Burglary at Happy Fortune Chinese Restaurant 12-17-14

Narrative:
The Dover Police Department Criminal Investigations Unit is investigating an overnight burglary at the Happy Fortune Chinese Restaurant located in the Gateway West Shopping Center. The unknown suspect forced entry through the rear door of the business, damaging the door and door jamb. Once inside, the suspect damaged registers and took an undisclosed amount of cash, then fleeing from the area. Dover Police Obtain Warrants for Suspect in August 27th Kirkwood Street Shooting 12-17-14
Update:
Dover Police have obtained warrants for Thomas C. Harris (22), of Hartly, for the August 27th shooting of another man. Dover Police developed Harris as a result of their investigative efforts. Harris is currently wanted for Assault 2nd Degree, Possession of a Deadly Weapon During Commission of a Felony, and Possession of a Firearm by Person Prohibited (previous felony conviction). Location: Area of Kirkwood Street and Division Street, Dover, DE
Narrative:
Dover police are on the scene of a shooting in the area of Kirkwood and Division Streets that occurred at approximately 10:08 this morning. A male victim suffered a gunshot wound to his foot and is being treated at a local hospital. The suspect was described as a dark-skinned black male, last seen wearing blue jeans, a 2-tone brown sweatshirt, and has a light mustache. The suspect was last seen running northbound from the scene. Dover Officers along with officers from the Delaware State Police K9 and Aviation Units are on scene checking the area for the suspect. Wesley College and area Dover schools made the decision to place their campuses on lock-down as a precautionary measure after police informed them of the situation and made the suggestion to do so. The department will issue a release providing further details as they develop. CALEA Completes Assessment of Dover Police Department 12-17-14
The Commission on Accreditation for Law Enforcement (CALEA) wrapped up a six-day review of the Dover Police Department’s Policies and Procedures on Wednesday morning. The purpose of CALEA’s Accreditation Programs is to improve the delivery of public safety services, primarily by: maintaining a body of standards, developed by public safety practitioners, covering a wide range of up-to-date public safety initiatives; establishing and administering an accreditation process; and recognizing professional excellence.
Specifically, CALEA’s goals are to:
- Strengthen crime prevention and control capabilities;
- Formalize essential management procedures;
- Establish fair and nondiscriminatory personnel practices;
- Improve service delivery;
- Solidify inter-agency cooperation and coordination; and
- Increase community and staff confidence in the agency.
The Accreditation Manager, Pfc. Krista Roosa, is tasked with the responsibility of maintaining and organizing the department’s General Orders, Procedural Notices and Directive Memoranda. The Section’s primary function is to maintain 480 standards which are mandated by CALEA (Commission on Accreditation for Law Enforcement), and the 105 standards which are mandated by DPAC (Delaware Police Accreditation Commission) and to ensure that the police department remains in compliance with these standards. The Dover Police Department is one of only eight departments in the State of Delaware to hold the prestigious honor of National Accreditation. Jay Murphy, Lead Assessory for CALEA and former Chief of Cape Coral, FL Police Department, had this to say as the assessment ended: “Following six days of review that encompassed every aspect of the City of Dover police Department, we are please to say we are left with a favorable impression. Our final report will be submitted to the full commission in the coming weeks.”
On March 24, 2012, the department was selected by the Commissioners of CALEA to receive the Accreditation with Excellence Award, which is the Gold Standard for Public Safety, and is a title that shall attach to the department’s CALEA Accreditation for a period of three years. The Dover Police Department is the first law enforcement agency in the state of Delaware to receive the “Accreditation with Excellence Award”. In 2013, New Castle County police Department became the second Delaware department to receive this honor. The final review will take several weeks to complete and upon completion the Dover Police Department hopes to be the first 2-time recipient of the “Accreditation with Excellence Award.”
Days Inn Robbed by Man Armed With Knife 12-17-14

Location: Days Inn, 272 North DuPont Highway, Dover, DE
Narrative:
The Dover Police Department is investigating a hotel robbery that occurred on Wednesday morning at a Days Inn (272 North DuPont Highway) just after 6:00AM. A large build black male suspect entered the hotel lobby wearing a black (or dark colored) ski mask, dark colored hooded sweatshirt with red writing on it, black gloves, torn blue jeans, and black boots. The suspect displayed a knife and demanded money from the employee. The suspect then fled northbound from the business with an undisclosed amount of cash. The suspect is wearing similar, if not identical clothing to a robbery at the Valero/Shore Stop on Route 8 that occurred on Tuesday evening. In response to the recent string of robberies, police are encouraging businesses to review the following safety tips to help reduce the chances of becoming a robbery victim:
Cash Control
Strong cash-handling policies along with good signage can greatly reduce rates of robbery. One study found that robbery rates drop by 80% when potential robbers know that there’s $50 or less in the cash register.
Silent Panic/Holdup Alarms and Surveillance Cameras
These types of alarms protect your employees in potentially violent robbery situations. They are not useful in preventing robberies but can help to reduce the impact of a robbery in process. Provide proper training on the usage of silent alarms so that employees know how to safely use them. Ensure that alarms and surveillance cameras are in good working order.
Remove Signage From Windows
Visibility in and out of a convenience store plays an enormous role on the psychological comfort of the would-be robber. If robbers know they can be seen from the outside then the likelihood of a robbery falls. Keep your windows free and clear of any and all signage.
Have Two Employees on Duty During High-Risk Times
Having more than one employee on duty can reduce the risk of robbery during the most high-risk robbery times. It’s vital that both are well trained on violence reduction though, as sometimes two employees are more likely to fight back against robbers.
Provide Adequate Lighting
Adequate lighting is shown to reduce incidents of robbery. Be sure that faces in your parking lot are easily visible from the street. Further, be sure that you’re not creating a glare that could reduce visibility. Strong, white lighting outside of your convenience store can also make your customers feel safer.

Man Robs Convenience Store on Route 8 12-17-14

Location: Valero/Shore Stop, 1358 Forrest Avenue, Dover, DE
Narrative:
The Dover Police Department is investigating a convenience store robbery that occurred on Tuesday evening at the Valero/Shore Stop on Route 8/Forrest Avenue at 7:48PM. A large build black male suspect entered the store wearing a blue ski mask, dark colored hooded sweatshirt, black gloves, torn blue jeans, and black boots. The suspect displayed a knife and demanded money from the employee. The suspect demanded the money be placed in two plastic grocery bags that he brought into the store himself. The suspect fled eastbound from the store with an undisclosed amount of money and two packs of Newport cigarettes. The suspect dropped some evergreen tree leaves and a small branch inside the store, indicating the suspect may have traveled through the wooded residential lots just east and south of the business.
