Bayhealth Kent General Hospital and is expected to fully recover from his injuries.  The Dover Police Department Criminal Investigations Unit has developed Shirley Smith (30) as the female suspect in the incident.  A photo and pending charges are shown below.  Anyone with any information should contact the Dover Police Department at 302-736-7111. Gold Alert Cancelled, Elderly Man Found at Local Hospital

Update:  Severn Richardson was found at approximately 4:35PM on Wednesday, April 16th at the Bayhealth-Kent General Hospital.  The Dover Police Department is now canceling the Gold Alert that was issued for Richardson.

Narrative: The Dover Police Department has issued a Gold Alert for an elderly Dover man who was reported missing on Wednesday afternoon. Severn Richardson (Age 85) was reported missing by his spouse on Wednesday, April 16th, at approximately 2:00PM after he walked away from his residence located in the 800 block of Forrest Avenue in Dover at 12:00PM. Richardson’s mental condition is such that authorities are concerned for his well being. Richardson was last seen wearing a green hat, dirty suit jacket, red/white/black checkered shirt, tan pants, and grey/blue sneakers. He is a black male, listed as 5’9″ and 165 pounds. If Richardson is seen or located, local authorities should be contacted immediately or contact the Dover Police Department at 302-736-7111.

Dover Police Issue Gold Alert for Elderly Dover Man 4-16-2014

Two New York Men Arrested On Drug Charges at Super Lodge Motel 4-15-2014

Incident #: 50-14-8712   Date/Time: Friday, April 11th at 11:58AM

Location: Superlodge Hotel, 246 North DuPont Highway, Dover

Narrative:
Two New York men are facing several drug related charges after being arrested by the Dover Police Department on Friday, April 11th.  Acting on an anonymous tip, Dover Police Department’s Drug, Vice, and Organized Crime Unit (DVOC) conducted surveillance at the Super Lodge Motel located at 246 North DuPont Highway.  The DVOC unit executed a search warrant and took Darel Fleming and Keith Golden, both of Brooklyn, New York, into custody.  officers located a total of 4.6 grams of crack cocaine, 43.8 grams of marijuana, and 16 Endocet pills inside the motel room.  Photos of Fleming and Golden were unavailable at the time of this release.

Dover Police Unit Feature: Communications Section (National Public Safety Tele-Communicators Week)

The Dover Police Department would like to recognize the unsung heroes of the police department, our 9-1-1 Dispatchers. This week marks National Public Safety Tele-Communicators week. The Dover Police Department employs 12 dispatchers who answered 113,139 calls in 2013.  36,870 of those calls were received on 911 emergency lines. The call center handles an average of 310 calls on a daily basis and logged over 42,000 calls for service. Not only are the dispatchers responsible for taking calls, they also communicate information to our officers, monitor the downtown surveillance cameras, and perform functions such as filing/logging arrest warrants and much more.
