Kirkwood Street Homicide Ruled Act of Self Defense

Narrative:
The Dover Police Department has ruled Sunday afternoons homicide that occurred on South Kirkwood Street an act of self-defense.  The incident took place at approximately 4:16PM, when 33-year-old Yusif Lamb, of Montclair, New Jersey died from a single gunshot wound to the chest.  Within hours of the shooting, detectives developed Shamarr Willingham (32) as being involved in the shooting death of Lamb, and originally obtained warrants for Willingham for Reckless Endangering 1st Degree and Possession of a Firearm During the Commission of a Felony.  The investigation revealed that Lamb had intentions of confronting Willingham in regards to a dispute involving a woman who Lamb previously had a relationship with.  Lamb made physically-threatening statements to Willingham in person and on social media leading up to Sunday’s shooting.  Lamb was driven to Willingham’s residence on South Kirkwood Street in the red Jeep Commander previously released by police as a suspect vehicle along with at least one other vehicle.  Lamb, along with several other people, exited the vehicles that arrived.  Willingham, who was in front of his residence, was confronted by Lamb and the other suspects.  Lamb and Willingham exchanged words briefly at which time Lamb pointed a handgun at Willingham.  Willingham, fearing for his life, used a handgun that was legally purchased and  registered to him, to fire at Yusif Lamb, striking him once in the chest.  Willingham fled northbound on Kirkwood Street as the suspects continued to fire at him.  When Dover Police officers first arrived on scene, they found Lamb lying on the ground near Willingham’s residence with a handgun lying next to him.  After securing the weapon, officers immediately rendered first aid and CPR on Lamb, who was later pronounced dead at Bayhealth Kent General Hospital.

Willingham responded to the Dover Police Department, accompanied by an attorney, on the afternoon of August 25th and has been completely cooperative throughout the investigation.  After examining the evidence, witness statements, and discussing the details of the incident, the Dover Police Department and Kent County Office of the Attorney General have dropped the charges of  Reckless Endangering 1st Degree and Possession of a Firearm During the Commission of a Felony against Willingham.  The department stresses that this investigation is still ongoing.  Police are now seeking the suspects and vehicles that accompanied Lamb to the confrontation and are working numerous leads at this time.  The department will issue a release providing further details of those suspects as they develop.  Anyone with information about this incident is asked to contact the Dover Police Department at 302-736-7111 or  call the Delaware Crime Stoppers Tip Line at 1-800-Tip-3333 or go online at www.tipsubmit.com.

Narrative:
The Dover Police Department is investigating a homicide that occurred in the unit block of South Kirkwood Street on Sunday afternoon that took the life of a 33-year-old man from Montclair, New Jersey.  Yusif Lamb, was shot once in the chest, after a confrontation took place on South Kirkwood Street between himself and suspect Shamarr Willingham (32) of Dover.  At this time it is believed that Lamb was riding in a red Jeep Commander and stopped on South Kirkwood Street to confront Willingham, when Willingham fired several shots in the direction of Lamb.  Lamb was struck once in the chest and was later rushed to Bayhealth Kent General Hospital, where he was declared deceased after revival efforts were unsuccessful.  Police issued photos of the red Jeep Commander shortly after the incident in an effort to contact the occupants or owner of the vehicle.  On Sunday, evening, the owner of the vehicle contacted the Dover Police Department and was interviewed in reference to the incident.  The vehicle is now in police custody as evidence.  Detectives have learned there were several persons present at the time of the shooting and are working to identify and contact each individual as part of the investigation.  At this time, Shamarr Willingham has warrants for his arrest for Reckless Endangering 1st Degree and Possession of a Firearm During Commission of a Felony.  Additional charges may be forthcoming as the investigation progresses.

Sunday afternoons homicide is the third for the 2014 calendar year in the City of Dover, and the second in less than 24 hours.  Detectives have determined that the homicide that occurred in Simon Circle just before 1:30AM Sunday and the Kirkwood Street homicide are not related, but cannot elaborate on the motive behind the shootings at this stage of the investigation.

Two Sex Offenders Wanted for Failure to Verify Address 8-25-14

The Dover Police Department Sex Offender Enforcement Unit is seeking two men for failing to verify their address in accordance with sex offender requirements.  Clarence Smalls (44), was due to verify his address at the State Bureau of Identification in July, but failed to do so.  He is now wanted for Failure to re-verify address, a Class G Felony.  Smalls last known address was 18 North New Street, Dover.

Colby Butler (22), is also wanted for failing to re-verify his address with the State Bureau of Identification after being released from james T. Vaughn Correctional Center.  Officers have made numerous attempts to contact Butler at various addresses with no success.  Butler is wanted for Failure to re-verify address, a Class G Felony.  Smalls last known address was 133 Spruance Road, Dover.

One Man Dead, Woman Seriously Injured When Shots Are Fired After Party 8-24-14

Narrative:
A 24-year-old man was killed and a 25-year-old woman injured after gunshots rang out after a party in the 300 block of Simon Circle early Sunday morning.  At approximately 1:24AM, Dover Police received numerous 911 calls reporting shots fired with at least one victim in the area.  Upon arrival, officers learned that a male and female victim were taken in separate vehicles to Bayhealth Kent General Hospital in Dover.  Tyson Henry (24), of New Castle, DE, was pronounced dead shortly after arriving at the hospital as the result of a gunshot wound to his lower body.  A 25-year-old woman suffered a gunshot wound to the lower half of her body and was taken into surgery for treatment.  She is now listed in serious but stable condition.  There is no relationship between the victims.  Detectives from the Dover Police Criminal Investigations Unit learned that both victims were attending a private house party in the 300 block of Simon Circle.  When the party let out just before 1:24AM, people gathered in the yard and street as they were walking towards their vehicles when gunshots rang out, striking Tyson Henry and the female victim.  This case is still under investigation and the department will issue updates as they develop.

This is the second homicide in the City of Dover in the 2014 calendar year.  The first occurred one month ago on July 23rd, when 20-year-old Rashaad Lewis was stabbed multiple times during a large fight, eventually succumbing to his injuries on August 11th.
